12-07-2021 Retail Safety SummitPolice Department Retail Safety Initiative & Public Safety Report City Council Meeting December 712021 Andy Hwang, Chief of Police Reta*11 pozxc� 1 As a City, we are taking a stronger stance on shoplifting and organized retail crimes. Enforcing laws that protect employers, their employees, and making it safer for customers. Crime trends are increasing with organized retail crime. Smash & grab thefts & flash mob robberies. With their loss prevention personnel, we conducted a "shoplifting sting" at a corporate retailer (Home Depot), resulting in no observed offenses. 2 �ERA1� Retail Safety Initiative (cont'd poz�c� x You will see more of these emphases and sting operations, communicating the message that retail theft is not tolerated in Federal Way. A retail theft and safety summit is scheduled for January 20tn to bring others on board with us. We are partnering with FW retailers and the GFW Chamber of Commerce to make a positive difference for our business community. Also, we conduct high visibility special emphasis patrols during the holiday season to support our business community, and to protect our residents and visitors. AEo�zAt�..��� Public Safety Report 1 The Police Department made three presentations in September through October explaining why there is a surge of crime in our region. We recommended strategies to keep our community safe. In 2022 we will add 13 new police officers, which allows us to create a bicycle unit (enhancing SOU) to patrol the downtown core. Until those positions are hired and trained, we are using special emphasis patrols on overtime. We conduct regular special emphasis patrols in known problem locations. (Council authorized $214K overtime funding.) We will continue emphasis patrols in 2022. g�~'Gs Opp,PIDI� E-1.0-�� Public cont'd 1 Partnering with federal agencies (DEA/VNET &FBI) with special investigations. We had recent success reducing crime on Pacific Hwy between 330t"and 336t", expanded now to 320t"and beyond. As of April 2020, City of Federal Way population was 1011030. Major projects such as Light Rail and The Commons will significantly bring more visitors and residents to our downtown area. pozx0- 6 Apartments Park 1 1 Arrested a 17-year-old for two past shootings (November 3rd) A 16-year-old arrested in connection with the most recent shootings (November 26t"). The suspect was arrested after a drive -by shooting at a King County deputy parked in his patrol vehicle in Skyway. Property management is actively working to evict tenants who have been associated with the shootings. Due to the Eviction Moratorium, it was nearly impossible to evict.
