Mayor Ertel called the meeting to order on the 5th day of
June, 1990, at the hour of 7:00 p.m., in Council Chambers
of the Municipal Building, Federal Way, Washington.

H. David Kaplan, 30240-27th Avenue South - As Second
Vice-President of the Federal Way Community Council invited
the City Council to the next meeting of the Community
Council on Thursday, June 7, 1990, at 7:30 p.m., in the
School District Board Office. City Manager McFall will
be the featured speaker.

Mayor Ertel asked for any exparte contact by councilmembers
or any appearance of fairness issue to be identified.
Councilmember Webster advised he had met and talked with
two principals of the plat partnership and their attorney
on March 18, 1990, regarding possible park purchase, but

had no discussion regarding the plat. Counci1member
Handmacher had a discussion with the attorney for the
applicant on the same subject, but did not discuss the
plat. Councilmember Templeton had discussion with
Councilmember Webster after his meeting with the
principals, but did not discuss the plat itself. No one in
audience responded to an appearance of fairness conflict.
Stephen Clifton, Senior Planner, handed out an amendment
to the staff proposal dated June 5, 1990, and reviewed the
additional information with council, which he will clarify
during his presentation. This is a preliminary plat
started in King County, and as a result of incorporation
was pulled from King County review and scheduled hearings
and moved to the City Council. The proposal is to
subdivide 83.5 acres of land into 45 lots ranging in size
from one to three acres. The amendment states uses of the
zoning and they are not as intensive as what are indicated
on page 2 of the staff report. With further clarification
from King County, they indicated only those uses stated in
the preliminary staff report to the King County Hearing
Examiner are the uses allowed, being office park in nature.
Councilmember Handmacher requested clarification by
City Attorney John Wallace. This project would be
vested for subdivision purposes, but it is not vested to
King County zoning in terms of future building permit
applications, is that correct? Mr. Wallace said thGY are
vested under 58.17.033 to land use regulations, including
zoning in effect at the time--building permits would have
to comply with the City's building codes, but the use would
be vested in King County.
Mr. Clifton explained that traffic generation has been
identified by the King County Subdivision Technical
Committee as a major issue in the preliminary review of
this proposal. The traffic impact report was prepared by
David Hamlin & Associates in June 1989. On page 5 of the
staff report under condition 18 (intersection of SR-99 and
South 324th)--when he was reviewing the King County Hearing
Examiner report and the preliminary staff report to the
hearing examiner he noticed a discrepancy between the
wording on condition 18 as it related to intersection of
SR-99 and South 324th. The staff stated in their report
that until they receive documentation or correspondence
from the King County Hearing Examiner the City staff would
recommend approval with King County conditions--attached to
the back of the amendment is a letter from the hearing
examiner received this date and in that letter they state
condition 18 is to be worded as it appears in the
preliminary staff report and not the hearing examiner's
report--the condition as stated in the hearing examiner's
report is in error.
In regard to transportation, the Federal Way Department of
Community Development concurs with the recommendations of
the city's consultants, Wilsey & Ham/Pacific, and

recommends approval of the conditions as stated in the King
County Hearing Examiner's report related to traffic.
The Federal Way Department of Community Development
concurs with the conditions as stated in the hearing
examiner's report with regard to wetlands, and the fact
that the road is encroaching into the NGPE area.
After discussing the main issues, the Department of
Community Development recommends approval of the
preliminary plat per King County Hearing Examiner's
findings and conclusions, with the exception of condition
18 at intersection of SR-99 and 324th Street, sub-part B,
as stated in the preliminary staff report shall apply. On
page 3 of the amendment states the proper wording.
QUESTIONS BY COUNCILMEMBERS
Councilmember Handmacher asked about Exhibit 7, which is
the traffic report of June 1989, which is prior to the
revision on the roads on the 330th connection, but couldn't
find anything regarding the intersection of 333rd and 1st
Avenue South--the east access out of the property. It is a
very dangerous intersection. Mr. Clifton said because of
the leval of service existing at that intersection, King
County did not require the applicant to mitigate the
intersection. Councilmember Handmacher asked if there had
been a supplement done regarding this intersection? Mr.
Clifton referred the question to Richard Lowe of Wilsey &
Ham/Pacific who referred to page 21 of the report.
Councilmember Handmacher asked about the intersection at
332nd from SR-99. Mr. Clifton responded the developer
would provide access if ever vacated and they would provide
access from that point to SR-99 and 330th--he doesn't
believe any provisions have been made to connect into this
area. As it is designed now, there would not be access
into the plat from 332nd--the south access would be from
9th Avenue.
City Attorney Wallace asked to correct his earlier
response to Councilmember Handmacher--they are vested to
the regulations for purposes of considering a subdivision,
with no building permit applications filed, they would be
governed by the use of regulations at the time of
completion.
Councilmember Templeton asked about the level of traffic
service--he understands that the applicant will make
improvements and expects 7,508 trips per day out of this
property and the level of traffic service would be improved
if there was no development. Mr. Clifton will let the
city consultants explain traffic service more thoroughly.
There are a high number of vehicles, however, with
projections and mitigating conditions the 1995 level of
service is improved with intersection improvements and 1995
is when they expect to be built out.

