BUTKO LOT 14 SUBDIVISION SCHOOL ACCESS ANALYSIS REPORT
1.0 PROJECT OVERVIEW
Butko Lot 14 Subdivision project is located within School District #210’s area of service
in the City of Federal Way. Parcel number 0114700140 will be subdivided into two
residential lots and future residences on these lots will be served by Sherwood Forest
Elementary, Illahee Middle, and Todd Beamer High School. Locations for these schools
and the project site are shown in Figure 1, below.
This report has been prepared to meet the requirements presented in the Business
Services School Access Analysis pamphlet provided by Federal Way Public Schools,
which is included in Appendix A of this report.

2.0 SCHOOL ACCESS ANALYSIS
SHERWOOD FOREST ELEMENTARY SCHOOL
Address: 34600 12th Avenue Southwest, Federal Way, WA 98023
Sherwood Forest Elementary school is located approximately a mile east of the project
site. The project area is outside of the walk/bike route areas shown on the “Suggested
Safe Walking Routes” Map provided by Federal Way Public Schools. The School District
will provide bus services for students living at these addresses who are attending this

elementary school and the bus stop is located at the intersection of 25 th Avenue
Southwest and Southwest 346th Street, which is located approximately 300 feet from the
properties. The following describes the walking route to and from the bus stop from the
proposed development.

1. Between the project site and the intersection of Southwest 346 th Street and 25th
Avenue Southwest, the route has a paved public residential road and no
sidewalks. There is an existing unpaved shoulder on the north edge of the road
with vegetation that needs to be maintained. Figure 3 shows the existing
condition of this section of the route.

2. The section of the route between the intersection of Southwest 346 th Street and
25th Avenue Southwest and the bus stop has a paved public residential road and
no sidewalks. The students taking this route would not need to cross the street to
reach the bus stop waiting area which is on the east side of 25 th Avenue
Southwest. Figure 4 shows the existing condition of this section of the route.

ILLAHEE MIDDLE SCHOOL
Address: 36001 1st Avenue South, Federal Way, WA 98023
Illahee Middle school is located approximately 2.5 miles southeast of the project site.
The project area is outside of the walk/bike route areas shown on the “Suggested Safe
Walking Routes” Map provided by Federal Way Public Schools. The School District will
provide bus services for students living at these addresses who are attending this
middle school and the bus stop is located at the intersection of 27 th Avenue Southwest
and Southwest 345th Court, which is located approximately 1,500 feet from the
properties. The following describes the walking route to and from the bus stop from the
proposed development.

1. The section of the route between the project site and the intersection of Southwest
346th Street and 25th Avenue Southwest has a paved public residential road and
no sidewalks. There is an existing unpaved shoulder on the north edge of the
road with vegetation that needs to be maintained. Figure 6 shows the existing
condition of this section of the route.

2. The section of the route between the intersection of Southwest 346 th Street and
25th Avenue Southwest and the intersection of Southwest 344th Street and 25th
Avenue Southwest is a paved residential public road with no sidewalks. The
students are required to cross 25th Avenue Southwest to reach the bus stop. No
crosswalk currently exists at the intersection of Southwest 344th Street and 25th
Avenue Southwest. Figure 7 shows the existing condition of this section of the
route. Figure 8 shows the location where students are supposed to cross the street
to get to the bus stop.

3. The section of the route between the intersection of Southwest 344 th Street and
25th Avenue Southeast and the intersection of Southwest 344th Street and 27th
Avenue Southwest is a paved public road with paved shoulders on both sides of
the road. There is a concrete sidewalk along the north edge of the road. Figure 9
shows the existing condition of this section of the route.

4. The section of the route between the intersection of Southwest 344 th Street and
27th Avenue Southwest and the bus stop located at the intersection of 27 th Avenue
Southwest and Southwest 345th Court is a paved residential public road with
sidewalks on both sides of the road. The students taking this route would need to
cross the street to reach the bus stop waiting area which is on the west side of 27 th
Avenue Southeast. No crosswalk currently exists at the intersection of 27 th
Avenue Southwest and Southwest 345th Court. Figure 10 shows the existing
condition of this section of the route.

TODD BEAMER HIGH SCHOOL
Address: 35999 16th Avenue South, Federal Way, WA 98003
Todd Beamer High School is located approximately 3.5 miles southeast of the project
site. The project area is outside of the walk/bike route areas shown on the “Suggested
Safe Walking Routes” map provided by Federal Way Public School. The School District
will provide bus services for students living at these addresses who are attending this
high school and the bus stop is located at 2211 Southwest 346 th Street, which is located
approximately 800 feet east of the project site. The following describes the walking route
to and from the bus stop from the proposed development.

1. The section of the route between the project site and the bus stop that is located at
2211 Southwest 346th Street is a paved residential public road with no sidewalks.
There is an unpaved shoulder along the north edge of the road with vegetation
that needs to be maintained. Students traveling this route would not need to
cross the street to reach the bust stop waiting area which is located on the south
edge of Southwest 346th Street. Figure 11 shows the existing condition of this
section of the route

School Access Analysis
New development creates a need for analysis of student pedestrian safety. The Federal Way School District
would prefer an analysis of walking paths to schools and bus stops from new subdivisions be prepared by the
developer prior to final comments on impacts.
Generally a walking route should be planned to assure that school-age pedestrians from a neighborhood:
• Cross the fewest number of streets to reduce vehicle-pedestrian exposures
• Walk on sidewalks or paths where available;
• Walk the shortest possible distance on streets without sidewalks or wide shoulders;
• Walk on the left side of the road facing traffic on streets where practicable;
• Avoid high speed, high volume roads and roads with high truck volume.
• Make maximum use of protective techniques (traffic control devices, existing crossing guards and school
patrols.)
• Use easements with walkways through parks or other available areas where student safety is maximized.
Walkways and paths must be cleared of vegetation for maximum visibility.
The analysis of walking paths to schools and school bus stop locations from a new subdivision should include the
following information:
• School location
• Description of sidewalks, pedestrian paths and shoulders including:
condition and width of shoulder and sidewalks;
whether shoulders are paved, gravel or grass, or non-existent;
whether sidewalks and pathways are immediately adjacent to
the traffic lanes or are separated by a planting strip or other means from moving traffic; and
the location of drainage or irrigation ditches.
• Location of all crosswalks, including type of crossing protection offered;
• Medians, pedestrian refuge islands and other pedestrian safety features;
• Posted speed limits and warning signs, especially all 20 mph school speed limit zones;
• All stop and yield signs;
• Traffic signals including presence of marked crosswalks and pedestrian signal indication.
Traffic signal timing and phasing for pedestrian crossing.
• Major sight line obstructions as measured from the height of children.
• Bicycle lanes or paths.
• Other relevant pedestrian safety factors observed.
