Midway Samoan AG Church (TENW Project #2020-162)
This memorandum documents the Traffic Assessment completed for the proposed Midway Samoan AG
Church project. This memo includes a project description, trip generation estimate, parking analysis, queueing
analysis, and an estimate of traffic impact fees.
Project Description
The proposed Midway Samoan AG Church project site is located on the east side of Military Road South
between S 296th Place/Camelot Drive and S 288th St in Federal Way, WA as illustrated in the Attachment
A site vicinity map. The proposed project would include the development of a 10,652 square-foot church
with 221 seats. The existing site is currently occupied by an existing 660 square foot church that will be
removed as part of the project. The proposed project is expected to be completed in 2022.
A preliminary site plan is shown in Attachment B. Vehicular access to the site would be provided by a full-
access driveway on Military Road South. It should be noted that the City of Federal Way approved an access
deviation request for the proposed project in a letter dated May 7, 2021. The deviation request allows
substandard access spacing and entering sight distance due to site constraints that preclude the ability to
provide an access point that meets City standards. The City of Federal WayÊs deviation approval letter is
included in Attachment C.
Trip Generation
Net new weekday PM peak hour and net new Sunday peak hour trip generation estimates were based on
methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 10th
Edition for Land Use Code (LUC) 560 (Church).
ITE Trip Generation Manual methodology recommends the use of local data to perform trip generation
calculations for the Sunday peak hour when using Gross Floor Area (GFA) as the independent variable.
TENW collected local data at the existing site driveways on Sunday February 7, 2021 (included in
Attachment D). After comparing the local data to the data in the ITE Trip Generation Manual, it was
determined that the ITE data would yield more conservative trip generation estimates. Therefore, ITE data was
used instead of local data in this analysis.
Table 1 summarizes the net new weekday trip generation estimates for the proposed Midway Samoan AG
Church project. Detailed trip generation calculations are included in Attachment E.

As shown in Table 1, the proposed Midway Samoan AG Church project is estimated to generate 5 net new
weekday PM peak hour trips (2 in, 3 out) and 99 net new trips during the Sunday peak hour of church activity
(48 in, 51 out). As the project is expected to generate fewer than 100 net new Sunday peak hour trips, no
off-site intersections will be impacted by 100 or more net new project-generated trips.
Parking Analysis
As documented in Federal Way Municipal Code (FWRC) Section 19.225.130 (Zoning and Development
Code),1 parking space per 5 seats are required. The project proposal includes a 221-seat church building,
which would be required to provide a minimum of 45 on-site parking stalls. Additionally, peak parking
demand for the proposed project was estimated based on studies documented in the ITE Parking Generation
Manual, 5th Edition for LUC 560 (Church). Churches are estimated to generate a peak-period parking
demand of 0.22 parking stalls per seat. For the proposed 221-seat church, this equates to an estimated
demand of 49 on-site parking stalls.
Based on the latest site plan the proposed project will provide 30 on-site parking stalls, which is not expected
to provide sufficient capacity to meet on-site parking demand during the Sunday peak hour of church activity.
To address this, the Midway Samoan AG Church project is negotiating a shared parking agreement with the
Church of Christ located approximately 0.5 miles to the south at 30012 Military Rd S. Approximately 30-
40 additional parking stalls are expected to be available at the Church of Christ site. Shuttle service would
be provided to facilitate travel between the off-site parking location and the Midway Samoan AG Church.
The combination of off-site and on-site parking supply is expected to meet the parking demand generated by
the proposed project.
Queueing Analysis
Sunday peak hour queues were evaluated at the proposed site access location on Military Road S using
methodology documented in the Highway Capacity Manual, 6th Edition. The traffic volumes used in this
analysis were based on the Sunday peak-hour turning movement counts conducted on February 7, 2021
(Attachment D), at the two existing church site access locations. Based on guidance from the City of Federal
Way, the 2021 background traffic volumes on Military Road S were increased by 25% to account for the
impact of the COVID-19 pandemic on local traffic volumes. Additionally, a 2% annual background growth
rate was applied to the COVID-adjusted volumes to estimate traffic conditions upon project buildout in 2022.
Table 2 summarizes the queue results at the site access for future 2022 with-project conditions during the
Sunday peak hour.

The queue lengths reported in Table 2 are 95th-percentile queue lengths, meaning they are expected to be
exceeded no more than 5% of the time. Westbound turning movements (vehicles exiting the church onto
Military Rd S) and southbound turning movements (vehicles entering the church southbound from Military Rd
S) are estimated to generate 95th-percentile queues of less than 25 feet (1 vehicle-length) during the Sunday
peak hour in 2022 after the completion of the proposed project. Based on these results, queue lengths at the
access driveway for the proposed project are expected to be accommodated sufficiently. Detailed queueing
calculations are included in Attachment F.
Traffic Impact Mitigation Fee & Concurrency Application
Per FWRC Section 19.100.070[3][c] (Traffic Impact Mitigation Fees), the City of Federal Way requires the
payment of a traffic impact mitigation fee for all new developments. Based on Federal WayÊs 2021 fee
schedule, an estimated $36,870.48 (9,992 net new SF x $3.69 per SF) traffic impact fee is expected. The
final fee will be determined at the time of building permit issuance and rates are subject to change. A
completed traffic concurrency application will be submitted to the City of Federal Way separately.

Dear Applicant:
The City of Federal Way Public Works Department has considered your request to modify or waive
frontage improvements along Military Road South required by Federal Way Revised Code (FWRC) for
the proposed development. Military Road South is a Minor Arterial street and should conform to City of
Federal Way Cross Section Type G, 5 Lanes + Bike, Standard Detail 3-2G which requires a minimum of
100’ of right-of-way (ROW), 66’ of paved surface including four travel lanes, a turn lane, 10’ of bike
lanes, 6’ planter strips, 8’ sidewalks, and 3’ utility strips. Currently, Military Road South along the
project site is underdeveloped with approximately 72’ of ROW; 42’ from centerline to the west, and 30’
from centerline to the east (project site) and no sidewalks for pedestrian access.
After evaluating the existing conditions along the referenced street, and review of Federal Way Revised
Code provisions (Sections 19.135.00 through 19.135.070), and direction provided by the City Council,
the Public Works Department herby approves with modification the requirements for the street
improvements after careful consideration of onsite limitations and the updated Sight Distance Analysis.
The City reduces the right-of-way dedication requirement from 20’ to 15’ on the abutting side of
Military Road South to allow for reasonable use of the development. The installation of a 3’ planter
strip, 6’ sidewalk and a 3’ utility strip is required concurrently with the project along the frontage of
both parcels. The request to reduce the access management length from 150’ to approximately 118’ for
the proposed driveway location is approved. FWRC does allow for the Director to grant a modification
administratively to reduce spacing standards by up to 20 percent of the tabular values with supporting
documentation. The new driveway approach will need to be increased from 24’ to 30’ for commercial
use and the southern access drive will need to be permanently closed.
The applicant is required to dedicate 15-feet of right-of-way on the abutting side of Military Road South
across the entire frontage of the project, after a Boundary Line Adjustment (BLA) has been completed to
remove or relocate the common property line prior to issuance of a building permit. The dedication will

be conveyed through a Statutory Warranty Deed and recorded with the county. The conditions of this
right-of-way modification are applicable for one year from the date of this letter. If the physical
improvements and right-of-way dedication are not completed within this time period, this decision will
be void and a new request for waiver must be submitted. Your Certificate of Occupancy will not be
issued until the City receives a copy of the recorded document.
