Council MIN 08-28-1990 Special CITY COUNCIL MINUTES City of Federal Way, Washington Municipal Building - City Council Chambers August 28, 1990 - 7:00 P.M. I. CALL MEETING TO ORDER Mayor Ertel called the Special Session City Council meeting to order at the hour of 7:00 P.M., on the 28th day of August, 1990, in City Council Chambers, the Municipal Building, Federal Way, Washington. Present: Mayor Debra Ertel, Deputy Mayor Mary Gates, and Councilmembers Jim Handmacher, Lynn Templeton, Joel Marks, Bob Stead and Jim Webster. Absent: None. Staff Present: J. Brent McFall, City Manager; Sandra Driscoll, City Attorney; Maureen Swaney, City Clerk; Steve Anderson and Ken Nyberg, Assistant City Managers; John Moir, Finance Director; Jim Shanks, Public Works Director; Sheryl Trent, Acting Personnel Director, and Mickey Corso, Parks and Recreation Director. Media Present: Leon Espinoza, Seattle Times, and Joe Turner, Tacoma News Tribune (arriving at 7:19 P.M.). II. EXECUTIVE SESSION - RCW 42.30.l10(b) The Mayor announced the Councilmembers would go into Executive Session, at the hour of 7:01 P.M., for fifteen (15) minutes. At 7:16 P.M., City Attorney Driscoll announced the Councilmembers would continue their Executive Session for another ten (10) minutes. The Council returned to Special Session at the hour of 7:l9 P.M. III. SPECIAL SESSION CONTINUED Mr. McFall announced that the City has been negotiating a joint property purchase with the owners of Golfun property which is located adjacent to the Water and Sewer District and Fire District facilities on First Avenue South. He said tentative agreement has been reached for acquisition for the sum of $1,050,000 to be split among three agencies - 50% by the City of Federal Way, l/3 by the Water and Sewer District, and 1/6 by the Fire District. ORIGINAL City Council Meeting Minutes August 28, 1990 - Page Two Mr. McFall told the Councilmembers that the planning process will include the entire site with the Water and Sewer District and Fire District property - then the shares will be determined by the percentage of land each agency is utilizing. The Councilmembers were told that no decision has been made on the ultimate use of the property; examples were given why the purchase is a sound acquisition at this time. Mr. McFall requested that the City Council authorize the City Manager to enter into a Purchase and Sale Agreement, for the City of Federal Way to bear 50% of the initial acquisition cost which is $1,050,000, and further, to authorize the City Manager to negotiate an interlocal agreement with the Water and Sewer District and Fire District to bring back to the City Council, for approval, which sets forth the details of the cost-sharing and the planning process. MOTION: Counci1member Webster moved to authorize the City Manager to enter into a Purchase and Sale Agreement, for the City of Federal Way to bear 50% of the initial acquisition cost, which is $1,050,000, and further, to authorize the City Manager to negotiate an interlocal agreement with the Water and Sewer District and Fire District, to bring back to the City Council, for approval, which sets forth the details of the cost-sharing and the planning process; Second by Councilmember Marks. Counci1member Handmacher asked for clarification on how the purchase would be financed. Mr. McFall said that invested funds would be used and be reimbursed by debt issuance. The Council continued to meet in a Study Session for a presentation on the Fire District Lid Lift, the presentation of a City log, update on parks and the 509 freeway.
