CALL MEETING TO ORDER
Mayor Ertel called the City Council special session to
order at the hour of 7:05 p.m., on the 14th day of August,
1990, in Council Chambers, Municipal Building, Federal Way,
Washington.
II.
PLEDGE OF ALLEGIANCE
Councilmember Handmacher led the flag salute.
III.
ROLL CALL OF COUNCIL
Present: Mayor Debra Ertel, Deputy Mayor Mary Gates and
Councilmembers Jim Handmacher, Lynn Templeton and Bob Stead.
Excused Absence:
Councilmembers Joel Marks and Jim Webster.
Staff Present: J. Brent McFall, City Manager; Sandra
Driscoll, City Attorney; Steve Anderson, Assistant City
Manager; Ken Nyberg, Assistant City Manager; John Moir,
Finance Director; Jim Shanks, Public Works Director; Kathy
McClung, Permit Manager; Larry Springer, Long Range
Planner; Sheryl Trent, Intern; Pat Floyd; Sandy Petitt,
Senior Secretary; Bob Hash, Fire Chief; Frank Atchley,
Police Department Operations Lieutenant; Maureen Swaney,
City Clerk; and Chris Green, Senior Secretary.
Media Present: Kurt Herzog, Federal Way News; Joe Turner,
Morning Tribune; and Leon Espinoza, Seattle Times.

AUDIENCE COMMENT
Nancy Edmiston, 32314-11th S.W., Federal Way. Lives in
Westridge area. Their homeowners association is concerned
about traffic problems in area and suggests speed bumps,
stop signs or islands to help alleviate problems. She
presented safety petition with 70 signatures to council.
Marlene LeTourneau, 32211-11th S.W., Federal Way. Also
spoke regarding 11th and Westridge area traffic. She
talked earlier with King County about possible installation
of a reader board.
Norris Johnson, 3321l-26th Avenue S.W., Federal Way. Spoke
about day care fees. Feels home businesses already go

through enough hearings and site plan reviews, and since
some day care homes only gross $l,OOO/month, encouraged
council to change process and fees.
Lynda Collins, 124 S.W. 313th Street, Federal Way. Also
spoke on day care fees. She is concerned about $75 fee, as
claims other cities in area range from $5 to $35.
Penny Stevens, 4720 S.W. 325th, Federal Way. Spoke on day
care fees. Also concerned about $75 fee because of other
fees connected with those businesses.
Ed Stickel, 1228 S.W. 296th, Federal Way.

Donna Quimby, 30011-6th S.W., Federal Way. Spoke on day
care fees. Gave comparison of neighboring city fees. Said
fees discriminate against women and small businesses.

COUNCIL BUSINESS
1.
Telephone System Proposal
Mr. McFall introduced Steve Anderson who gave brief review
on staff study comparisons of phone systems for audience
information, as council received complete information prior
to meeting. Staff recommends AT&T system due to its
reliability, and the fact it can be easily tied in with
fire, police and water/sewer departments. Councilmember
Stead said he understands fire department has had good
service with system, and Mr. Anderson responded the system
has met all their expectations. Councilmember Handmacher
asked if AT&T has presented a complete cost breakdown,
including voice mail. Mr. McFall explained the voice mail
cost is approximately $16,000. It also has the ability to
feature city job line information with voice mail. Mr.
McFall further explained that over the seven-year life of
system, the savings with the fire department alone will far
exceed any capital cost, as well as having system expansion
ability. Councilmember Templeton asked if it could be
moved to another location if necessary. Fire Department
Representative Nedrow explained system is completely
moveable and can function independently. Deputy Mayor
Gates said she is concerned about emergency preparedness
and wants city to be lead agency and asked if there are any
figures available in that type situation. Mr. Nedrow said
he has not seen any figures regarding emergencies.
Motion by Councilmember Stead to authorize City Manager to
enter into contract to purchase telephone system as
recommended by staff; Second by Councilmember Templeton.

Discussion: Councilmember Handmacher said he feels AT&T is
the Cadillac of systems cost wise, but also feels its
features are superior to others. Mayor Ertel commended
staff on their very complete report. Deputy Mayor Gates
said as much as she dislikes voice mail, she knows it is an
important part of the system. Councilmember Templeton said
the system is expensive, but comparing it with the other
two systems feels it is the best one. He said if the fire
department is satisfied, so is he. Mr. Anderson thanked
council and staff for a job well done.

AUDIENCE COMMENT
Elaine Chill, 29810-24th Place S.W., Federal Way. She
supported city incorporation, but recently had an
unpleasant experience with slow police response time for
emergency 911 call.
VII.
ADJOURN
With no further business to come before the council, Mayor
Ertel adjourned the special session at 7:50 p.m., at which
