Mayor Ertel introduced Rod Hagenbuch, Merrill, Lynch, Pierce, Fenner & Smith, Inc. wh~ in making presentation of $1,000.00 contribution, cited interest of investment in infrastructure of education, children & youth. Position paper urged Tacoma over Fife for site and developement of the new University of Washington branch Campus noting advantages of transportation accessibility, availability of police, fire and other public services & public transportation, already in place. Task Force was suggested to work with Planning for economic development of the Federal Way area, services of the Economic Alliance, State of Washington)and Tacoma- pierce County Economics Board Assistance available; also urging the City capitalize on private sector. Chairman Webster noted November passage of open space bond issue by King Coun~y electors and advised that King County has been requested to proceed with acquisition of the 363rd Street project. Inter1ocal agreement with the County for distributio~ of Conservation Futures Levy, $7,000.00 proceeds to be used for appraisal and title report. Under the bond issue language, said proceeds will go back to the County for the required services. The committee recommended the interlocal agreement be authorized. Councilmember Webster further reported the committee is also working with staff of the County Office of Open Space for acquisition of the two Hylebos pro- jects. Other open space projects located inside the City will be reviewed on 1/17/90. Councilmember Stead, Chairman of the Facilities and Personnel Committee announced meeting on Wednesday, January 10, 1990 at 7:30 a.m. Agenda includes salary schedules for city personnel and personnel policies and procedures. Regarding facilities, the contractor is working on the building behind City Hall which should be ready within the next week or two. Counci1member Stead inquired regßrding Federal Way City Hall sign~ City Manager Locke is proceeding with acquisition. Councilmember Marks, Chairman of the Public Services Committee, announced meeting 1/17/89 at 7:30 p.m. to receive public input regarding basic level of current and supplemental police services. Thursday, 1/11/90 at 7:30 a.m., Wednesday, 1/17/90 and on Thursday 1/25/90 at 7:30 a.m. Counci1member Gates reported contract in process regarding the city's insurance. Further report will be ready in February. Councilmember Templeton, Human Services Committee Chairman, announced 1/18/90 meeting at 7:30 a.m. Chairman Templeton advised :bhat Community Development Block Grant Funds are distri- buted based on population; Federal Way share to be approximately $250,000 - $300,000 annually for Agency projects to benefit lower to moderate income with 15% Human Services and 85% Capital Improvements. King County Consortium, Non~Profit-Agency applies to over all pool and funds are disbu~sed by the King County Council via King County Block Grant offices. The entitlement city receives and distributes funds to non-profit agencies within boundaries(of Federal Way)whose applications have been filed. The City Manager and staff to determine funding blocks by June. The committee recommended CDBG Fund participation. MOVED BY TEMPLETON, SECONDED BY MARKS, TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH KING COUNTY FOR CDBG FUNDING PARTICIPATION, THE CITY ATTORNEY TO APPROVE AS TO LEGAL FORM AND CONTENT. CARRIED. Councilmember Handmacher, Chairman of the Land Use/Transportation Planning Committee announced committee meetings, 1/15/90, 7:00 p.m., and 1/17/90 at 7:00 p.m. to review Comprehensive Plan Amendments and corrections to the map. At issue is property at west end of 320th; proposed shopping center opposed by neighbors (57 Westbury Homeowners Ass'n members). The committee recommended professional offices, not favored by residents either. Fund has been established at First Interstate Bank where contributions can be made. Mayor Ertel agreed to pass the information on. Mayor Ertel inquired regarding Genel1e Birk, Tacoma City Clerk who had been acting City Clerk for Federal Way prior to auto- pedestrian accident in which she was injured. Del Mead, present interim City Clerk advised that Gene11e was greatly improved and was looking forwrd to returning to work on a part time basis very soon. Al Locke, City Manager,noted revision of meetings of the Council due to the ~olidays, a short business meeting to be held on 1/l6, the regular meeting date, the council to then adjourn and reconvene in study session. Status report of the City with regard to requirements prior to incorporation will be discussed. Regular meetings are held on thé first and third Tuesdays, study sessions on the second and fourth Tuesdays. Public Hearing meetings on the 1990 Budget and the Comprehensive Plan will be held on January 23, 1990 at 7:00 p.m. The regular order of meetings will resume in February.
