Debra Ertel, Mayor, called the regular
Federal Way City Council to order.
meeting of the
Lorri Scott's 6th GradeCampfire "Discovery Group" led the
assembly in the Pledge of Allegiance.
Jan Anderson's 1st Grade Campfire "Star Flight Group", Co-
leaders Joy Oester and Kris Tischmacher, sang "The Shining
Star", written by Rhea Wesson, Campfire Program Director.
The song was written and sung by the group for the Larry
Nelson radio show at the City's Incorporation observance
at Sea Tac Mallon February 28,1990. Mayor Ertel thanked
the Campfire Group and leaders for their song and they were
heartily applauded by the audience.

Deputy Mayor Gates read Proclamation wherein the Washington
State Leadership Council of the American Association of Retired
Persons (AARP) has designated this year to be one of emphasis
on long term home care with theme being "Share the Care".
It was proclaimed by Mayor Debra Ertel that the week of
May 13 - 20,1990 be designated as "Home care Week" in the
City of Federal Way and all citizens wer~ as~ to join 1n
the observance. The Reverend C. Theodore Hegg, AARP Inter-
religious volunteer, accepted the Proclamation on behalf of
the Association.
Mary Kennedy, Venue Transporation Manager, Goodwill Games
Committee, displayed proposed parking lot design drawing.
Barbara Smith, Director of Public Affairs, Non-Sports Media,
gave a brief overview of the Goodwill Games showing news items
giving good coverage in this area. She noted the games to be
80 days away, with 21 evœnus to be held in seven different
cities over a l7-day period and everything on track. Arts and
trade festivals will be included along with Treasures of Moscow
in June. Community spirit and cooperation acknowledged.

Hary Kennedy, Transportation Manager, advised most
events sold out a few tickets remaining for water polo
with events occurring from July 20 to August 5, 1990.
On-venue and Off-venue parking was discussed and the
various areas indicated on drawing displayed. On-venue
parking to include preferred parking for VIP's, the
National Governing Bodies, Disabled and Service and
Emergency vehicles, also athletes and media, charter
buses and sponsors in this area. The north lot houses
tents for hospitality, sponsors, King County Command
Center, etc. Off-venue includes spectator parking and
is within walking distrance. About 800 general public
tickets have been sold. Special color coded passes
will designate sports and visibility will expedite
parking and not hold up traffic. The facility has
seating capacity of about 2400. Signing will be provided
for the various areas (on-venue signage) Many of the
parking problems have been resolved by the Little League
and Kiwanis projects. Sponsors will be coming by charter
buses and cars it being note some corporate ticket holders
are planning to drive. With the 2.1/2.3 people per car
conversion factor adequate parking was felt to be available.
Barbara Smith noted Public Information Campaign to be in
place with Sunday circulars of route and parking information.
Meetings are continuous and the process ongoing and further
reports will be made to council. Some further discussion
ensued regarding specifics of parking and manning lots,
shuttle service for staff from parking but not for the
spectators who have walking distance parking. Also,
City Manager McFall advised any street closures planned
will require action by the City of Federal Way and not King
County Public Works. Mayor Ertel thanked the Goodwill
Committee members for the informative presentations.
It was requested that City Manager McFall assign a city
staff member to work with thè planning on this project.
Hark Hutson, Co-Chairman, Goodwill Games, Federal Way,
outlined committees and chairmen and their activities,
the linguistic committee covering a dozen languages and
to be utilized in the future as a language resource bank;
other committees include hospitality center committee,
Information distribution, physical image, ancillary events,
and activities, transportation funding and communications,
also the matter of security. An information booth is to
be located in the Sea Tac Mall and a couple of shuttle
buses to be available at the mall. Spring Clean event
was noted to be a success, Mary Eh1is commended for that
program. Regarding city image, hillside identity proposed
on grassy bank in vicinity of the pool with river rocks or
flowers. (ie. HOLLYWOOD). Goal of 100 banners along that
stretch as well as at entrance and exits from the city was
noted so as to be reflected in the T.V. and Video cameras
for all to see, some 3000 cameras expected to be in opera-
tion recording events and identification of Federal Way
that the world can focus on and take back anticipated.

Discussion
Mark Hutson inquired regarding Open House offering help
or co-sponsorship by Community Council. In discussion
City Manager McFall was requested to assign a staff member
to work on the matter of a proposed open house.
ORlNANCES
Mayor Ertel advised of change in order of agenda business
due to time element, the adult entertainment/regulation
of amusement places to be considered by council at this
time.