Joel Haggard, 1515 IBM Building, Seattle - he is attorney
representing the owner and developer of the Campus Park
property; the developers, Hank Jasper and Tom Dillon are
present tonight and have prepared and submitted information
regarding the plat to the council. Please refer to section
3, which is a brief chronology of the project. Also,
section 4, highlights various catagories, i.e., drainage,
wetland, internal traffic, off-site traffic. Section 6
indicates the construction totals almost three quarters of
a millon dollars. As Councilmember Templeton suggested, it
is difficult to understand that the situation will improve
when you put more cars on the road, but it does work.
Mr. Haggard introduced Jeri Rinart from David Hamlin &
Associates who is a professional engineer involved in
traffic, and even though she has been retained by the
developer, the county's experts in traffic and Wilsey &
Ham's consultant have all come to the same conclusion. They
all agree that these improvements are required and 330th
need not be extended at this time, in fact, the city's own
situation would be worse in the future by extending 330th
thru.
Ms. Rinart responded to the question regarding stop sign
control vs. other control at 11th and South 324th--after
analyzing for stop sign control, she realized it wouldn't
operate adequately, so they are proposing a traffic signal
installation for that intersection, which would be the new
northerly access into the proposed development.
Councilmember Webster asked about traveling east on 324th
out of the development and if there will be a left-turn
signal to allow traffic to turn left onto 11th Avenue
without having to wait for oncoming traffic. Per Ms.
Rinart, as proposed now, is not needed. Councilmember
Handmacher asked if it has a stacking lane and Ms. Reinart
responded no--it is shown as a 4-lane arterial on both
streets on Exhibit G.
Ms. Rinart responded to the question about the
intersection of South 333rd--that intersection was not
requested by King County as one of the critical locations,
so was not included in the report as part of the traffic
analysis. Councilmember Handmacher said he is concerned
about the fact that the County didn't request consideration
of that area.
Councilmember Templeton inquired how they are getting
around the transmission tower. Ms. Rinart responded that
she is not a highway engineer, so Mr. Clifton may be able
to answer that question.
Councilmember Handmacher asked about the effect of the
330th connection on the intersection of 336th and 99.
Ms. Rinart referred to information in her report,
tables 6, 7 and 8, which reflect levels of service for

Attorney Haggard tried to explain the confusion. As the
new street is moved out onto 99 in the middle of the plat
there will be more trips on 99 up to 324th or down to 336th
and because there are trips there instead of coming in from
the westside, there will be a change in the level of
service of the critical movement of the turning because
there are more cars on 99. Councilmember Webster is
concerned about the intersection of 336th and 99 due to the
extremely heavy traffic, especially at lunchtime and after
5 p.m.
Attorney Haggard invited the City's engineer to respond
to the above questions. Richard Lowe explained how he made
determinations of traffic flow in the various areas and the
synchronization of signal lights. As stated in the Wilsey
& Ham letter, it is a compilation of tables 6, 7 and 8 of
the report of developer's engineer.
Attorney Haggard discussed the issue of drainage, which
was not discussed in the City's staff report, but was
extensively discussed by King County staff. He presented a
diagram as an exhibit prepared by Kent Stepan, who
described it in detail to the council. Mr. Stepan
explained that the collection system is designed for
internal collection and discharges into pond, and is
controlled at an outlet. Councilmember Handmacher asked if
there is any channelization of water into wetland at this
time? Mr. Stepan said yes, it comes offsite from the
northwest corner of the project and winds down thru the
wetland. It is an intermittent drainage channel and not a
creek--it is dry in the summer and wet when it rains.
There is a drainage system to the north of the area. The
only water that will go into the wetland is what comes from
offsite from the plat to the north. The water from their
their will be a separate internal system that will go into
the pond itself. A condition of the wetland enhancement
plan allows only offsite water to go into the wetland.
Councilmember Gates asked what type of filtration methods
are planned. Mr. Stepan said there will be two
methods--structures in the internal system that will
degrease oil (traps) and also bifiltration around the pond
and biofiltration into the pond from the edges of the
pond. Councilmember Stead asked about the pipe coming out
of the wetland and going into the retention pond. Mr.
Steffan explained it is all offsite water, goes thru the
wetland, into a controlled elevation and then into the
plat's system.
Councilmember Handmacher questioned the transmission
towers, which Councilmember Templeton asked about earlier.
He said they don't look like there is 60 feet right-of-way
between the two towers that will have to be crossed. Mr.
Steffan said there is 80 feet between them and they will
have to put in a 60-foot improved section (includes
sidewalks). BPA has approved it--not only the horizontal
distance between the towers, but the vertical distance
between the lines--there must be a minimum.

