Debra Ertel, Mayor called the special meeting of the
Federal Way City Council to order.
Councilmember Webster led the Pledge of Allegiance.

KURT HERZOG, Federal Way News (Official City Newspaper),
MICHELE FLORES, Seattle Times, DAN VOELPEL, News Tribune,

H. David Kaplan, 30240 27th Ave. S., Federal Way, advised
of Community Council discussion regarding operation of the
Federal Way Water and Sewer District. Long term planning
was urged to be sure the growth will be handled properly
Council asked to take a look at whether it would be in the
city's best interest to take over the district.
Jerry Wilson, 3104 SW 313th Street, Federal Way, submitted
letter of inquiry as to whether the city or county would be
processing this permit, council requested to sign his letter
ç,onfirming whi<;h so - be would be assured, there being an
indication the project was pulled from the County. This
matter under review by the Land Use ,Co~tteeand consultants
report'to be forthcoming.
Gary Young, Polygon, 4030 Lake Wn. Blvd., Suite 201, Kirkland,
introduced a one-page summary relating to the dedication of
road right of way for extension of SW 344th Street in Campus
Crest. While 60 ft. is preferable, Polygon would agree to
maximum of 84 feet for 10th Avenue S. W. . Also, Polygon
would prefer a maximum road grade design of 15% but will work
with max of 12%. Recommended action: If road is not con-
structed within the next 5 years the right of way should
vacate automatically to adjacent properties (revert to owner
if deede~ t~ ~ity).
Mayor Ertel invited Councilmember Stead, Chairman of the
Facilities and Personnel Committee to announce personnel
appointment. Councilmember Stead announced appointment of
J. Brent McFall to position of City Manager of Federal Way
effective April 16, 1990. MOVED BY STEAD, SECONDED BY
HANDMACHER, MAYOR ERTEL BE AUTHORIZED TO ENTER INTO CONTRACT
AGREEMENT WITH BRENT MC FALL AS -OUTLINED BY COm¡CILMEMBER

WELCOME RECEPTION
FOR NEW CITY
MANAGER BRENT

Memorandum from Kay Shoudy, Planning Director, was
distributed relating to the status of preliminary plats
in exhibit to the Interlocal Agreement with King eounty
for permit processing. Public Hearings were proposed
to be held by the city council as follows:
4/10./9:0. - Campus Highlands Plat 4th Year Extension
4/17/90. - Dash Pointe/Grousepoint
5/1/90 - Parkwood Campus/Soundview Manor
5/15/90 - Campus Park
Consultant Shoudy advised Quail Run III might be added or
left with the County, Attorney Wallace to meet with Kay
Shoudy and review the preliminary plats to determine which
are vested and how to deal with those not vested. Dis-
cussion ensued regarding status of various plats, some
needing engineering review, possibly to be provided by
contracting with Wilsey Ham/Pacific. Mayor Ertel advised
the Land Use Committee will review the projects and help
make determination on each.
Brent McFall, newly appointed City Manager, was introduced
and welcomed by Mayor Ertel. Mr. McFall acknowledged the
welcome, expressed excitment at challenge of the new city
experience,and thanked the Mayor, Council and citizens,
advising he was glad to be in Federal Way.
Recess was declared at 8:25 p.m. for cake and coffee
reception for he newly appointed City Manager.
The meeting reconvened at 8:55 p.m. Campus Highlands
Plat extension hearing was set for 4/3/90. Mayor Ertel
announced council study session to immediately follow.
Meeting was adjourned at 9:10 p.m.