Regulation of
Amusement Places
An ordinance of the City of Federal Way, Washington was
read, providing for the licensing and regulation of
amusement places; containing a severability clause and
setting an effective date.
Major Moore, Chief of Police reported consultation with
the City Attorney and subsequent compilation of informa-
tion concerning police patrol response to De'Ja Vu from
January 1, 1989 to 9/30/89. 45 calls for service made in
that time, 20 non-criminal and 25 criminal, two persons
dispatched, generally between 2:00 a.m. and 2:30 a.m.
deemed a disproportionate to service to other areas.
Activities were detailed, the responses at times requiring
up to 8 officers, other areas of the city not being
adequately served at such times. Sgt. Frank Kinney, Vice
Unit was present to answer questions regarding hours of
operation and prostitution activities. In ensuing dis-
cussion it was confirmed by Major Moore that closing of
the DeJa Vu at 2:00 a.m. might well alleviate much of
the problem.
Jack Burns, 500 108th N.E., Bellevue, representing DE'Ja Vu,
advised of phone conversation with the attorney's office
today and only three incidents noted between 2:00 a.m. and
2:30 a.m. in the nine month period, two hit and run and the
third an incident report. Statistics received from King
County of 548 events occurring in that census tract from
1/1/89 and 3/30/89, on five of those at De'Ja Vu, and any
restriction of hours (now allowed in King County until
2:30 a.m.) and earlier closing to create unfair competition
advantage also affecting income and as a matter of principal
his client objects to any effort to regulate 1st amendment
freedoms, no compelling government interest existingand
they do not feel there is substantial law enforcement
problem due to the closing time nor disproportionate police
service. It was pointed out and confirmed that the data
given does not reflect the time of day. ROY WIBERG inquired
regarding lack of officers when 8 are on one call. Maior
Moore responded that it does curtail service; also that the
County does not track its data by census tract and with the
change in reporting districts data of Mr. Burns is askew.
Activities at Deja Vu after 2:00 a.m. do have disporportionate
impact on service and nothing prohibits the city from regulating
hours as deemed reasonable and necessary.

factor. After some further discussion regarding hours
in other municipalities and locations, and county ordinance,
it was MOVED BY GATES, SECONDED BY STEAD, TO ADOPT ORDINANCE
NO. 90-55 AS READ. ROLL CALL VOTE RESULTED IN UNANIMOUS
AYES. THE MOTION CARRIED.
ROY WIBERG, 31413 41st Avenue S.W., Federal Way, inquired
regarding Sea Tac noise noting increase in recent months.
Mayor Ertel advised Counci1man Stead is serving on the
Committee studying that matter.
DASHPOINTE SUBDIVISION
The proposed subdivision is comprised of 30.7 acres located
between SW 328th and 333rd Streets and 43rd and 48th Avenues,
Southwest of Lake Lorene, developer, M & T Joint Venture.
Mayor Ertel invited comments as concerns Ex parte, oral
or written communications or potential appearance of
fairness problems regarding this plat. Councilmember
Stead indicated representation of a client in litigation
about ten years ago concerning sale of property involving
David Morrison et al, however, no conflict felt to exist.
Counci1member Handmacher noted appearance of applicant before
Land Use Committee on occasions; Mayor Ertel looking at drainage &
flooding as regards the general Twin Lakes drainage area, Member
Marks noting election campaign support. City Manager McFall
stated Ex parte communication has to be something regarding
this application or some specific conflict of interest and
those circumatances described would not constitute that.
Mr. Morrison advised he was not a party to the property in
litigation referred to by Councilman Stead but was only
providing testimony.
Mayor Ertel requested the City Attorney to review the role of
Council in the matter of preliminary plat approvals.
CITY ATTORNEY WALLACE advised the City Council sits as a
final decision making body on plat approvals, and is charged
under state law to see that the plat does satisfy the public
health, safety and general welfare provisions for open spaces,
drainage ways, streets, alleys, other public ways, water supply,
sewage disposal, parks, playgrounds, school sites and grounds,
sidewalks and other features to assure safe walking conditions.
Lower level hearing was held in this instance before the King
County Hearing Examiner, those findings, conclusions and
recommendations a part of the record before the council. The
Council, in its hearing, can take new evidence and make one
of three decisions.l. Approve the application, 2. Modify the
application and grant approval. 3. deny the application.