Attorney Haggard made one final comment--they went thru
the County's staff report, as well as those of the City
staff and citizens and all of those concerns have been
addressed. For example, he notes thoughout the report--the
Federal Way Department of Community Development states it
concurs with the recommendations of their consultant,
Wilsey & Ham/Pacific, and concludes with the recommendation
for approval, subject to the conditions. He recognizes
that based on council's personal experiences, there have
been some additional factors suggested and some questions
raised. He feels we must all trust our consultants on the
various issues, and would like to conclude with one
comment--his clients concur with City staff and urge
approval, subject to the conditions.
Mayor Ertel recessed the meeting for 5 minutes at the
hour of 8:45 p.m. The meeting reconvened at the hour of
8:50 p.m.
PUBLIC COMMENT
Mayor Ertel opened the meeting for public comment.
Bob Hash - Fire Chief, Fire District No. 39. The
department has not taken an active part in land use issues
to date, but will take an active part in the future. They
are concerned about egress without adequate access to 99.
They don't feel 330th and 1st have been adequately
addressed, and are very dangerous intersections. Also,
324th and 11th Place South are inadequate for left-hand
turns. Also, at 99 and 330th--a traffic light would enable
foot traffic to cross safely--in 31 years with the fire
department he knows of three fatalities at that location.
Ralph Ruppert, 3547 Canterbury Lane, Kent. Has shopped
in the area for 25 years, so has seen the area grow. He is
a shareholder in the plat--it is obvious that the city will
grow and we need services and products.
Joe Mahoney, 31416-8th Avenue So. He would like to make
the suggestion that from 336th north to 11th Avenue that
somewhere in that area would be consideration for bike and
recreational areas.
Steve Varga, 1403 South 330th. He owns the southeast
corner of the property. He operates Midway Auto Wreckers
and needs access, so he is able to continue operating his
business.
Jim Cron, 912 South 296th. As chairman of the
Transportation Committee of Federal Way Community Council,
and also member of D.I.R.E., he has been reviewing this
area for over a year. The developer and engineer were
interested in comments from the community and one of their
comments was the suggestion to bring the access to the east
over to 99 at 330th. He favors the project as it is good
use of land and will increase the tax base.

Suzanne Myra, 842 South 327th. Has lived in area for 20
years--near the power lines. She has raised six children
and is a firm believer in families and community and she
doesn't see anything that will be beneficial if the land is
used as is being proposed. She feels the City needs a
park, a senior citizen center, etc.
Bob Gerend, 14877 S. E. 50th Street, Bellevue. He is one
of the partners in the project and has been elected to
speak for the other partners. They carefully selected
their developers and feel they are the best experts to put
together a quality project, and are anxious to go forward.
No other citizens came forward to speak at this time.
Attorney Haqqard explained that there will not be any
additional load on the schools, there will simply be an
increase in tax dollars for the city and schools. In
response to Mr. Cron's concern about the intersection of
1st and 333rd--their traffic expert indicated that King
County did not require examination because it didn't meet
the minimum traffic requirement. After hearing council and
citizen remarks tonight he recognizes there may be a
concern--he would suggest that the applicant's and city's
consultants examine the site distance configuration of the
intersection of 1st and 333rd as a result of the traffic
associated with this development. Then, as a result of
that, any appropriate corrections could be done--there is
the assurance that it is looked at, but the record is
indicated thus far that there is no significant impact or
one requiring mitigation.
There was a suggestion regarding 11th and 324th
intersection regarding the left-turn movement. He would
like to ask Jeri about the possibility of including a third
lane for left turns. Mr. Lowe said the lights could be
adjusted to allow cars turning left to have some additional
time, and can always be changed as traffic warrants.
Another choice would be to have a green arrow, as well as
the green ball.
Attorney Haqqard is willing to accept as an additional
condition, condition 25 (since examiner had 24) that would
reflect the above comments. He is also willing to accept
another condition of the preliminary plat approval, a
condition setting aside a "City Pride Park Trail",
consistent with field observations and review. Finally,
with respect to Chief Hash, he understands his concern
about getting into the area for emergencies. He would like
to suggest that they will continue to work with him during
the project development and building permits to assure all
of the adequate UFC and UBC requirements are met. With
those additional conditions, he would like to repeat his
concluding comments--he finds their consultants and the
City's consultants are in agreement, and that their
consultants are in agreement with City staff, who are in
agreement with King County Hearing Examiner. The record is
established, is available and recommends unanimous

