Background Information
• Seven bids were received and opened on December 3, 2021.
• The lowest responsive, responsible bidder is Active
Construction, Inc., with a total bid of $2,036,036.00.
• Cecccanti submitted a bid for $1,856,313.48, which was the
apparent low bidder.
• During review it was found that Ceccanti did not meet all of
the bid requirements. Specifically, they did not meet the
mandatory 15% Disadvantage Business Enterprise (DBE)
subcontractor goal.
• Washington State Department of Transportation (WSDOT),
the City's grant administrator, concurred with rejecting
Ceccanti's bid and awarding to Active Construction, Inc.

Options Considered

Dash Point Road project to Active Construction, Inc., the
lowest responsive, responsible bidder, in the amount of
$2,036,036.00 and approve a ten percent contingency of
$203,603.60, for a total amount of $2,239,639.60, and
authorize the Mayor to execute the contract.
• Reject all bids for the Lakota Middle School Safe Routes to
School - SW Dash Point Road project and direct staff to rebid
the project and return to Committee for further action.
