City Attorney Wallace, on behalf of his law firm and himself, presented individual éouncil members with a matted and framed original Resolution of Incorporation of the City of Federal Way so each would have something to commemorate the city incorporation. The Council expressed thanks and appreciation for the thoughtful' arid meaningful gift. Also, to procedúre procedures for scheduling SEPA or Plat Hearings such 'for'Annexa- as BALD was going to have and how will the city get in tions and touch with participants for the hearings? Plat/SEPA Councilmember Handmacher advised that hearings previously Hearings scheduled by the County have been stricken per Hearing Examiners notice to the City Attorney. No formal plan is yet in place for processing those in the tity. The first step will be to hire a Hearing Examiner. The SEPA Ordinance is in place and will be applied as soon as the Planning Department is ready. Notices will be well publicized regarding hearings, no policy in place at this time for processing annexations of properties. Meeting 3/J,619.!Ju -9o-r-O-O.- ~ ..PJ"', City Insurance coverage Human Se,rv ic e s Committee Meeting 3/15/9-0- , to be rescheduled Draft in process for Summer Teen Program Councilmember Webster, Chairman of the Parks & Recreation, Cultural Arts Committee, announced meeting on 3/7/90 at 7:30 a.m. to develop strategies on Comprehensive Planning for Parks & Recreation and open space for Federal way. Laurie Flemm, representative for Interagency for Outdoor Recreation, will make recommendations regarding advisory committee. Also, Family Fest event at Steel Lake in the summer will be discussed on 3/21/90. Councilmember Stead, Chairman of the Personnel and Facilities Committee, reported meeting this a.m. and announced meeting on Wednesday, 3/14/90 at 7:30 a.m. The committee advised of negotiations to commence for Data Process- ing equipment for the city. Bids were received between $140,000 and $273,000. The low bid I.B.M. 400-Mini P.C., $140,000.00 meeting all requirements and seeming to be the most approp- riate. Also, city hall sites were reviewed and narrowed to two locations, Seatac Executive Center and the E. F. Hutton Building. Recom- mendations will be forthcoming in the near future. The committee reported receipt of Lease Agreement on the present city hall facility without payment, the question of payment reserved until later in the event of future utilization of the building site for park Department facilities. (Xing County Fire station site, 31132 - 28th Avenue South.) Councilmember Gates, Chairman of the Budget, Finance and Insurance Committee, announced meeting to be held on 3/16/90 at 9:00 a.m. to close the fiscal year, 2/27/90 and to review budgetary expenditures to that date. Also, the committee will determine cost to staff the city for the entire 1990 budget year and will look at insurance, five million dollar coverage presently in effect, the insurance broker directed to secure an additional five million dollars coverage. Land Use and Transportation Planning Committee Building Height in Zoning Code Future Planning Process under study ?lann~ng Cømmission applicants being selected Scope of Work Lam Use I'nven tory & Traffic Modelling Transportation Plan Councilmember Handmacher, Chairman of the Land Use and Transportation Planning Committee, reported meeting last night and regular meetings held every Monday evening at 7:00 p.m. at city hall. Topics of discussion included building height adjustment in residential zones, builders to appoint a committee to meet with the Planning Director and the subject to be evaluated there- after. Averaging the gable heights rather than measuring to the top of the roofline a partial solution. Also, Quail Run III apartment dispute to be worked out between neighbors and developer. In discussing future planning process, the Planning Director was directed to proceed with preparation of applications forms for completion by persons interested in serving on the Planning Commission, April 13, 1990 to be cutoff date, process for criteria and -selection being formu- lated. The Planning Director is also preparing scope of work to be done beginning comprehensive planning with inventory of Land Use and Traffic Modelling. Also to be prepared is scope of work, budget and timetable for a consultant to do a transportation plan which needs to be completed by June of this year, no long range planning staff anticipated until fall. Card Games INTERLOCAL AGREEMENTS BALD- Permit Processing of Vested' Federal Way, Washington No. 90-15 to permit MOVED BY HANDMACHER, SECONDED BY GATES, TO SUSPEND THE RULES AND WAIVE SECOND READING OF THE ORDINANCE. CARRIED. MOVED BY STEAD, SECONDED BY WEBSTER, TO ADOPT THE ORDINANCE AS READ. ROLL CALL VOTE RESULTED IN ALL AYES. MOTION CARRIED. Building and Land Development (BALD) Interlocal Agreement was presented. Discussion ensued regar- ding County's request that the City adopt County -Code regulations by reference to be applicablito vested City permits to be processed for the City by BALD, substitive authority of the County deemed terminated upon the Cityts incorporation. Interlocal Agreement proposed to give authority to the County to proceed, demands for the City to adopt the County Code felt to be unreasonable, flexibility and compromise onboth sides to resolve the matter advisable and necessary. Mayor Ertel announced Executive Sessions scheduled -, March 8, 1990 at 2:00 p.m. and on March 9, 1990 at 8:00 a.m. for the purpose of interviewing candidates for the position of City Manager. Roger Hill, 1918 S. Seatac Mall, stated he was caught in the cracks of the permit process. He is moving from one side of the Seatac Mall to the other, King County not issuing permit pending execution of Interlocal Agreement with the City. His concern regards commitment dates, 3/15/90 target date for commencing the move, Council urged to take expediate action. , ,Jiame,s Young, 1024 S. 286th Pl., Federal Hay, represen- ting Yo~ng Development, also caught in the permit p~ocess. His ~uail Run Project, in process two years with King County now delayed, pending resolve of City differences. Risk of financial loss and consequence of delay felt imperative, Coun¿il urged to meet with the County to resolve the matters. Mary Menard, 32109 33rd Ave. S.W., Federal Hay, cong'Ji.'atulated the City on incorporation, expressing disturbance at seeing teenage contestants at celebration and inquiring regarding sponsorship of beauty queen pageants which she feels objectify young women. Council was urged to prohibit such activity. Mary EhlJ,s advised citizens of Federal Hay had organized the party; also, Community eoun¿il members assisting, the young women present to serve non- alcoholic beverages, and they were contestants in Miss Federal Way pageant sponsored by the Chamber of Commerce in conjunction with Seafair. AUDIENCE COMMENT Builder Awaiting Resolve of Permit Process David Morrison, developer of single-family lots in Federal Way, advised of being caught up in City/County permit process inquiring as to vesting. City Attorney Wallace advised the state regulations are judicial doctrines not statutes and are gregarious as to difinity of application. When application is completed and plat has been developed in compliance with the building and other codes, it is considered vested.
