specifically address: (1) chronic nuisance properties;
and (2) emergency summary abatement of severe
and emergent nuisances?

The City generally regulates general and specific nuisances,
and allows code enforcement to issue notices of violation,
civil fines, and abatement orders
The City does not have a mechanism to identify and rectify
the underlying issues at chronic nuisance properties, i.e.
properties that have a history of repeated violations
The City does not have a mechanism to swiftly deal with
emergency nuisance conditions, i.e. nuisance conditions that
have the potential for extreme harm on a very short timeline
Many surrounding jurisdictions have mechanisms in code
addressing both of these issues

Chronic Nuisance Properties:
Define such properties as those with 3+ instances of civil nuisance or
criminal conduct attributable to the property within 6o-day period, or
7+ instances within 12-month period
Code enforcement is authorized to perform civil enforcement and
abatement of the chronic nuisance condition
Police Chief is authorized to enforce criminally

Emergency Summary Abatement:
Authorize code enforcement to summarily and immediately abate
conditions that constitute severe and emergent threats to public
health, safety, or welfare
Notice must be given to the responsible person as soon as reasonably
possible
