I.
CALL MEETING TO ORDER
Mayor Ertel called the City CoW1cil Regular Meeting to
order at the hour of 7:03 p.m., on the 18th day of
September, 1990, in CoW1cil Chambers, City Hall, Federal
Way, Washington.
II.
PLEDGE OF ALLEGIANCE
Councilmember Marks led the flag salute.
III.
COUNCIL ROLL CALL
Present: Mayor Debra Ertel, Deputy Mayor Mary Gates and
Councilmembers Lynn Templeton, Joel Marks, Bob Stead and
Jim Webster.
Excused Absence:
Councilmember Jim Handmacher.

AUDIENCE COMMENT
Don Larsen, 32l30-32nd Avenue S. W., Federal Way, expressed
his concern about airport noise.
Mayor Ertel said the coW1cil has been contacted by the
cities of Sea-Tac and Des Moines and asked to join their
opposition of a third rW1way at the airport. Mr. McFall
reported the subject is tentatively scheduled for the
coW1cil study session on September 24th.

V.
PROCLAMATION AND PRESENTATIONS
1.
Logo Prize Award
Mayor Ertel introduced and presented the following members
of the logo selection committee with certificates of
appreciation: Don Eiler, Hope Elder, Scott Fisher, Rosalie
Luce and Rudy Raspa. She also presented the winner, Donald
W. Burgess of Auburn, with the $500 cash prize donated by
the Filipino/American Society of Federal Way.
2.
Fire Prevention Week Proclamation
Mayor Ertel read and presented the proclamation to Chief
Bob Hash, Federal Way Fire District.
3.
Federal Way Little League Baseball Team Introduction
Mayor Ertel introduced the Federal Way Little League
Allstars, winners of the 1990 Washington State Little
League Title: Manager Rich Long, Coach Clark Bellessa and
team members Kevin Anderson, Aaron Bellessa, Jeff Cook,
Kevin Larson, Allen Long, Marcus Mullner, Casey Nelson,
Alex O'Brien, Travis Patterson, Jason Thronebery, Barth
Riedel, Josh Steele, Justin Stiles, Jeff Stone, Eric Storm,
George Thompson, Kevin Ulrich and Micah Yarbrough. The
team expressed appreciation to the council for sending the
telegram while they were in California for the regionals.

VII. COUNCIL BUSINESS - (Next Ordinance No. 90-74)
1. First Reading Ordinance - Federal Way Retirement System
AN ORDINANCE OF THE CITY OF FEDERAL WAY, WASHINGTON,
RELATING TO SOCIAL SECURITY, ESTABLISHING THE CITY OF
FEDERAL WAY EMPLOYEES' RETIREMENT SYSTEM AS A SUBSTITUTE
FOR SOCIAL SECURITY AS AUTHORIZED BY THE FEDERAL SOCIAL
SECURITY ACT AND APPLICABLE STATE LAWS.

Mayor Ertel introduced first reading of the Social Security
Ordinance. Mr. McFall explained a unanimous decision must
be made to establish a cap on city contribution for the
retirement system; staff recommends the equivalent of
social security contribution. He introduced John Moir to
answer any questions council may have regarding the
ordinance. Councilmember Stead asked if the city
contribution could be limited, while allowing employees to
contribute the maximum; Deputy Mayor Gates and
Councilmember Marks concurred. Mr. Moir will research the
issue and provide information to council at next week's
study session.

Providing for Issuance and Sale of Bonds
AN ORDINANCE OF THE CITY OF FEDERAL WAY, WASHINGTON,
PROVIDING FOR THE ISSUANCE AND SALE OF LIMITED TAX GENERAL
OBLIGATION BONDS OF THE CITY IN THE PRINCIPAL SUM OF
$1,710,000 FOR PROVIDING FUNDS TO FINANCE THE RENOVATION
AND EQUIPPING OF A CITY HALL AND TO PURCHASE LAND FOR CITY
PURPOSES; PROVIDING THE DATE, FORM, TERMS AND MATURITIES OF
SAID BONDS; PROVIDING FOR THE DISPOSITION OF THE PROCEEDS
OF SALE OF SUCH BONDS; PROVIDING FOR THE ANNUAL LEVY OF
TAXES TO PAY THE PRINCIPAL OF AND INTEREST ON SAID BONDS;
AND PROVIDING FOR THE SALE THEREOF.
Mayor Ertel introduced first reading of bond ordinance.
Councilmember Marks questioned rate of interest, and Mr.
Moir explained percentage will be set at time of bond sale,
with an approximate total debt service of $2,100,000.
Councilmember Webster asked for clarification regarding
redemption language on page 6, section 5; Mr. Moir
explained bond costs. CoW1cilmember Marks asked about
status of lease term for city's original IBM 400
computer/printer system; Mr. Moir explained the agreement
was voided and credit will be given to city for return of
the equipment. Mr. McFall reported bond sale award will be
made by council at October 16th meeting.
VIII.
CITY MANAGER REPORT
Mr. McFall annoW1ced CommW1ity Development and Public Works
Departments will be closed this Friday for in service staff
training. Phones will be answered by other personnel.
He also annoW1ced construction/tenant improvements for the
new city hall are proceeding with November 6th as the

