This letter and attachments are intended to be made part of the record and to complete AT&T’s application, 21-101703-000-00-UP. AT&T’s responses are indicated below in bold italicized blue text. Public Works • The existing Franchise Agreement must be amended to include the proposed location of the facility in accordance with Section 27.2 of the Franchise Agreement and FWRC Chapter 4.22. Applicant Response: Per the conversation at our PreApp meeting this will be a condition of approval. • In order for this installation to be considered a co-location to an existing structure in conformance with FWRC 19.256.140, Public Works must have written notification from the pole owner, PSE, authorizing the attachment of AT&T's proposed facility to PSE's power pole. The notification must include a schedule for the removal and replacement of the existing power pole. Applicant Response: Please see PSE Letter dated August 19, 2021 which acknowledges receipt of AT&T’s application to collocated on the PSE Pole. PSE does not sign additional authorizations or set their construction schedule until such time as the lease is fully executed. Please make this requirement a condition of approval. • The proposed facility and support structures must be shown on the approved Lourie Short Plat improvement plan. Applicant Response: Please see SV1-2 of the Attachment 4-Zoning Drawings included as part of this submission. Planning • Please revise the statement of code compliance and project narrative to reflect requirements of the current Wireless Code Ordinance 21 -906 standards and appropriate Process III permit in accordance with FWRC 19.256.140 (5) for construction of a Major Communication Facility. Applicant Response: Please see revised Attachment 2-Statement of Code Compliance included as part of this submission. • Provide a diagram or map showing the primary viewsheds of the proposed facility and impacts on surrounding property in the area per FWRC 19.256.130(1)(a). Applicant Response: Please see Attachment 5a-Viewshed Map included as part of this submission. • Provide 3 photo simulations of the proposed facility from affected properties and adjacent rights-of-way at varying distances per FWRCW 19.25.130(b ). Applicant Response: Please Attachment 5-Photo Simulations included as part of this submission • Provide a complete architectural rending and elevation details of the equipment cabinet and facility per FWRC 19.256.130(c). Applicant Response: Please see page C-8 of the revised plans included with this submission • Provide an inventory of other major WCF sites operated by AT&T and all other service providers within a half-mile radius of AT&T's proposed facility location per FWRC 19.256.130(e). Applicant Response: Please see the last page of Attachment 3-RF Justification. • Complete site and landscaping plan including location and type of plant material, planting schedule, and indicating type and locations of proposed plant materials used to screen WCF components in accordance with the standards of FWRC 19.125, per FWRC 19.256(£). Applicant Response: The landscape plan is on page L1-L3 of Attachment 4-Zoning Drawings included with this submission. • Provide detailed explanation of why it is impractical for the equipment cabinet to be located underground per FWRC 19.256.B0(l)(g). Applicant Response: Due to the cost of an underground vault and concerns for the safety of the employees, locating the equipment underground is impracticable. • Provide detail of underlying Lourie Short Plat improvements, both on-site and off-site, to confirm setbacks and design criteria. Setbacks are required in accordance with FWRC 19.256.150 (2)( d). Applicant Response: Please see Attachment 4-Zoning Drawings included with this submission. • Fencing is subject to FWRC 19.125.160(5). No fence shall exceed 6 feet in height. Provide a rendering and elevations of fence demonstrating non-reflective powder coating or painting. Provide rendering and elevations of landscaping effectively screening the security fence from pedestrians and public view.
