Grants LUTC presentationCommerce Grants13 September 2021 Land Use & Transportation Committee Policy Question Should the City Council authorize staff to submit for the Transit Oriented Development Implementation (TODI) and Housing Action Plan Implementation (HAPI) grants? Background “As with any organism that is ‘pulsing with life,’ the robustness and health of the flow of people is paramount to establishing the vibrancy of a city. Connectivity —ease of and access for people —is the lifeline of urban activity.” Key Characteristics of Vibrant Places, N. California American Planning Association, August 18, 2020. Barrier to Connectivity within the City Center: S 320th Street 1.CD & PW staff will work with a consultant to explore design alternatives to facilitate pedestrian and bicycle crossing of S 320th. This work could include conceptual alternative designs for a 21st Ave S crossing and traffic modeling to support the redesign. 2.Any work coming from this effort will assist CD & PW in continuing efforts to provide the ingredients necessary to ensure the City Center is successful What will the Grants be used for? Background 1.Authorize staff to submit the proposed grant application for transportation project. 2.Do not authorize staff to submit the proposed grant application and provide direction to staff Options Considered Grant Possible Funds City Match TODI $250k $0 HAPI $100k $0 Mayor’s Recommendation The Mayor recommends Option 1 be forwarded to the October 5, 2021 September 19, 2021 Council Consent Agenda for Approval.