approval, subject to conditions. The conditions as
outlined by the examiner, as modified by Mr. Clifton with
respect to condition 18(b) using the BALD report (instead
of the examiner's report due to the typo) and the two
additional conditions just discussed: (1) having the
consultants' review, subject to City's review of the
intersection with respect to addtional left turn; and (2)
with respect to the meandering trail as represented on the
exhibit.
Councilmember Handmacher: In the original drawing for
this plat there was a connection for 332nd, which was
dropped as part of the redesign to allow for connection of
330th. He asked if the applicant would have any objection
to reinstating the connection to 332nd, as an additional
circulation element to the 330th connection.
Attorney Haqqard consulted with his clients, and responded
they are not willing to add that additional condition.
Councilmember Gates asked if grading would be done by City
or County standards. City Manaqer McFall explained it
would be done under City regulations. She also asked if
City staff had talked with the applicant about bike path
striping throughout the development. Mr. Lowe said that
issue had been addressed in the report--there is a section
allowing for bicycles since there is no parking and very
few driveways on road. It will need to be addressed
further for safety factors.
Councilmember Templeton asked if City has heard from the
City Pride Park Association. City Manaqer McFall said the
City hasn't had a response with respect to this specific
subdivision, however, he has had prior discussions which
are consistent with the Association's ultimate plans.
Mayor Ertel closed the public hearing, and advised that the
Council will now deliberate on this plat.
COUNCIL DELIBERATION
Councilmember Templeton asked if there is a standard for
open space and community use. Mr. Stepan responded that
the plat is limited to 60% of site coverage, including
asphalt and buildings, so 40% of all development is
required to be set aside for open space and landscaping,
but not for public use.
Councilmember Handmacher favors the development as an
office park plat, but is concerned about the traffic
problem--one being the intersection at 333rd and 1st. He
does not want to see the plat approved until that study is
completed. Two other problems he is concerned about--the
connection to 99 at 330th, which is critical, and that of
opening up a connection at 332nd, which could be
beneficial. An earlier concern of the Council was opening
up new connections, so it relieves existing intersections.
He strongly feels the 332nd connection should be part of
this plat--330th also needs to be opened, and he feels

these connections should be made as a part of the
preliminary plat approval. Mayor Ertel agreed with
Counci1member Handmacher that more intersections are
needed. Counci1member Gates also wants 333rd considered as
an intersection, especially due to safety. After listening
to Mr. Varga she agrees with his suggestion and also wants
330th freed up for the development, as well as respect for
Varga's business. She also respects Fire Chief Hash's
position and wants to thank him for taking such a position
that will ultimately help the Council make its decision.
She also wants bike path striping for the public.
Councilmember Marks remarked about Exhibit C where it
mentions three quarters of a million dollars for road
improvements for important intersections--he too is
concerned about the senior center, and wants to give an
affirmative to the other Councilmembers' suggestions.
Councilmember Webster said he has many of the same conerns
regarding traffic flow and he is not convinced that an
intersection at 330th would be a detriment--he feels it
would relieve some of the pressure at 336th.
Councilmember Handmacher asked City Attorney Wallace about
the Council's options for connecting 330th to 99 for this
plat--(l) could we require the developer to obtain the
right-of-way and put in the roadway if Mr. Varga is
cooperative; or (2) could the City work with the developer
to acquire the right-of-way and then have developer install
the road connection with City doing so under some type of
condemnation procedure--are both of those options open or
are there other options? City Attorney Wallace said both
are potential options, however, if the developer is not
willing to participate, the Council will have to find, as a
direct result of the impact of the plat, a need for
additional conditions.
Councilmember Handmacher moved to continue the public
hearing until July 3rd at 7:00 p.m., to take additional
testimony regarding traffic at 333rd and 1st Avenue; Second
by Councilmember Stead. Discussion: Councilmember
Handmacher explained that some helpful information would be
an estimate of the cost of acquiring the right-of-way along
330th; City Manager McFall explained we could obtain some
rough cost estimates. Councilmember Marks asked if it is
possible to approve the plat with the agreement that a
traffic study would be done. City Attorney Wallace said it
is possible, but the question is whether you want the
traffic study information prior to approval or afterwards;
an after approval situation would set the requirements for
study by City staff and whatever mitigation is identified,
the applicant would have to accomplish those mitigation
measures--it is mainly for the Council's comfort.
Councilmember Stead said he has made it clear that he
doesn't like cul-de-sacs and he would like to see more
access to this plat; for the applicant's benefit, he would
like to see some further investigation even beyond 333rd
and 1st regarding access. His concern is that it looks

