CALL MEETING TO ORDER
Mayor Debra Ertel called the Federal Way City Council
Special Session/Budget Hearing to order at the hour of
7:02 p.m., on the 27th day of November, 1990, City Hall,
Federal Way, Washington.
Council Present: Mayor Debra Ertel, Deputy Mayor Gates,
and Councilmembers Jim Handmacher, Lynn Templeton, Joel
Marks, Bob Stead and Jim Webster.
Staff Present: J. Brent McFall, City Manager; Sandra
Driscoll, City Attorney; Ken Nyberg, Assistant City
Manager; Steve Anderson, Assistant City Manager; John
Moir, Finance Director; Jim Shanks, Public Works
Director; Maj. Bob Evans, Police Chief; Lt. Frank
Atchley, Police Department; Jenny Schroder, Parks
Maintenance/Operation Superintendent; Cheri McCabe,
Recreation/Human Services Superintendent; Maureen Swaney,

BUDGET HEARING
1.
citizen Comments on the Proposed 1991 Budget
RICK GARDNER, 309 S.W. 321st, Federal Way: Spoke about
recent flooding in city; wants adequa te monitor ing ,
maintenance and safety (persons and property) covered in
budget to aid in control of future disasters. He thanked
councilmembers for their interest in the flooding
problems, especially Deputy Mayor Gates and Councilmember
Marks who came out to view the damaged areas.
H. DAVID KAPLAN, 30240-27th Ave. So., Federal Way: Spoke
about welfare recipients.
BURLEIGH M. CUBERT, 2406 S.W. 3l7th st., Federal Way:
Spoke against increase in taxes within city, i.e.,
$1.45/county vs. $1.85/city.

against tax increase and staff salaries; concerned about
problems of low income citizens.
III.
ADJOURN SPECIAL SESSION
There being no further citizen comment or business to
come before the council, Mayor Ertel adjourned the
special session/budget hearing at 7:15 p.m., and
announced the council would immediately convene into
