CALL TO ORDER: Council Chair Tran called the meeting to order at 5:01pm.

COUNCIL MEMBERS IN ATTENDANCE: Councilmember Assefa-Dawson (via Zoom).

Donnelly; City Attorney Ryan Call; Parks Director John Hutton; Community Relations Liaison Autumn
Gressett; Dumas Bay Manager Rob Ettinger; IT Director Thomas Fichtner; Community Center Manager
Leif Ellsworth (via Zoom); Executive Assistant to the Council Jeri-Lynn Clark; Finance Administrative
Assistant Sherri Nelson.
PUBLIC COMMENT:
Karen Brugato
Representative with Federal Way Arts Commission requested expanding the current Art Commission
budget in the future, provided a handout showing the current budget along with sharing the grants
given throughout the 2021 year.
A. Approval of Summary Minutes – October 26, 2021 Meeting
Motion made by Councilmember Kochmar to approve the minutes as written from October 26, 2021.

B. Catering: Service at Dumas bay Centre: Presented by Dumas Bay Manager Rob Ettinger
Dumas Bay Manager Rob Ettinger requesting approval to amend the contract with Café Pacific
catering services at Dumas Bay Centre, authorizing the Mayor to extend contracted services through
December 31, 2022.
Motion made by Chair Tran to forward the proposed Amendment to the December 7, 2021 consent
agenda for approval.

C. RFB 21-012 Federal Way Community Center Slide Replacement: Presented by Parks Director John
Hutton
Parks Director John Hutton requested approval to request bids for the FWCC Slide Replacement.
Motion made by Councilmember Kockmar to move forward authorization to request bids for the
Federal Way Community Center Slide Replacement to the December 7, 2021 consent agenda for
approval.

D. WA State Department of Corrections Master Agreement – Class V Community Restitution
Programs: Presented by Community Relations Liaison Autumn Gressett.
Community Relations Liaison Gressett requested updating the master agreement to continue the
service provided, work crew cleanup throughout the city including but not limited to: Performing Art
and Event Center, Town Center Steps, Steel Lake Park and Litter Pick up on the Surface Streets.
Motion made by Councilmember Kochmar to forward the proposed Agreement to the December 7,
2021 consent agenda for approval.

E. WIFI Site Lease Amendment No. 1 with DM Ventures FW Center, LLC: Presented by IT Director
Thomas Fichtner
IT Director Thomas Fichtner requested amending the WIFI site lease agreement with DM Ventures FW
Center, LLC at the Center Building for WIFI services.
Motion made by Council President Honda to forward proposed site lease amendment to the
December 7, 2021 consent agenda for approval.

F. AP Vouchers 10/16/2021 – 11/15/2021 & Payroll Vouchers 10/01/2021 – 10/31/2021: Presented
by Deputy Director Chase Donnelly
Deputy Director Donnelly presented a summary of the disbursements for the month of October
2021.

Motion made by Councilmember Kochmar to move to forward the vouchers to the December 7, 2021
consent agenda for approval.

G. Monthly Financial Report – October 2021: Presented by Finance Director Steve Groom.
Finance Director Groom summarized the October 2021 Monthly Financial Report, providing an update
on the financial status of the city with summary and graphical information on revenues, expenses, cash
position and investment transactions.
Motion made by Councilmember Kochmar to forward the October 2021 Monthly Financial Report to
the December 7, 2021 consent agenda for approval.

• Passed: 3-0 Unanimously
H. December 2021 FEDRAC Meeting: Presented by Finance Director Steve Groom.
Finance Director Groom stated that since the December FEDRAC meetings have traditionally been
skipped, the November and December financial results can be reported in January.
Chair Tran suggested we skip December so Council members and staff can spend time with their
families. Councilmember Kochmar and Council President Honda concurred.
Motion made by Chair Tran to cancel the December FEDRAC meeting.
