Mayor Ertel announced Council of the Whole Special Study M:eeting 2/21/90 at 7:00 p.m., (continued from 2/19/90) to review proposed changes in the Zoning maps, to be held in the Council Chambers, City Hall. Also, a Public Hearing will be held on 2/27/90 at 7:00 p.m. at Sacajawea Jr. High School, 1101 S. -, Dash Point Rd. for purpose of adopting Zoning Code and maps for the City of Federal Way Counci1member Webster, Chairman, Parks & Recreation Cultural Arts Committee, reported joint meeting with the Human SeEvices Committee for a briefing by the DirectoE of the Federal Way Senior Center and membeEs of her Board and what they envision for the future of the Center as well as current events. Meeting was announced for 3/21/90,7:30 a.m. in Council Chambers, for a briefing by the organi- zatiQn pll"tting together a project called "City ~ride Park~nproposed to be located under the Bonneville PoweE Lines, through Panther Lake Park to 356th~ At 8:00 a.m. Keith Artz from King County , ' Open Space Office,wil1 review Open Space Bond Pro~ram and report on status of the Federal Way prøjects. Also, meeting was noted for 3/7/90 at J:30 a.m. Councilmember Stead, Chairman of the Facilities and Personnel Committee reported Committee discüssion regarding sites and facilities for the new City Hall location~ Meeting was announced for 2/28/90, to discuss computerization of City Hall and Eeview woEd processing bids. Councilmember Templeton, Chairman, Human Services Committee, announced meeting on 3/1/90 at 7:30 a.m., guests John Cordell and Kathleen Monzelowski, Directors of Birth to Three Developmental Center. Also, will review Senior Center visions from joint meeting with Parks & Recreation Committee. The Committee will also consider use of Contingency Funds as regards "teen" programs for the summer. The Committee will also discuss a Citizen's Advisory Committee. Meeting was announced for 3/15/90 regarding agreement with the King County Sexual Abuse Resource Center for which fund~n~ has been approved. Looking at 1991 budget, à greater need for Human Services funding ~vide~ce~.~ Councilmember Handmacher, Chairman of the Land Use and Transportation Committee, reported 2/21/90 meeting with the Council as a Whole to review the Zoning maps, ~ 2/22/90 at 7:00 p.m. to review projects now in King County which the City will be p~ocessing. Also, meeting on 2/26/90 to review the Land TIse Code and maps for any technical corrections necessary prior to the Public Hear~ng,-ãá weli as to consider the Planning procedure for future land use, codes and maps, Planning Commission, type of items and time frame to accomplish. Ordinance was read prohibiting smoking in the buildings owned or leased by the City of Federal Way, containing a severability clause and setting an effective date. No. 90-37 Ordinance was read prohibiting certain conduct PROHIBITING CONDUCT which constitutes a public disturbance; containing WHICH CONSTITUTES a severability clause, setting an effective date PUBLIC DISTURBANCE and approving an ordinance summary for publication. MOVED BY STEAD, SECONDED BY GATES, TO ADOPT THE ORDINANCE AS READ. MOVED BY HANDMACHER, SECONDED BY TEMPLETON, TO AMEND THE ORDINANCE TO PROVIDE CIVIL FINE OF $250.00 FOR FIRST TRAFFIC INFRACTION, THE SECOND OFFENSE TO BE A MISDEMEANER AND $1,000.00 FINE. At 8:15 p.m. the Clerk announced the executive session would be extended 10 minutes longer. The recessed meeting reconvened at 8:25 p.m. with all Councilmembers present as previously. NEW BUSINESS Polygon 2QOO, Inc. C0NC@MI,TANT AG<REEMENT Discussion ensued regarding elements of the Polygon 2000, Inc. development and right-of-way access and connection. MOVED BY HANDMACHER, SECONDED BY STEAD, TO AUTHORIZE CITY MANAGER LOCKE TO ENTER INTO CONCOM- ITANT AGREEMENTS WITH POLYGON 2000, INC. MOTION CARRIED. TEMPLETON VOTED NO, MAYOR ERTEL ABSTAINED. Agreements to include phase-in of the project over a three year period with 100 units for each project constructed for each of the first two years, 1990 and 1991, and balance the third year. 1/3 minimum townhouses and 2/3 apartment units (condo quality), on parcel 5 and townhouses only on parcel 7. Timing of Campus Drive improvementand center turn lane to coincide with occupancy of first 100 units. Traffic signal upgrading at 21st and 336th and new signal installation at 19th and Campus Drive. Extension of 344th and connection at to 10th S.W., or 7th was discussed, the County holding mitigation fees and developer the balance.
