The plan, copy attached, provided queuing space for about six vehicles. The City commented in the Preapplication Conference Summary dated April 27, 2021 that site queuing needed to be reviewed, see below: Transportation Impact Analysis ('1"1,A) (1' WRC 19.135) A queuing analysis of the drive -through lane is required to demonstrate that sufficient on -site queue storage is available for the 857J'-perce° the queue length without blocking driveways or otherwise hindering ing.ress�egress and site circulation. Subsequent to our correspondence 1 conducted a technical queuing analysis that was provided to the City via e-mail and the site plan has refined to provide queue storage for ten vehicles. This letter has been prepared to provide a formal documentation of the analysis conducted and to provide a Mitigation Plan for a worst case scenario. Site Traffic Generation Definitions A vehicle trip is defined as a single or one direction vehicle movement with either the origin or destination (exiting or entering) inside the proposed development. Traffic generated by development projects consists of the following types: Pass -By Trips: Trips made as intermediate stops on the way from an origin to a primary trip destination. Diverted Link Trips: Trips attracted from the traffic volume on a roadway within the vicinity of the generator but which require a diversion from that roadway to another roadway in order to gain access to the site. Captured Trips: Site trips shared by more than one land use in a multi -use development. Primary (New) Trips: Trips made for the specific purpose of using the services of the project. Trip Generation The proposed BigFoot Java project is expected to generate the vehicular trips during the average weekday, street traffic AM and PM peak hours as shown in Table 1. On a typical day at the site access there would be about 358 vehicles turning in and out of the site, during the AM peak hour approximately 80 and during the PM peak hour 30 trips. The project would generate minimal net new trips to the City's street grid. Site Queuing Per our technical correspondence the preliminary site plan has been refined to provide additional queue storage, from six to ten vehicles, for the proposed BFJ drive up service operation. The BFJ Stand provides two service windows providing queue storage for ten vehicles total. Each window has space to queue five vehicles. I have conducted a queuing review to evaluate the adequacy of the proposed stacking that provides space for six vehicles in two queues. There are a number of queuing models available online. The arrival is 40 (per ITE data) customers in the AM peak hour. The typical service rate to take an order, prepare the espresso drink and ring it up is one (typical in the AM peak) to two minutes (conservative), pending the type of drink. The results indicate a typical queue of about two to three vehicles pending the service rate and the probability of 10 vehicles in the queue at less than 1%. This is partly self controlling as many AM commuter customers are on their way to work or other destination and will choose to bypass the facility when queuing is observed. Based on the results of this analysis i recommended that the project team refine the site plan to provide additional queuing. The site plan was refined to provide additional storage and was submitted to the City on October 21, 2021, copy attached. The City requested added measures to mitigate the potential for site queuing to affect S. 348th Street. The plan was further modified to add signage stating "Do Not Block Driveway" and pavement markings delineating clear zones where queuing is not permitted. A copy of this plan submitted to the City 10.29.2021 is attached. In the worst case scenario there is space along the sites west boundary for temporary queuing that if needed a Barista would be assigned to help direct traffic accordingly. Traffic and Queuing Mitigation Transportation Concurrence Analysis The City estimated that the proposed —500 sf drive through coffee stand would generate about 21 net new PM peak hour trips based on the 101h Edition of the ITE Trip Generation Manual. A Transportation Concurrency Application fee was noted at $5,167 in the Preapplication Conference Summary based on a project generating 11 to 50 PM peak hour trips; with on proviso that the fee could change with addition site traffic information. The projected net new PM peak hour trips by the site are three; and per the City's 2021 Fee Schedule the application fee for the project would be $1,801. Trans ortation Impact Fee The City identified a TIF estimate of $35,612 for the proposed —500 sf drive up coffee stand. This fee is based on based on traffic data from the loth Edition of the ITE Trin Generation Manual; the 11th Edition was published September 2021. I obtained a copy of the City's 2021 Impact Fee Components and Schedule spreadsheet online 11.11.2021. The schedule notes the 2021 cost per trip end of $6,311. The estimated TIF for the proposed S. 348th Street BFJ is calculated as follows: Three net new PM peak hour trips * 0.65 * $6,311 = $12,306.45 Transportation Impact Analysis A queuing analysis was required to be conducted by the City. I have calculated the City fees based on the new traffic rates noted in the new manual. PROJECT DESCRIPTION Construct new coffee drive -through building on vacant commercial site. The property is zoned Commercial Enterprise (CE). MAJOR ISSUES Outlined below is a summary of the major issues of your project based on the plans and information submitted for preapplication review. These issues can change due to modifications and revisions in the plans. The major issues section is only provided as a means to highlight critical requirements or issues. An administrative fee deposit will need to accompany the bond to cover any possible legal fees in the event the bond must be called. Upon completion of the installation of the improvements, and final approval of the Public Works Inspector, the bond will be reduced to 30 percent of the original amount and held for a two-year maintenance period. 