DEBRA ERTEL, Mayor, called the meeting of the
Federal Way City Council to order.
Councilmember Gates led the Pledge of Allegiance.

JAMES HANDMACHER, JOEL MARKS, LYNN TEMPLETON AND
JAMES WEBSTER. ABSENT: ROBERT STEAD. Mayor Ertel
advised Councilmember Stead had called to report
his absence.

Jack McCullough, Land Use Attorney, Foster, Pepper,
and Shefelman, 1111 Third Avenue, #3400, Seattle,
WA, 98101, representing Western Securities, WA,
Limited, recalled addressing the Council on
1/16/90 regarding deve10pme~t at 348th and 1st
Avenue, So. (~rest Campus Project) and groceryidrug
stores.
Charles R. Hogan, Puget Sound Marketing Corporation,
advised of extensive marketing studies conducted
in connecti,on with development of their food chain
stDres. He ~xpressed pride in their store designs,
high standards of neatness, cleanliness, and
ability to meet modern consumer demands of more
convenience, low prices and larger selecti,on. He
stated that 45,000 sq. ft. in building size is
imperative to accomodate their format of operation
and to meet consumer demands, the 30/35,000 sq. ft.
proposal a step backwards.
Bill Placek, King County Library District, displayed
artichects' drawing of site plan for the new
Federal Way ~egional Library at 348th and 1st
Avenue ~. It was p~intedout that the planning
included sensitivity to the trees and locating the
facility on the highest piece of ground, parking
to accomodate up to 200 vehicles and conference
rooms for 150 people and meeting rooms for groups
of 10-20.

The Council requested to be notified when street
connections are discussed.
Hally Costello, P. O. Box 130, Bellevue, HA, 98009,
representing Quadrant Corporation, West Campus
Project, advised of zoning concerns to be submitted
to the Land Use Committee tomorrow and detailed
outline with suggested changes and reasons to be
submitted on Friday for Council review prior to the
2/6/90 hearing. The Committee was commended for
time and effort spent on the Zoning Code and Land
Use Study.

read relating to gambling, providing for taxation
of certain gambling activities; and establishing
an effective date.

not a new tax but merely a transfer from King
County to Federal Hay.

PROPOSED CONTRACTS Councilmember Templeton reported forthcoming
contract agreements pending with King County
regarding Alcohol, Puget Sound Air Pollution
Control Agency, Sexual Assault Resource Center and
Street Standards, referred to City Manager.
AUDIENCE COMMENT Albert Frank, 29635 2nd Pl. S.W., recalled
developers request for 45,000 sq. ft. zoning for
stores and that 30-35,000 people to support the
store. He felt the eleven stores now serving
Federal Way in that event would serve 330,000
people and were adequate.
EXECUTIVE Mayor Ertel announced the Council would convene
SESSION in Executive Session at this time to review
resumes for the position of City Manager. The
Council will reconvene thereafter for adjournment
and no further business will be conducted.
Following the Executive Session Mayor Ertel called
the reconvened meeting to order and adjourned at
10:45 p.m.
