Councilmember Gates led the Pledge of Allegiance.

Mayor Ertel invited audience comment at this time
requestin~ that remarks be limited to three minutes.
GARY A. YOUNG, Polygon 2000, Inc. called attention
to letters submitted to Council regarding Campus
Crest and Campus Hi~hland Land Use Designation.
Their main concern is that the City does not create
a non-conforming use designation for their properties.
Consideration of their proposal was requested which
includes modification of their plans to fully comply
with the new Federal Way Zoning Code; also that portions
of their properties be down-zoned to sin~le family,
said area to be designated as a tree preserve.
WALLY COSTELLO, P.O.Box 130, Bellevue, VA. 98009,
representing Quadrant, Uest Campus Development, 348th
St. and 1st Avenue South, called attention to Land Use
Committee meeting and Chairman Handmacher's remarks
that some ôf the letters/attachments were somewhat
confusing. New letter nad a chart summarizing items
for clarification were submitted for further Committee
review.
ROZ GLASSER,King County Sewer and Water District advised
of efforts to solve storm water problems in the Federal
Way-Hylebos area among others, and offered guidance
and written comments as concerns Drainage, Flooding,
Water Quality and Fisheries; Federal Way Land Use
decisions to effect future water flows. Map identifyin~
floo¿ing areas was displayed, indicating regional
flooding areas affecting amounts of bacteria, oils,
heavy metals exp:;:ed in urban soils; e~"."py

fisheries. Water Ouality and habitat issues having
conflict when storm water collects across areas of
spawning habitat. The Land Use Plan should reflect
consideration as regards density effecting the
generat~on of storm water flows. Pictures of flooded
areas were circulated. Councilmember Handmacher, Land
Use Committee Chairman, welcomed the suggestions and
any further written comments of assistance.
Minutes of Special Meetings of the City Council of
1/23/90 and 1/30/90 were submitted for approval.
Corrections were noted as follows: Pg. 3, spelling of
name Averson should be Overson, Pg. 7, change Webster
to Marks (reporting $7,600.00 budget item) Pg. 12,
"Federal Way" has 5 pro.iects not King County; Adelaide,
Lakota, and add Spring Valley to Open Space Projects.

Letter from the State Dept. of Revenue advised that
letter and maps have been mailed to all taxpayers that
have been coding their local sales tax to unincorpor-
ated King County, funds now to be sent to Federal Way.

Insurance Committee, reported Committee review and
approval of Policy Guidelines for Petty Cash Fund.

Finance Committee Chairman Gates announced a Special
Meeting on Thursday, February 15, 1990 at 1:45p.m. to

Land Use Committee Chairman Handmacher reported
Examine~fs Denial of City request for modification of
Campus Park Plat to require extension of 330th to Hwy
99 as condition for Plat approval. The King County
Subdivision Examiner denied the request, ~xtension
of the Plat- to be required but not j:o Highway 99. Any Appeal
must be filed with the Examiner by February 21, and
with Kin~ County Council by 2/28.

CITY ATTORNEY TO FILE AN APPEAL FROM THE KING COUNTY

In discussion of reason for denial Hearing Examiner
acknowledged need for connection but did not want to
pose acquisition burden on developer at this point in

Cultural Arts Committee, reported joint meeting last
Wednesday with the Human Services Committee and
representatives of the Federal Way Senior Center.
Meeting was announced on 2/21/90 at 7:30 a.m. to hear
presentation by CITY PRIDE ORGANIZATION on proposal of
(Bonneville) power line in Panther Lake area, also,
Keith Artz will review process of getting Interlocal
agreements, appraisals, and title reports on the five
projects related to Federal Way.
Councilmember Templeton, Chairman, Human Services
Committee, announced meeting on Thursday, 3/1/90,
7:30a.m., speaker to be John Corde!4 Children-Birth to

Mayor Ertel advised of being approached by the Chamber
of Commerce and others about forming a Goodwill Games
Committee to promote Federal Way with a Council member
representative. Councilmember Handmacher accepted the
appointment, having spent much time on the Goodwill
Games already. Councilmember Webster advised he knew
families willing to host athletes and their families;
every service organization in Federal Way to have
opportunity to participate in the Goodwill Games program.

Mayor Ertel advised of Colgate/Palmolive project for
the Goodwill Games, youths urged to submit Community
Service Projects to Colgate and get points on publicity.
Proclamation was suggested for 2/20/90 meeting
encouraging young people to come on this night and support
that activity.
Attention was called to the "Young America Program."
Counci1member Handmacher noted proposal of underground-
ing along 356th on 16th Avenue South; Letter from
Puget Power outlined 356th Corridor Plans and Puget' has
no intention of undergrounding because of the problem
of high voltage of the lines.
Counci1member Templeton stated events of past two weeks
points up the fact that we are under-served in terms
of Agencies working and dealing with opportunities for
teens. Have had a series of fights broken up by police.
2 weeks at SeaTac have involved a 15-year-old and an
apparent suicide this a.m. at p1ayfield of the
elementary school. Poinœ out we do have responsibility
to direct efforts to youth, especially to teens. The
City needs to become much stronger advocate in the
future than it has been in the past, especially teens.
Look at other Service Bureau Programs; Boys and Girls
Club, Y.M.C.A. Don't have Community Center-lack facili-
ties. Should really look at the issue. Cruising just
example, very few things for teens to do in Federal Way
is the very problem.
H.. David Kapla n, 30240 27th Avenue South, reported
regarding Community Council involvement with Goodwill
Games, member Mark Hudson is liaison; and has been
instrumental in developing network for housing families
and lining up mu1ti-1igual translators~need to promote
Federal Way not just Seattle was noted.
Albert Frank, 29635 2nd Pl. S.W. called attention to
Public Hearing meeting at Decatur High School and
attendance of people from all different parts of the
County; questioning who is supposed to talk about
problems of the City, outsiders, voters, or property
owners? The people voting the Council in are not making
all those demands. Thepeople living here are affected
by the way those people come in and build those big
apartments. Looks like we should have some determination
of participation. Are they going to control our destiny.
They tell you what to do and what not to do. People are
the source of the power, they voted you in and
contributed to you~ camuaign, not fair for outsiders

to come in and say all Federal Way wants changes so
they can make money. We want things to be rectified.
Don't want to be smothered. Want a fair hearing, not
fair when developers bring in high powered lawyers,
spokesmen, and documents flood you.
Inquiry was mad as to who is allowed to comment. City Attorney
Wal1ace~Anyone in attendance that wants to speak can
speak.
Major Moore agreed young people do not have enough to
do. He urged the City take a 1eadershi? role in this
region in providin~ alternatives for young people.
The police department will do everything they can to
support young people. Don't want to be adversary.
Mayor Ertel may want to create a task force.
Major Moore noted school/police and activists on other
drug-gang type of task force to try to come up with
an appropriate strategy to mitigate the problem based
on Californian School District policies.
Ray Tomlinson, 2223 S.W. 327th, called attention to the
lack of private citizens on any working committees,
suggesting volunteers would be willing to serve rather
than hiring outside.
Mayor Ertel announced the Council would meet in
Executive Session on February 15, 1990 at 4:30 p.m. with
Donna Hanson of Waldron & Assoc. regarding personnel
matter of City Manager position.
Mayor Ertel announced a 5 minute recess and that the
Council will convene in Executive Session for
approximately 15 minutes to discuss a personnel matter.
The Council will reconvene to adjourn and no further
business will be conducted.
The reconvened meeting was called to order and
adjourned at 9:05 p.m.