4. The developer will be responsible for the maintenance of all storm drainage facilities (including the detention and water quality facilities) and street systems during the two-year maintenance period. During that time, the Public Works Inspector will make periodic visits to the site to ensure the developer's compliance with the maintenance requirements. Upon satisfactory completion of the two-year maintenance period, the remainder of the bond will be released. Maintenance for public roads and subdivision drainage facilities then become the responsibility of the City. Maintenance for private roads and drainage facilities, including short plats, remain the responsibility of the individual property owners. 5. When topographic survey information is shown on the plans, the vertical datum block shall include the phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S.," on all sheets where vertical elevations are called out. 6. PDF documents shall be created with a program that meets ISO standards for PDF creation. PDF submittals to be 24" x 36" or 22" x 34", landscape view. Survey documents to be 18" x 24". Site plans shall be drawn at a scale of 1" = 20', or larger. Architectural scales are not permitted on engineering plans. Additional PDF document submittal requirements can be found here. 7. Provide cut and fill quantities on the clearing and grading plan. 8. The applicant/owner will be expected to construct street improvements consistent with the planned roadway cross -sections as shown in Map 111-4 in Chapter III of the Federal Way Comprehensive Plan (FWCP) and Capital hnprovement Program (CIP) shown as Table III-10 (FWRC 19.135.040). Based on the materials submitted, staff conducted a limited analysis to determine the required street improvements. The applicant will be expected to construct improvements on the following streets to the City's planned roadway cross - sections: S. 34815 Street is a Principal Arterial planned as a Type "E" street, consisting of a 64-foot street with curb and gutter, six-foot planter strips with street trees, eight -foot sidewalks, and street lights in a 98-foot right-of-way (ROW). Assuming a symmetrical cross section, no ROW dedication is required, however, half street improvements are required as measured from the street centerline. 2, The applicant may make a written request to the Public Works Director to modify, defer, or waive the required street improvements (FWRC 19.135.070), Information about a right-of-way modification requests are available through the Public Works Development Services Division. These modification requests have a review fee currently at $500.00. 3. Tapers and transitions beyond the project frontage maybe required as deemed necessary for safety purposes, taper rate shall be WS^2/60 or as directed by the Public Works Director. Access Management (FWI C 19.135) 1. Access management standards are based on roadway safety and capacity requirements. FWRC 19.135.280 provides access standards for streets based on planned roadway cross -sections. Please note that access classifications are per Drawing 3-1A in the Public Works Development Standards. 2. S. 34" Street is Access Class "2", which permits full access as close as 150 feet to any other street intersection or driveway, whether on or off the subject property. 3. The proposed drivew ay will likely be within the eastbound left turn storage pocket and thus would interfere with the 951h percentile queue lengths from the existing traffic control device at S. 3481h St. and Mr. James Carleton April 27, 2021 Page 8 of 13 911' Avenue S. intersection. As such, this driveway will be restricted to right -in and right -out only. A C- curb on S. 348s' Street will need to be constructed by the applicant to limit access to right -in and right - out. To reduce the proposed driveway width, City staff recommend eliminating the proposed pork chop and installing C-curb. 4. Provide adequate storage pocket throat length at the driveway. Staff recommends approximately 40 feet from the back of the sidewalk. 5. Please show all neighboring driveways within 150 feet of the proposed driveway(s). 6. During the AM peak hour I projected that a 2-window BFJ would generate 82 AM peak hour trips, per the new ITE data about 80 trips would be generated (the TG rate is 39.81 per window) For the PM peak hour I had projected 38 PMPHT's and per the new ITE data about 30 trips would be determined (TG rate 15.08 per window) On a daily basis my estimate was significantly higher 864 versus 358 that I believe is due to during off-peak times the number of transactions (transactions data was used to derive the TG value) per vehicle is much higher. During the AM peak it is typically one transaction per vehicle and is associated with commuter traffic. The City of Federal Way concern is site queuing and the AM peak is the critical time period of concern. Site Queuing: The Espresso Stand provides two service windows and I understand with site re- configuration queue storage for ten vehicles could be provided. There are a number of queuing models available online. The model utilized was developed by: faculty. washinton.edu/mhillier/ meth551/ ueuein %20Models.xls Input items needed for the model are arrivals and service rate per hour. The arrival is 40 (per ITE data) customers in the AM peak hour. The typical service rate to take an order, prepare the espresso drink and ring it up is one (typical in the AM peak) to two minutes (conservative), pending the type of drink. The typical service rate is about a minute to a minute and a half during the AM peak period. This is partly self controlling as many AM commuter customers are on their way to work or other destination and will choose to bypass the facility when queuing is observed.
