We are partnering with FW retailers to make a positive difference for our business community. As a City, we are taking a stronger stance on retail crimes and safety. Major projects such as Light Rail and The Commons will significantly bring more visitors and residents to our downtown area. In 2022 we will add 13 new police officers, which allows us to create a bicycle unit (enhancing SOU) to patrol the downtown core. Until those positions are hired and trained, we are using special emphasis patrols and SRO in the summer months. NO pEoz-x0� � RetailInitiative(cont'd) 1 We conduct regular special emphasis patrols in known problem locations on Pacific Hwy S. and 21St and SW Campus. With loss prevention personnel, we have conducted "shoplifting sting" operations. Enforcing trespass laws & illegal encampments initiative Emphasis patrols by the Special Operations Unit (SOU). Pedestrian Interference Ordinance Lodging Licensing Ordinance for Hotels and Motels Police Reform Laws (HB 1310 & H B1054; H B 2037, H B 1735, H B 1719, H B 1788, & SB 5919) In Washington, auto theft increased 50% from 2,141 (Jan - Jul) per month to 3,209 (Aug -Dec) per month 26 Criminal Activity at Motels (cont'd poz.tc� 1 Reduce Dependency on Drugs • Significant number of crimes have a nexus to drugs. In 2021, Washington legislature passed ESB 5476, which essentially de -criminalized possession of dangerous drugs (including heroin, cocaine, meth, Fentanyl and so forth). Drug use is more rampant and blatant than ever. Previously, physical arrest initiated a process in which courts could compel treatment. Now, police officers are virtually prohibited from making arrests for drug use or possession — two warnings must be given. Fatal overdose is an increasing plague to Washington's communities. 27 Q�yl�'t OFF���� 2022 Goals Objectives ��ERAL�p� ADLIG� 1 Provide for a safer community by having a positive impact on the Index and Quality of Life crimes. Increase uniformed police presence on Hwy 99, Downtown, and 21St and Campus Drive to impact crimes. Retail Theft and Safety Initiative More emphasis in the downtown core —high visibility, issue trespass notices, etc. Create a Bicycle Unit (electric motorcycles) Weekly and monthly crime analysis information distribution and implementation of directed patrol and operational plans.