The Council may remand back to the hearing examiner if
results of the hearing tonight should warrant.

PRESENTATION
Stephan Clifton, Senior Planner, with the Department of
Planning and Community Development, recalled Inter1oca1
Agreement between the city and King County following the
city's incorporation. Several permit applications due to
their nature were set forth on Exhibit "A" to be approved
by the City Council, this being one of those.
History of the project was reviewed, 66 lots originally
requested, detached single-family subdivision. On May
2,1989. determination of non significance was issued with
mitigating conditions which reduced the plat to 42 lots in
order to meet the conditions. On 2/12/90 the King County
Hearing Examiner issued a recommendation to the council
for approval. The County held a public hearing on February
26 but deferred decision to Federal Way under the Inter-
local Agreement. Map was displayed with the location of
the development. Zoning in King County was SR 9600 and
the Federal Way Zoning today is RS 9600 consistent with
the prior designation. Topography was described. severe
slopes located in ravine along the creek, Joe's creek
flows across the site from south to north and wetland
No. 10 of lower puget sound is identified on the property.
Water from both flowing into Lorene Lake and then into Puget
Sound. Staff has visited the site and many new homes are
being constructed in the area. Access to the site will be
via 47th Avenue Southwest, Hoyt Road determined not to be
the best for the area. The Plat did comply with the rules
and regulations of the King County Comprehensive Plan and
it also meets the regulations of the Federal Way Comprehensive
Land Use Plan. The matter of wetland vegetation along Joe's
Creek was of concern and with the designation of Tract B as
non-building area the vegetation would be saved. The scale
back from 66 to 42 lots is mainly due to slopes along the
ravine of Joe's creek and the 5W corner of the site.
John MBrchioni, Assistant to the City Manager, reported
working with the Twin Lakes Homeowners' Association in
the Twin Lakes Area. Attention was called to the January
flood which caused the Joe's Creek system to fail. The
Surface Water Management Division of King County has new
data on effect of the new development -as" r,~,g'ards'J Joe's
Creek, Twin Lakes and downstream. Roz Glasser has been
the County representative working on this project and
it was determined that even though the standards of the
development are met it may not be adequate to meet the
downstream flooding area. It was suggested that this be
a new environmental area to look at. Report to be out
within six weeks being compiled this month.

Staff recommendation had been for approval until the
Surface Water Management issues came forth it being
anticipated representatives would be present tonight to
answer questions. Applicants have, however, designed the
project with a 100 year storm system, in excess of the 50
year storm detention system which was the condition of this
plat. SWIM does not review plats. . They review the adequacy
of the plan BALD reviewing the drainage standards. While
theoretical development can meet the standards of BALD it may
be inadequate for a particular basin. This plat had not been
referred to SWIM for review. Mayor Ertel advised of discussion
as to whether it could be required that the developer change
his drainage plan, Bill Davies stating that inadequacy would need
to be proven and that there were problems but as long as the
developer meets King Councy Standards that is all they can
ask for, even though they may be inadequate.
David Morrison, Partner, M & T. Joint Ventures, 4224 Waller Rd.
Tacoma, 98443 noted he has been a developer of single family
lots in Federal Way for 13 years and was managing a piece of
property for others during the litigation and not a party thereto.
In 1988 preliminary plat was submitted with access from Hoyt
road,initial concern of King County was access from Hoyt and
further crossing over Joe's creek so new route was agreed to
thus reducing the number of lots from 66 to 57; 111:.:f:ux~tlle:t"re"iew,
request followed for full wetlands study and geo-technical studies
design Engineer present to answer questions tonight.Xhe i~itial
procedure for submittal of plat included 35 copies for distri-
bution and conservation officers and resource people likely had
gotten copies and given input. Concerns of residents of the area
regarding discharge of storm water into Joe's creek by other areas
was reported to the Tacoma Plat inspector and problem was corrected.

