Building Permit Submittal
Woodbridge Building "A"; 337XX Weyerhaeuser Way S, Federal Way
Dear Stacey:
On behalf of Federal Way Campus, LLC, ESM Consulting Engineers, LLC is herein submitting
this letter and application materials for the Commercial Building Permit Application for
Woodbridge Building "A". We are also requesting 3rd party reviews for as many disciplines as
possible in order to expedite the overall permit review timeline. The applicant understands that
additional fees will be incurred and will have to be paid prior to initiating the 3rd parties' review.
A short summary of the items required for submittal can be found below. These requirements
are comprehensive of the Commercial Building Permit requirements, Conditions of Approval
attached to the final Process III decision and final SEPA mitigation measures.
Materials that have been already been submitted include:
• Pavement design for reconstruction of Weyerhaeuser Way S along the project
frontage per Condition of Approval #31. (Submitted on 01/31/20)
• Memorandum showing compliance and consistency with the Hylebos Creek
Basin Plan per Condition of Approval #12. (Submitted on 02/10/20).
The following plans are not included in this submittal and are either to be deferred or not
applicable at this time:
• Plumbing plans - To be deferred until after the first round of comments are
received.
• Mechanical plans - To be deferred until after the first round of comments are
received.
• Racks - No racking is proposed under this permit. Any racking to be installed
will be designed during the tenant improvement phase.

Materials described below are deferred and will be submitted prior to building permit issuance,
as allowed by the Hearing Examiner's conditions:
Copies of state, federal, or other agency permits to fill wetlands.
Noise report on evaluation of facility design.
Bond value for improvements (to be submitted after first round of review
comments).
As part of this Commercial Building Permit Application, we are including electronic copies of
the following materials. Hard copies can be provided if requested; however, due to the Covid-
19 state of emergency, all materials will be submitted electronically. All the documents will
include a tag at the end of the title which will pertain to each specific package they belong to.
1. Cover letter (this letter);
2. Response Letter to Conditions of Approval;
3. Commercial Building Permit Checklist;
4. Building Permit Application;
5. Application fee (Check #002458 for $101,978.59 will be mailed under separate
cover);
6. Certificate of water availability;
7. Certificate of sewer availability;
8. Water system hydraulic model report;
9. Structural Calculations (the "wet -stamped" copy can be provided if requested);
10. Washington State Energy Code Compliance forms (see Architectural plans,
sheet AN-3);
11. Illumination Plan;
12. Geotechnical Report, including the Soils Report;
13. Architectural plans, including:
■ Foundation plan
■ Floor plan
■ Framing plan
■ Building elevations
■ Building cross sections
■ Fire resistive elements
■ Barrier free access
■ Energy/ventilation
14. Civil plans including:
• Landscape plan
• Parking Analysis (Sheet AN-0)
• Existing Tree plan
• Topographic and Boundary survey of existing conditions
• Grading plan
• Erosion control plan
• Storm drainage plan
• Frontage improvement plans
• Details
• Utility civil plans
15. Amended Critical Areas report and Buffer Averaging Plan; and
16. Technical Information Report.
