City Council to order.

Mayor Ertel announced a Special Meeting of the City
Council to be held on Tuesday, November 28, 1989 at
7:00 p.m. for final reading and adoption of ordinances
relating to tax issues. Study session will follow the
special meeting.

Mayor Ertel reported attendance at the Washington State
100 year Anniversary Celebration where State Represen-
tative Jean Marie Brough presented the City of Federal
Way a flag and Certificate that it had flown over the
Capitol Building in Olympia. She noted Boy Scouts are
sanding and priming the flag pole for painting, the
flag to be flown thereafter, along with Fire District
flag received by the city earlier.
Attendance at Highline Community College, also a State
Centennial observance on November 9, 1989 was reported
by the mayor. Federal Way was one of six cities to
receive a" Placque of Appreciation for partnership
support of the Highline Community College Service
District.

Proclamation was read, received from Kent Drinking
Driver Task Force. The document cited need to increase'
public awareness of highway safety as regards drunk
and drugged drivers, seat belts noted as best safety
'defense. Concurrence was confirmed.
Attention was called to Council invitation from Board
of Education to attend Annual Legislative Breakfast
meeting December 8,1989 at 7:30 a.m. at Central
District facility. Issues mutually concerning the
City and School District will be discussed.
Proposed ordinance was placed on first reading
imposing a Sales and Use Tax as authorized by
RCW 82.14.030 (1) in order for the city to receive its
share of existing taxes imposed by King County.

ORDINANCE NO. 89-8 Proposed ordinance was placed on first reading imposing

Ordinance was read establishing a new Chapter 2.25,
Indemnification of Employees and Officers, relating
to legal actions brought against employees and
officials. Discussion ensued regarding ur~ency of the
matter and it was determined the Ordinance would be
presented for adoption at a Special Meeting on
November 28, 1989.
City Manager Locke requested approval of Contractual
Service Agreements as follows:
Delores A. Mead @ $35.00 per hour for Interim City
Clerk services.

City Manager Locke called attention of Council to

Land Use and Transportation Planning Committee Chairman
Handmacher reported resolve of zoning ordinance issue;
with King County, a misinterpretation of the ordinance
acknowledged by County employee. Chairman Handmacher
noted problem of being timely advised re~arding project
development such as the old airport site, representative
to monitor such projects deemed necessary.
Little response has as yet been received regarding the
Committee request for citizen input in the city's land
use planning process. Letters received will be passed
on to the consultants.
Chairman Handmacher advised the Committee has reviewed
the first series of planning documents prepared by
the~consúltants. Attorney Sam Jacobs, sub-consultant,
was present to assist in drafting the Zoning Code. The
proposed planning format was discussed. A complete
package will be provided to Council.
Council was reminded by Chairman Handmacher of Council
of the Whole workshop meeting with Wilsey Ham/Pacific
Consultants December 6, 1989 at 7~00 p.m. to discuss
zoning issues and review map for possible zoning
changes.
Budget, Finance and Insurance Committee Chairman Gates
reported committee studies relating to finalizing
Auburn Contractual Services, (water, fire, and sewer
dist, services) and reviewing the budget. Council will
review, the Fund Planning Services document tomorrow :.-
which gives projected revenue and costs, dates,etc.
Budget/Finance/Insurance Committee Chairman Gates
reported attendance at Census 1990 Conference in
Tacoma. Requirement to take a census prior to the
incorporation was discussed. It was reported that
1990 is a Federal Census Year which report, however,
will not be available until April, 1991. Concern was
expressed as to duplication of census taking. Council
member Gates advised the University of Washington will
isolate census data for "the place designated Federal
Way; a request to the Census Bureau for early access
to official census urged. City Manager Locke explained
that reporting data for State Shared Revenue is
April 1, thus the Federal data can be utilized, the
Boundary Review Board population of 58,000 currently
used. Mayor Ertel noted Homeless count taken as of
Marc h 2. .