the time of preliminary plat approval until final there will be
full review of the road and storm design, the council having
discretionary approval of the final plat. Mr. Morrison advised of
their adjacent projects and awareness of the problems with Joe's
Creek. There was no opposition to the plat at the hearings.
The problem regarding siltation of the creek which was from
other areas was resolved by Tacoma Plat inspector. Civil Engineer
John Newell and Dr.RogerDelMbrré~,U. of W. geo,technieal adviser
present to asnwer questions. Discusgion e-nsued regarding prior
developments and road connections, and stream degradation affirmed
to be from upstream properties and not Stonebrook; overexcavation
of holding ponds more than satisfying requirements. Fee-in-lieu of
open space was discussed, plans for walkway to open space and
dedication for a park possible, fee otherwise paid. Wetlan<t-.buffer.
was discussed and possible loss of another six lots in final plat.
Access issue from Hoyt road bringing lots down to 57, wetlands and
storm drainage conditions bringing it to 42 Hearing Examiner then
recommends and then 26 conditions of final plat may result in less.

ten acre school site to be developed in 3 to 5 years within t mile.

D.I.R.E. concerns
regarding drainage
basin protection
Richard Burris, President of D.I.R.E., P. O. Box 4586,
Federal Way, advised of concern of D.I.R.E. regarding
significant problems in that drainage basin, the council
urged to require Surface Water Management report prior to
approval of the plat to insure the basin is protected.
Public Testimony
Arthur Keil, 32915 47th Ave. SW., Federal Way, advised
his residence immediately adjacent to lot 22 in this plat;
that he is familiar with and supports D.I.R.E. efforts.
Homeowners also support the development since they cannot
form an association until additional lots are sold; they
are now a social club of which he is President. Concern
was expressed as regards lack of play area and school
busssing for the children in th area.
Bill Winter, 4803 SW 329th, Stonebrook, noted bus service
provided for four physically and mentally handicapped
children, the rest walking.
H. David Kaplan, 30204 27th Avenue So., Federal Way, restated
inquiries of his letter of 2/6/90: Builders have paid a 5%
fee in lieu of wetlands. 5% of what? How much has been
collected over the years; what fund has it gone into and
what has it bought for Federal Way?
Councilman Handmacher inquired whether Mr. Morrison had
given thought to providing a fee to develop the school
district property as a park on an interim basis until it
is used for a school. Mr. Morrison responded that Dashpointe
provides park area and with additional provisions the require-
ment is satisfied within their 30-acre site and will serve
immediate needs of the children without developing property
they don't own. Councilmember Gates inquired regarding the
extra property proposed for open space. It was noted to be
1200 ft. from 47th Ae. SW.
Russ Speddon, 2727 Fairview , Seattle prior owner of the
development property, described the proposed play area as
approximately 3 acres, level grass cover and adjacent to
the state park and close to stonebrook and the school
site. Dedicated easement and trail that connects to the
state park, frontage on 330th and loop road off 325th as
per requirements an acre and a half given to the county for
that purpose. Mr. Morrison upon questioning regarding
DIRE request asked that council understand the difference
between the preliminary plat and final, the preliminary a
design plan and final resolution determined in final plat.
John Newell noted the plat to be vested as of 1979 under
ordinances 1589 and 2281.
John Marchioni stated drainage study and water is either
from surface or ground six weeks study to deternine which
and report due the end of May. As there was no further
comment, THE HEARING WAS DECLARED CLOSED.

Staff recommended council approve the preliminary plat

necessary by Surface Water Management study can be

GROUSEPOINTE III, PRELIM.PLAT, PERMIT NO. S89POO62
This being the date set and proper notices having been
published and posted in accordance with state and local
law, the public hearing on the Grousepointe Preliminary
Plat was declared open. Mayor Ertel invited comments as
may concern EX parte communications or potential appearance
of fairness concerns regarding this plat. There were none.
Stephan Clifton, Senior Planner, reviewed Hearing Examiner
report and findings, conclusions and recommendations.
This plat is comprised of three acres lying generally
between 30th Avenue SWand 33rd Place SW (if both roads
were extended) and generally between SW 342nd Street and
SW 34lst Street. The subdivision complies with the goals
and objectives of the King County Comprehensive Plan and
the Comprehensive Plan and Map of the City. The zoning is
SR 7200 which is consistent with the Zoning Code and Map
of the City of Federal Way. The proposed subdivision of
12 lots and Determination of Non-significance was issued.
The preliminary plat was approved by the King County Council
final action not concluded due to the incorporation of
Federal Way.
Councilmember Randmacher noted the ~ road would not be
allowed under Federal Way code cuI de sacs also not
lending themselves to proper circulation patterns. It
was confirmed the fire department could access the plat
as proposed school district concerns addressed, extraction
of funds to mitigate.

