20-101386-Illumination Memo-04-09-2020-V1 TENW Transportation Engineering NorthWest Transportation Planning | Design | Traffic Impact & Operations 11400 SE 8th Street, Suite 200, Bellevue, WA 98004 | Office (425) 889-6747 MEMORANDUM DATE: March 5, 2020 TO: Dana Ostenson Federal Way Campus, LLC FROM: Trevin Roletto, P.E. TENW SUBJECT: Weyerhaeuser Way S Frontage Photometric Calculations Project Name: Woodbridge Building A TENW Project No. 5219 Federal Way Campus LLC has requested that TENW prepare photometric calculations for the onsite lighting associated with Woodbridge Building A, as part of the development of the Weyerhaeuser Campus project in the City of Federal Way, Washington. Target Criteria The target criteria for this project are summarized in the table below. Per the land use decision for this project, no criteria for light levels for the on-site lighting has been set, other than that a lighting plan shall be included in the submittal to the City. To ensure safety for drivers and pedestrians, TENW has established the target criteria from the ANSI/IES RP-8-18 Recommended Practice for Design and Maintenance of Roadway and Parking Facility Lighting - Table 17-2. TARGET CRITERA Building A Photometric Calculations (Parking Lots – All Ages) Calculation Area Avg. Lux Uniformity Max/Min Asphalt Surfaces (Pre-Curfew) 5 15:1 Concrete Surfaces (Pre-Curfew) 10 15:1 Asphalt Surfaces (Post – Curfew*) 2 15:1 Concrete Surfaces (Post-Curfew*) 2 15:1 * Tentatively, post curfew hours have been identified to be 10:00PM - 5:00AM. These hours can easily be changed based on programmable technology of the proposed lighting system. Memorandum – Woodbridge Building A Site Photometric Calculations TENW March 5, 2020 Page 2 Proposed Conditions A combination of different style luminaires will be used to illuminate the Build A site. These luminaires include fixtures installed on parking lot scale poles and on the building face as well as wall mounted luminaires focused on pedestrian path lighting. The parking lot scale luminaires have been placed along the outskirts of the site, facing in towards the parking area and drive aisles. House-side shields are used to control light from spilling outside of the property boundary. The luminaires installed on the building face have been placed over the loading dock on the east side of the building. The additional wall mounted luminaires have been placed over doorways to ensure safe conditions for pedestrians. Post- curfew lighting is anticipated to be provided using dusk to dawn dimming and motion sensing control options The luminaire placements discussed above have been modeled using the AGI32 v19.11 software. The results from the AGI calculations can be found in Attachment B to this memorandum and concludes that by installing luminaires at the locations shown, the target criteria established for the project are met. The results of the proposed conditions analysis are summarized below. PROPOSED CONDITIONS Building A Photometric Calculations (Parking Lots – All Ages) Calculation Area Avg. Lux Uniformity Max/Min Asphalt Surfaces (Pre-Curfew) 6.10 12.00:1 Concrete Surfaces (Pre-Curfew) 13.58 11.88:1 Asphalt Surfaces (Post – Curfew*) 2.46 11.36:1 Concrete Surfaces (Post-Curfew*) 4.36 7.19:1 * Tentatively, post curfew hours have been identified to be 10:00PM - 5:00AM. These hours can easily be changed based on programmable technology of the proposed lighting system. Recommendations TENW recommends that luminaires be placed as shown in Attachment B, in order to provide safe lighting conditions for the the Building A site. This entails installing: o Seven (7) parking lot scale luminaires o Eight (8) parking lot scale luminaires with backlight control o Six (6) parking lot scale luminaires with house-side shield o Six (6) parking lot scale luminaires building mounted above the loading dock o Twenty-six (26) wall mounted WDGE luminaires Memorandum – Woodbridge Building A Site Photometric Calculations TENW March 5, 2020 Page 3 Attachments: Attachment A - ANS/IES RP-8-18 – Table 17-2 Attachment B - Photometric Calculations – Proposed Conditions Attachment C – Proposed Luminaire Product Specification Sheets Memorandum – Woodbridge Building A Site Photometric Calculations TENW March 5, 2020 Page 4 ATTACHMENT A ANSI - IES Recommended Practice for Design and Maintenance of Roadway and Parking Facility Lighting Standards Memorandum – Woodbridge Building A Site Photometric Calculations TENW March 5, 2020 Page 5 ANSI - IES Table 17-2 Recommended Maintained Illuminance Values for Parking Lots Memorandum – Woodbridge Building A Site Photometric Calculations TENW March 5, 2020 Page 6 ATTACHMENT B Photometric Calculations - Proposed Conditions Memorandum – Woodbridge Building A Site Photometric Calculations TENW March 5, 2020 Page 7 ATTACHMENT A Proposed Luminaire Product Specification Sheets Refined Styling.
