Order of Meeting
Issue: Council seeks to reduce the time that the public must wait during a
meeting before giving public comment.
Proposed Change: Council Rule Z.Z will be modified to make the order of
the meeting:
i. Call meeting to order
2. Pledge of Allegiance
3. Mayor Emerging Issues and Report
4. Public Comment
5. Proclamations and Presentations
6. Council Committee and Regional Committee Reports
7. Deputy Mayor Report
8. Council President Report
9. Consent Agenda

13. City Council Reports
14. Executive Session
15. Adjournment

Issue: "Cheers and jeers," clapping, booing and other
audible support or disapproval of a speaker's comments can
chill expression of all view points on an issue.
Proposed Change: Add language that discourages
spontaneous exclamations of approval or disapproval of a
speaker's comments to include clapping, booing, or other
audible displays of approval or disapproval. Applause in
response to awards, recognition of achievement are
welcome.
Written Comment
Issue: Council prefers to read written comments instead of
having them read aloud during council meetings.
Proposed Change: The City Clerk will forward written
comments to the City Council and upload them to the City
website for the public to view.
Travel & Expenses
Issue: Council wishes to use public funds to pay for council
member attendance at charity or civic events where
attendance at the event will benefit the City and where
funds have been appropriated as part of the budget.
Proposed Change: Rule 16.ig will be modified to add,
"Council members may use City funds to purchase seats at
charity or civic events when attendance at the event will
benefit the City and when such expenditures are within the
budget established by Council for that purpose."
"Public" vs. "Citizen"
Issue: The term "citizen," used throughout the Council
Rules to refer generally to the public can be construed as
exclusionary, as not all who live within the city limits are
U.S. Citizens. The term "public" is a more accurate and
inclusive descriptor.
Proposed Change: Substitute the word "public" or
"member of the public" throughout the rules in lieu of the
word "citizen."