Gerald Buck, 11415 HE l28th, Kirkland, 98034, stated the
property will be served by a half street which in King
County equals a 30 ft. right of way and full would be 48 ft.
Map of the area on display designated location of this
property. Mr, Buck advising upon inquiry that extension of
the street throughtr to 35 had been discussed but not contem-
plated. Plans for the project were outlined and topography
explained. Provision for possible cuI de sac noted.
Rodney Houser, 3215 SW 344th, urged the cui de sac be utilized
it being his belief that i of the street will never be done.
Mr. Houser owns two acres South of 344th. Grousepoint water drains
into the little stream and while usually o.k. in January it wasn't
and he would like to goon record that the water is going to
back up, surface wat::;:;:- ~ngineer needed. Lack of park system'wéls
noted it being suggested that property East of 21st be acquired
for a park.
Bill McConnell, 34130 35th Avenue SW noted problem with perc
by 342nd not being extended, decent drainage needed, and
extension would provided easy access for kids; replace cul de sac.
Councilman Webster inquired if pedestrian walkway might be
considered in lieu of a street.
Ray Mangole, 3416 35th Ave. SW. stated his property borders
the west end of this development and concern was expressed
regarding surface water drainage, the water flowing north during
the storm and then did get to the next street but that flooded.
If intent is to connect to the next street the storm sewer
system may not have adequate capability. It is not intended
to stop the project but to register concern. Extension through
to 35th was discussed and pedestrian walkway objection expressed
due to lack of privacy.
Bob Steinbach, 34210 33rd Place S.W., owners of the Yates property,
During the January flood water came into their yard from where
they are going to put the retention pond 6-8" deep. If all 12
houses are going down this it will likely not hold it.
In ensuing discussion it was noted no agreement exists for a
cu1 de sac.; curbing the south side of 342nd urged, otherwise to
PUs~\ over onto neighboring low point property; also problem
of lights shining in the windows when turning around.
Kathryn Steinbach concern about the water, their homes being
on septic tanks and as regards walkway when children go onto
private property and might be injured. Who is liable?
Councilmember Gates, remarked that it seemed to be an
apparent assumption is the ~ of the road not likely to be
built. It was noted neighbor is building 4400 sq. ft. home
and has put up chain link fence. (Suss property)?

PUBLIC COMMENT
Mike Wallace, 3201 SW 34lst, expressed concern regarding
drainage with 12 additional houses on that strip,lack of
open space and safety of children walking of concern.
Councilmember Templeton inquired regarding parks
proximi~and was advised none was available.
Gerald Buck, in response to drainage inquiry advised the
flow would be to the north to the retention pond into the
catch basin, subdivision to the north, then west bypassing
all open drainage system, ultimately to catch basin above 344th.
Inquiry was made regarding the retention pond in
Grousepointe I and maintenance for the next 20 years.
John Marchioni responded drainage fees are collected and
set aside for capital improvement funding. It was noted
cleanup and maintenance presently badly needed in GP I.
CITY STAFF
RECOMMENDATION
As there was no further public comment, Mayor Ertel

Councilman Handmacher stated the road circulation system
is inadequate if other ~ of the street not to be developed;
Cul de sac also not good the developer rather should provide
a full size street by R.I.D. or for length of his property.
Mayor Ertel inquired regarding the drainage problems and I
discussion ensued regarding drainage resolutions and it
was confirmed this would be done to time of plan review
rather than at permit review the matter to be referred for
SWM recommendations After some further discussion
~egarding length of 342nd Street, Mr. Buck recalled that
in the middle of the GrousepoinœII there is an intersection
and a road going to the south so the actual length of this
cu1 de sac will not be measured from 30th SW to terminus
but from lot 3 onto the terminus which is close to 600 ft.
Attorney Wall ace advised the streetsand drainage systems
would become the city's in the future and would require
maintenance by the city. Though vested it was felt
there may be discretion involved as regards half streets.

