Dear Tom:
On behalf of the Atlantic Richfield Company, Barghausen Consulting Engineers, Inc., is writing to request that
the City of Federal Way process the enclosed Sign Permit Application for the above -referenced location. The
enclosed Sign Permit Application is being submitted in response to the ending of the City of Federal Way
amortization period for the replacement of all freestanding signs. Enclosed for your review and approval are
the following documents:
1. Two copies of the building elevation and site plans.
2. Sign Permit Application.
3. A check to cover plan check fees.
In addition to the replacement of the existing freestanding sign, the facility's sign program will be brought into
substantial compliance with the City's current sign ordinance. Actions to meet this standard include removal
of the grip signs on the mini -market building and "pump topper" signs at the dispensers. The advertising signs
at the end of the dispenser rows will be replaced with "Please pull to forward pump." Two ARCO "sparks" on
the canopy fascia will be retained. The remaining sparks on the fascia will be removed. The sign program will
be as noted on the enclosed plans. Please note that the sign base is consistent with the dark metal base features
of the gasoline pump island and is compatible with ARCO's trademark sign program.
Please notify me immediately upon plan and permit approval, as well as any outstanding plan check and
issuance fees.

Enclosed are two sets of revised project drawings for the above -referenced sign permit application.application
These
in
drawings have been updated to consolidate the Atlantic Richfield Company's (ARCO) piapp1 ca
1999 for a "New Look" building reimaging with ARCO's current monument sign proposal. Specifically, the
following additions and/or changes have been made to the enclosed plan set.
Supplementary drawings have been added to propose ARCO's "New Look" building reimaging.
Specifically, ARCO proposes to replace the existing internally illuminated building fascia band
with an externally illuminated building fascia. In addition, two of the three existing AM/PM wall
signs will be replaced with "New Look" wall signs. The proposed signs are consistent with the
City's standards for sign quantity and allowable size. The third AM/PM wall sign located on the
east elevation of the building will be removed.
The proposed wall sign includes a "sun/moon" feature above the AM/PM sign that extends above
the roof7ine of the building. Kathy McClung, Interim Direction of Community Development
Services, reviewed this feature and determined that the "sun/moon" constitutes a rooftop sign
prohibited by code. ARCO, therefore, proposes to install al. 5 -foot parapet behind the "sun/moon"
feature. Kathy McClung indicated that the parapet adequately removes the "rooftop sign"
designation.
Kathy McClung approved the proposed external lighting above the building fascia. The proposed
lighting will be the only source of external lighting around the building, and therefore, is essential
for general visibility and safety.
The proposed monument sign meets all applicable code standards. Specifically, Kathy McClung
stated that the proposed monument sign meets the City, s criteria for allowable sign area and height.
Also, ARCO has revised the monument sign base to concrete block to meet the City's criteria
requiring a natural base material. Lastly, the monument sign meets the City's required 3-foot
setback.