like all vehicles will be dumping out of three
intersections and that will have a detrimental effect on
present traffic. Motion to continue passed as follows:

Gates explained this is a replacement Resolution since the
Interim Finance Director has cycled out and the new Finance
Director, John Moir, is coming aboard, and we need to have

etc. Councilmember Templeton spoke on behalf of everyone
affiliated with the City, as to the great job Ted Bennett
did and how much his work was appreciated. Motion passed

A Resolution of the City Council of the City of Federal
Way, Washington, Designating "Family Fest" as an Official
Celebration of the City and Declaring the City's Intent to
Sponsor "Family Fest" as an Annual Civic Event
Motion to approve Resolution No. 90-31 by Councilmember
Templeton; Second by Councilmember Handmacher.
Councilmember Marks said he feels Family Fest is a good
thing, a worthy idea and wonderful for the City, but he
thinks other activities are also worthy and doesn't feel
one particular event should be singled out. He feels this
Resolution is inappropriate and should be thought out more
thoroughly. He understands the insurance for this year has
already been covered through the City, but doesn't think it
should be done on an annual basis. Councilmember
Handmacher explained that the City agreed to do this, so
Family Fest could be covered under the City's insurance
this year.
Motion made by Counci1member Stead to amend the Resolution
to delete the word "annual" from the preamble and text of
the Resolution; Second by Counci1member Handmacher.
Councilmember Webster wanted to clarify that this event
isn't the only worthy one, but he feels that this type of
event could be used as an example of future activities
within the City. Councilmember Marks doesn't think the
Council should set a criteria. Motion to amend Resolution

Councilmember Templeton said he feels it is the City's
responsibility to be an advocate and agent for programs and
activities such as Family Fest and future ones, and should
be reviewed on their merits. Those programs will help the
City become more liveable, and should be a priority for
all. He has no problem endorsing events that will be a
positive activity. He feels Mary Ehlis and the Family Fest
group, including any future ones, deserve the City's
support. Motion to approve amended Resolution No. 90-31

time. Councilmember Handmacher pointed out that since
there is an August 15th deadline regarding the
determination of an access road, he is not sure whose
responsibility it is to make that decision. Per City
Manager McFall, it is the City's responsibility since the
applicant didn't want to do it and is not required to to do
so. Councilmember Templeton is concerned about some
statements by neighbors of the plat about possible runoff
problems. City Manager McFall explained that the City
needs to rely upon engineering expertise, which is saying
the release rate is adequate. Councilmember Marks advised
he talked with the developer about the drainage problems in
the area following the public hearing. Councilmember Gates
pointed out that this is the plat with the meandering
trail. City Manager McFall pointed out that there
shouldn't be any problem with meeting the August 15th
deadline. He explained if 44th Avenue could be realigned
it would give a cross intersection on Dash Point Road to
help control any drainage problems. Motion to approve

Way, Washington, Approving the Preliminary Plat of
Grousepoint III, King County Building and Land Development

Motion to approve Resolution No. 90-33 by Councilmember
Marks; Second by Councilmember Stead. Councilmember
Handmacher pointed out that we are reviewing the draft
dated June 4th, and stated his recollection was they
approved this plat, subject to a full width road with full
development on both sides of the road--the Resolution draft
doesn't provide for sidewalk on the souths ide of the road.
Councilmember Stead recalled that they were only talking
about curbs and gutters on one side, but he likes the idea
of having sidewalks. Mayor Ertel said when they were
discussing half streets, they decided there should be curbs
and gutters, but the motion was to require full
right-of-way. Councilmember Handmacher said full
right-of-way is 60 feet and this says 48 feet.
Councilmember Handmacher moved to amend Resolution No.
90-33 to provide for full street improvements on the north
and south sides of Southwest 342nd, including curbs,
gutters and sidewalks; Second by Councilmember Templeton.