progress with consultants, mindful of costs, to be

Chairman Gates announced committee meeting
Monday, November 27, 1989 at 7:30 a.m.
Public Services Committee Chairman Marks
reported submittal of parameters for police
protection to City Manager Locke. Committee
will meet Wednesday, November 23 at 9:30 a.m.
to discuss police protection for Federal Way,
fire protection and criminal code also topics
for perusal.
Chairman Marks called Public Services meeting
to discuss public health program, Wednesday,
November 23, 1989 at 8:45 a.m.
It was reported the City has received notice
that the Boundary Review Board has chosen not
to invoke jurisdiction in the matter of city
incorporation.
Parks and Recreation/Cultural Arts Committee
Chairman Webster announced committee meeting
November 22, 1989 at 7:30 a.m. to discuss
school district sites. Dr~ Jim Thrasher will
be presènt, representing the school district,

p0ssible utilization thereof.
Chairman Webster advised meeting will be held
December 5~ 1989 for further presentation by
Margaret Ward, transition team information

foJi Cultural Performing Arts Facility.
Committee Chairman Webster explained Open Space
Bond Issue funds of five million dollars to be
available to Federal Way for acquisition of
certain properties for open space, Interlocal
agreement with King County to enable release of
the m0nies. Acquisition pr6cedures and use of
properties remain under study.
Meeting with Keith Artz to discuss the Counties
Open Space Program will be held at 1:30 p.m. on
Wednesday, November 23, 1989. Engineers from
property developers will also be present. After
that meeting discussion withMr. Artz will ensue
as concerns the broad picture of the Open Space
Bond matters. Report to Council to follow.

Facilities and Personnel Committee Chairman Stead
reported Committee referrals to the City Manager and
Assistant to seek contract services for renovation
of the present Municipal Building (former Fire hall)
and facility behind. They are working on an
organizational chart and salaries and fringe benefits,
upon completion of which the committee will study the
proposals and report to Council.
Human Services Human Service Committee Chairman Templeton reported
Committee meeting with Diane Dicomas, Executive Director of
South Kin~ County theSouth King COunty Multi-Service Center, and will
Multi-Service Center meet with her again, December 7,,1989, at 7:35 p.m.
$40,000.00 CDBG Block Mary Ellen Stone, Executive Director, King County
Grant Request Sexual Abuse Center, will be speaking. Attention was
Pending before King called to $40,000.00 CDBG Block Grant request
County Council pending with King County Council, for upgrading and
increasing space at the Multi-Service Center's new
facility. It was recommended that Council endorse the
block grant request and that Ron Sims, Kin~ County
Council, be advised of endorsement of the block
grant request.

Bud Thorson, speaking on behalf of the Federal Way
Rotary reported tremendous community support of the
Christmas Tree Project. Transportation services,
publicity, location, lights, garlands, refreshments,
.candy for children, Santa with horse drawn sleigh
and fand-srldonated. Invitation to the lighting
ceremony December 2, 1989, at 6:00 p.m. was extended;
Mayor Ertel invited to turn on the light switch. Food
bank drive will be included.

ADJOURNMENT
Mr. and Mrs. Bob Williams were in attendance
representing concerned residents regarding property
developement in progress south of 356th St. Mr.
Williams requested urgency of action by the city.
Since 25 acres of wetlands property is affected as
concerns the open space bond issue. Due to wetlands
inclusion, the zoning was lowered to 10,000-11,000.
sq. ft. per lot rather than 15,000 and preliminary
plot has been approved without an Environmental
Impact Statement. Poste haste action by Council was
requested with recommendation to King County to
suspend developers proceedin~s until an RIS has been
provided, as property under developement surrounding
the 25 acres included for Park Purposes.
Lisa Grimes stated her concern of developement of
open space area from standpoint of community, Council
having worked with Dave Kaplan to prepare Concervation
Futures Fund Application. Home owners inquiry regards
course of action to be taken when declaration of non-
significant impact has been determined for a
developement. It was requested that Council notify?
Keith Artz, King County Open Space Pro~ram Division
of Parks and Natural Resources, that high priority
be placed on acquisition of the wetlands property in
order that this open space be protected.
Discussion ensued wherein it was noted the Comment
period expires November 29, 1989. City Manager Locke
advised appeal period remains open and comments calling
attention to different thresh~ld Er$ that should
have occurred can be pursued.
