Policy Question On July 12, 2021 the draft Housing Action Plan was presented to the Land Use and Transportation Committee and was recommended for adoption to the full council.   On July 20, 2021 the draft Housing Action Plan was presented to the full council. Staff was directed to conduct an in-person open house regarding the Housing Action Plan, evaluate and incorporate any public input as appropriate, and return to council committee for further discussion prior to consideration for adoption. 2 In-person Community Open House Sept. 16th: 4:30PM-7:00PM at the PAEC Attendance: 40 Draft Housing Action Plan LUTC 10/4/2021 33 mapped dots, 1 = mixed-use developments, 3 = multi-family, and 29 = single-family zones. Checkpoint for staff in accessing community outreach efforts 3 Community Conversations ADU Reduce cost & permitting time HOAs Lower impact fees Relax zoning ADA accessible Missing Middle Homeownership opportunities Maintenance concerns Loss of neighborhood character Impact fees should be lower Downsize options for aging populations Townhomes more feasible Draft Housing Action Plan LUTC 10/4/2021 “I could move my dad in with us without having to share the TV and let him have his privacy and independence.” “I’m worried that ADUs and duplexes will bring in more cars and tenants who don’t care about the neighborhood.” ADU - Accessible, affordable, easier and cheaper. Desired housing solution for aging generations looking to downsize Missing Middle – Homeownership opportunities for multi-family (condos) and missing middle typologies. 4 Community Conversations (cont.) School Impact Fees Some say lower the fees to allow for more multi-family housing, others say keep them high Finance impact fees over time/defer payment Max $7,500 to pencil Affordable Housing No more low income/affordable housing Rising cost of living, housing costs are going up More housing needed to help with homelessness Draft Housing Action Plan LUTC 10/4/2021 The results of the Community Open House further solidify the understanding that not every individual and household will benefit the same from each strategy, however there is a strategy or strategies within the HAP that will benefit everyone. 6 Land Use & Transportation Committee Alternatives Recommend adoption of the Housing Action Plan; Do not recommend approval of Housing Action Plan and provide direction to staff; Recommend forwarding the Housing Action Plan to City Council without recommendation.