COUNCIL REPORTS

Councilmember Handmacher reported that Land Use Committee
met last night with Mary Kennedy of S.O.C. to talk about
parking and traffic for Goodwill Games Pool. He also feels
the City Council needs to make a decision regarding C.O.G.
and should set up a study session as soon as possible to
discuss same. Mayor Ertel set discussion for agenda of
June 19, 1990.

Councilmember Templeton reported that Human Services
Committee has turned over Summer Teen Program to provider
and displayed logo designed for program as arranged by
Councilmember Gates without cost to the program. The
committee will meet again on June 19, 1990, at 5:30 p.m.,
in Council Chambers, to discuss formation of Human Services
Commission. He also has meeting scheduled on June 20,
1990, at 9:30 a.m., at Coco's Restaurant, with Carolyn
Villa of Senior Citizens.

Councilmember Gates reported on Budget/Finance/Insurance
Committee. Will meet on June 8, 1990, at 7:30 a.m., to
discuss draft of seasonal and transitional business
ordinance; also procedure for reviewing first three months
of City business regarding expenditure and revenue, as well
as a start for the next three months since there is now a
permanent Finance Director. City Manager McFall explained
that John Moir, Finance Director, officially commences work
on Monday, June 11, 1990, and he and John will meet over
the weekend to start communication.
Counci1member Marks reported that Public Services Committee
has reviewed all current ordinances being proposed for
adoption. Councilmember Templeton reported that he has
seen the Federal Way Bike Patrol back on duty recently due
to renewal of contract with the City and King County.
Counci1member Stead reported the Facilities/Personnel
Committee has reviewed council meeting rules and procedure
and will be scheduling another meeting to look at those
rules again.
Councilmember Webster reported on Parks & Recreation
Committee. They will be meeting tomorrow morning at 7:30
a.m., in Council Chambers, at which time Chair of Family
Fest will report; Jerry Draggoo, Consultant for Parks &
Recreation Comprehensive Plan, will give briefing and
answer questions; and City Manager McFall will give update
on all activities relating to acquisition of open space.
Mayor Ertel reported that she will give report on her
Pittsburg trip later. Also had question from citizen about
licenses and procedure for businesses in City, so that is
something Public Services Committee should take a look at
soon.

Councilmember Handmacher said he previously had a proposal
from a constituent living on 356th for a "jake break"
ordinance and asked staff about status. City Manager
McFall reported nothing had been drafted yet, but could be
developed quickly.
Councilmember Marks mentioned he would like any
Councilmember attending a function to report back to the
entire Council with oral or written report. Mayor Ertel
agreed such reports would be extremely helpful for everyone.
Councilmember Templeton commended City Manager McFall on
the "bay area" of City Hall and its appearance.
XI.
CITY MANAGER REPORT
City Manager McFall requested Council take action on the
two plats previously given approval, Soundview Manor and
Grousepoint III, and declare they are on Attachment B of
King County list, so they can be administered by King
County for enforcement purposes. This comes as staff
recommendation from his office, as well as the Community
Development Department. Mayor Ertel asked who is
responsible for code enforcement. City Manager McFall
explained the City is responsible. Staff explained King
County is responsible to follow through with conditions of
approval on plat, but City can monitor and bring to King
County's attention if complaints are received.
Councilmember Handmacher said he has no problem sending
back Grousepoint III, but questions sending back Soundview
Manor until August 15th deadline regarding 44th Avenue
intersection information is available. City Manager McFall
explained a motion to that effect is necessary.
Councilmember Handmacher moved to put Grousepoint III back
on Exhibit B of King County list; Second by Councilmember

AUDIENCE COMMENT

Jim Cron, 912 South 296th. Asked if Council is sending a
representative to T.I.B. meetings and, if so, who? City
Manager McFall responded no one at this time, but there
will be a meeting in Wenatchee during the AWC convention
and he plans to attend. Mr. Cron said he understands the
ordering of those projects involves alot of politics and
lobbying, and if the City doesn't participate, won't be
included. City Manager McFall explained that he is aware
of the requirements.
