Council MIN 10-04-1989 Special SPECIAL FEDERAL WAY CITY COUNCIL MEETING MINUTES October 4, 1989 The special meeting of the Federal Way City Council was called to order by Mayor Debbie Ertel at 7:00 p,m. at the Educational Service Center, 34105 18th Avenue South, Federal Way, Washington. . ROLL CALL - Present: Mayor Debbie Ertel, Councilmembers Mary Gates, Jim Handmacher, Joel Marks, Bob Stead, Lynn Templeton and Jim Webster. Also present were Assistant City Manager of Des Moines Robert Olander. ITEMS OF BUSINESS Committee Structure Mayor Ertel requested that the City Council consider the establishment of several standing committees to review issues and make recommendations to the full Council, Councilmember Handmacher suggested that seven committees be established. After some discussion the Council decided to consolidate one of the committees and establish the six following standing committees: ,!. 2. 3. 4. 5. 6. Public Services Land Use and Transportation Planning Parks, Recreation and Cultural Human Services Finance and Budget Fàcilities and Personnel The following Councilmembers for designated as Chair for each of the Committees: Public Services - Joel Marks Land Use and Transportation- Jim Handmacher Parks, Recreation and Cultural - Jim Webster Human Services - Lynn Templeton Finance and Budget - Mary Gates Facilities and Personnel - Bob Stead / MOTION was made by Councilmember Webster, seconded by Councilmember Handmacher and passed unanimously, that a resolution be prepared for the next Consent Calendar of October 10th establishing the committee structure listed above, Interim City ManaQer . . The Council briefly.discussed the subject of hiring an Interim Manager.and what-process or criteria to use. Councilmember Stead volunteered with the . help'of Councilinember Handmacher and Mayor Ertel_to _report _back to ;the City Council on October lOth with a recommendation on selecting an Interim Manager. land Use There was no discussion under this item. -_._~-~ COpy Federal Way City Council Minutes October 4, 1989 Page 2 " Siqnaqe of City Facilities The Facilities and Personnel Committee was delegated the responsibility to develop a process for identifying and adopting a City logo and signage policy. The Committee is to report back to the full Council with a recommendation at the 6:00 p,m. October lOth, Tuesday meeting. Official Newspaper . Mayor Ertel introduced the subject of designating an official newspaper for City legal notices, Councilmember Stead raised the question of whether more than one newspaper could be designated as an official paper. The Finance and Budget Committee was delegated the responsibility to develop a solicitation letter for quotes and services to be presented to the full City Council on October lOth. Conflict of Interest Mayor Ertel received a substantial amount of information from the Association of Washington Cities and Municipal Research regarding Codes of Ethics and Conflicts of Interests, This material was assigned to the Facilities and Personnel Committee to develop a proposed Code of Ethics and report back to Council at a future date. Enhanced 911 Chief Bud Thorson, Fire District #39, presented some information on Enhanced 911 and the upcoming E-911 Ballot proposition, He indicated that the ballot proposition was requesting authorization for up to 45 cents per telephone line per month to provide funding for needed 911 dispatch and communications facil Hies, MOTION was made by Councilmember Handmacher, seconded by Councilmember Stead and passed unanimously, that a resolution be prepared for the City Council meeting of October lOth urging voter approval of the ballot proposition. Liqhtinq of Steel Lake Ball Field Councilmember Webster indicated that he had heard from the County that they will be lighting the Steel Lake ball field, He indicated that if there were no objections from the City Council that he would ask the County to continue on this project. It was the consensus of the Council that this was a valuable project long over due and should be continued immediately. Insurance Jack Stanford addressed the Council regarding their current liability exposure. He mentioned that it was his interpretation and understanding that ',there is no current liability of individual Councilmembers, since they were not incorporated and that King County would still be responsible for liability issues, He suggested that a letter be sent to King County to clarify this position and understanding. Open Spaces Mayor Ertelmentio,ned that there was a Conservation Futures Appl ication that should be consfâ'ered immediately. h:oera I 'fjdj I.. ¡ I..j I..ÙU¡I\.. ¡ I ¡'I I Ii\'¿ ...ç;,;, October 4, 1989 Page 3 Councilmember Webster will research this issue and report back to City Council on October lOth. _oan or Grant From The State of Washinqton Councilmember Templeton indicated that he had a conversation with Peter Von Reichbauer regarding the ,status of a $50,000 loan or grant from the State. The application was for a loan, but Mr. Von Reichbauer was making attempts to see if the could be translated to an outright grant. Councilmember Templeton will report back to the City Council with further information next week. Temoorary City Hall Councilmember Gates reported to the City Council on the status of the vacant fire station remodeling. It was her understanding that remodeling efforts would be undertaken by the County within the next few days. The installation of phones and utilities would have to be explored further. Washinqton State Patrol The Council discussed that the normal procedure for the Washington State Patrol was to not actively patrol on State highways within incorporated cities. This would mean that the State Patrol would not be enforcing traffic on Highway 99 and 509. Mayor Ertel volunteered to write a letter to the Chief of the Washington State Patrol to see if WSP patrol could be maintained on the State highways after incorporation. Suburban Cities Association Mayor Ertel mentioned a letter from the Suburban Cities Association inviting Federal Way participation. Unfortunately, the meeting time of the Suburban Cities currently conflicts with the Federal Way Council meetings, It was a general consensus of the Council that future participation would be important. Interlocal Aqreemènt With Kino County The status of the interlocal agreement with King County was discussed and this item was placed on the October lOth Agenda for further review and discussion, ADJOURNMENT it , .'