Minutes of the Special Meeting of 4/10/90, Regular
Meeting of 4/17/90, Special Meeting of 4/23/90 and
Special Meeting of 4/24/90 were presented for approval.
Councilmember Templeton advised of name correction in
Minutes of 4/10 "Jim" not Beft Miller made presentation
for the Water/Sewer District. (Pgs. 6 and 7.)
Councilmember Gates, Chairman, Budget/Finance/Insurance
Committee pulled Voucher Approval from the consent agenda
action to be deferred committee not having opportunity to
review the vouchers.
Letter from Erling & Eline Herredsve1a noted newspaper
item regarding a city Logo suggesting such action is
premature in view of possible name change of the city.
Referred to Council of the Whole.
Letter from Eric Clark requested streetlights on 1st
Avenue South from 312th Street. Referred to the Public
Services Committee and Asst. to City Manager.
Letter from Greg and Julie Pitts inquired regarding
city name change and also requested the city consider
a recycle program. Referred to the Public Services Committee
and Council of the Whole.

AGENDA. THE MOTION CARRIED.
Councilmember Webster Chairman, Parks & Recreation, Cultural
Arts Committee, reported if City Were to sponsor Family
Fest the insurance would be taken care of. This would not
relieve individual vendors from insurance certificate re-
quirement but would provide a blanket coverage for the
Family Fest Program. In discussion it was stated_that.
this is a very worthwhile and important event and the.
city should take an active role in participating, a lot
of volunteer help involved and endorsement action favored.
Rosemary Wolf, here for Mary Ehlis, expressed hope that the
Family Fest will become an annual event. Help by the City
requested. The theme to be Festival of Nations to be held
the first weekend in July and will.be a kickoff for the
Goodwill Games. Discussion ensued regarding sponsorship
of events in the city. City Manager McFall pointing out
the city's insurance will cover the city in the event of
any claims and not other participants, event insurance
one-time premium otherwise can be purchased. some further
investigation to be required.
Jerry Graham, committee member with Mary Ehlis, noted
Kiwanis and several members of the community involved
and that additional funds are being solicited from
cor~orate sponsors the city requested to assist in.the
project by assigning staff to help the city to be prime
sponsor and have control.

Committee, reported meeting 5/2/90, 5;30 p.m. to discuss
the teen program. The Boys and Girls Club Organization
is submitting application for the summer teen program and
Councilmember Templeton will not be present or take part
in any action on the matter due to involvement with that
organization
An Ordinance of the City of Federal Way Washington was
read providing for the licensing and regulation of amuse-
ment places; containing a severability clause.
Counci1member Handmacher reported Ordinance had been
revised but not all of the sections had been deleted
as intended. MOVED BY HANDMACHER, SECONDED BY STEAD,
TO RECONSIDER ACTION TAKEN ON ORDINANCE NO. 90-55.

An ordinance of the City of Federal Way Washington was
read providing for salaries of those councilmembers and
Mayors elected or appointed to serve terms beginning on
or after January 1, 1992; providing for annual increases
in said salaries and providing an effective date.
MOVED BY GATES, SECONDED BY HANDKACHER, TO REFER THE
ORDINANCE BACK TO THE PERSONNEL COMMITTEE. CARRIED.
An ordinance was read establishing office hours for the
operation of city hall as Monday through Fridays,
between the hours of 8:00 a.m. and 5:00 p.m. exclusive
of holidays. MOVED BY TEMPLETON, SECONDED BY MARKS,
TO REFER TIE ORDINANCE TO THE PERSONNEL COMMITTEE. THE
MOTION CARRIED.
City Manager McFall announced council will meet.for
Retreat at 5:30 p.m. at Batelle Conference Center in
Seattle, check in at main reception area and further
information will be given at that time. Lyle Sumek
is the facilitator.
Councilmembers were reminded of AWC Annual Convention
June 12-15,1990 in Wenatchee. All members will be
attending except Councilmember Marks who has another
engagement. Reservations are confirmed.
SCA Meeting at Mercer Island to be held Kay 9,1990
which conflicts with scheduled Plann~ng Commission interviews
that date and no members will be attending from Federal Way.
TINA ROGERS, representing Starwood Development, 500
108th N.E., Bellevue, applicant in the city, inquired as
to selection of hearing examiner and when they might
expect to have a hearing date set on their project.
City Manager McFall advised the selection of the
Hearing Examiner is up to him and he is moving on
that very rapid1y;agreement being negotiated which
should be ready next week.
Rosemary Wolf thanked the Council for support of
the Family Fest project.
As there was no further business, the meeting was
adjourned at 11:35 p.m.