anticipated occupancy date. He invited councilmembers to
contact the office to schedule a tour of the new premises.
Mr. McFall reported staff is currently preparing the
preliminary expenditure report for coW1cil review during
the month of October.
He reported the city manager evaluation forms have been
distributed for coW1cil review. The suggestion was made
for council to possibly meet on evening of October 4th to
discuss the process, however, that decision can be made at
a later date.
Mr. McFall announced an employee's purse had disappeared
from city hall facilities, so all outside locks have been
changed; replacement keys will be distributed to
coW1cilmembers tonight.
CoW1cilmember Templeton suggested the city host an open
house in the new facilities. Mr. McFall explained the
second floor would be ready for occupancy approximately 60
days after the initial move, so suggested the open house be
scheduled at that time.
Mr. McFall asked Mickey Corso to give updated report on
parks, recreation and open space acquisitions. Mr. Corso
reported a tremendous citizen turnout for the two workshops
recently sponsored by parks and recreation; the top three
proposed program interests: (1) cultural arts; (2) improved
parks system; and (3) city beautification & teen programs.
He reported staff will prepare mailouts to all citizens who
participated in the workshop; he distributed copies of the
workshop results to coW1cilmembers. Mr. Corso introduced
Jerry Draggoo, city park consultant, who furnished
coW1cilmembers with a status report on the King County Open
Space Program. He reported the commW1ity council will be
doing a parks/recreational survey commencing this Friday,
with a training session scheduled for Thursday evening.
Staff is researching possible sites for parks within the
city. They reported the school district is very open to
the suggestion of joint park agreements with the city.
Both Mr. Corso and Mr. Draggoo reported a lack of sports
fields within city and will be doing survey in this area.
CoW1cilmember Templeton inquired about the criteria for
land acquisition for parks. Councilmember Webster
suggested the city circulate information alerting citizens
who may have or know of properties available for park
acquisition sites. The county has seven open space sites
being reviewed at this time, with two sites within city
limits. Mark Freitas is researching possible areas. The
areas being considered are: Adelaide/Lakota, Camelot Park,
Hylebos #1 and #2, Lutherland/Lake Killarney, Spring Valley
and S.W. 363rd/12th-14th Avenues. The council especially

expressed interest in the Lake Killarney site, which is
owned by Weyerhaeuser; since it is outside city limits, all
coW1cilmembers agreed that a letter should be directed to
the COW1ty coW1cil reflecting Federal Way's interest in
acquisition of the site. The appraiser overlooked two
buildings during the Spring Valley appraisal, so it will
take another week or so to complete that process.
Mr. Draggoo asked the council if the condemnation
is a viable option, and council agreed it is.
Councilmember Stead said it is a legal option;
CoW1cilmember Webster said he would, however, like
at each case individually.

CoW1cilmember Marks asked if the city can negotiate with
the COW1ty to bring existing parks up to standards prior to
taking over maintenance and operations. Mr. McFall
explained the city can do some negotiating, but it will
probably involve payment to city in lieu of improvements.
Preliminary review of amoW1t could be in neighborhood of
$225,000, more or less, and is negotiable; staff will
attempt to obtain maximum fW1ds for the city.
CoW1cilmember Templeton reported the next parks task force
will meet November 7th. He also reported there are
currently two openings on the committee.
Mr. Corso explained the King County park programs will
continue thru the summer of 1991; the city will take over
in approximately September 1991, at which time the staffing
process will commence. The city will commence maintenance
and operation of all parks in January 1991. CoW1cilmember
Templeton asked if the city will inherit equipment from the
COW1ty. Mr. Corso responded yes and said he will request
an inventory of all items, as a complete list will be
required for insurance and replacement purposes. The
cOW1cil discussed the Helen Stanis house in Steel Lake
Park, which will be torn down due to the presence of
asbestos.
CoW1cilmember Templeton reported he received a letter from
a citizens' group in Dumas Bay regarding safety concerns in
their park areas. Mr. McFall said staff will follow-up
with a response.
Deputy Mayor Gates said she received a call from citizens
in neighborhood of South 320th and Hoyt Road regarding
noise and safety concerns. Mr. McFall reported he will
have staff follow-up with the inquiry.
Deputy Mayor Gates reported the Historical Society must
move out of its present location in October and is
currently searching for a new site.

IX.
COUNCIL REPORTS
CoW1cilmember Templeton, Chair of Human Services Committee,
reported the next meeting will be Monday, September 24th at
7:00 p.m., to discuss 1991 funding process and 1992 budget
process. The next Human Services Commission will meet
September 28th at 7:00 p.m., to discuss child/family
resources and 1991 budget allocations. He also reported
the Birth to Three Development Center is commencing
construction for their new facility, and expressed thanks
to Mr. McFall. Mr. Nyberg and Mr. Shanks for their help
during the planning process.
Deputy Mayor Gates, Chair of Budget/Finance/Insurance
Committee, reported they met this morning to hear a
briefing from Jack Stanford, city insurance agent,
regarding public officials bonding; they also received a
budget briefing. The next meeting has not yet been
scheduled.
CoW1cilmember Marks, Chair of Public Services Committee,
reported the committee will be responding to a letter from
the water/sewer district regarding policy issues, but will
first set its general policy.
Mr. McFall reported study session agenda for September 25th
may include discussion of the coW1cil committee structure.
CoW1cilmember Templeton asked about COW1ty responsibility
for road work, i.e., stripes and reflectors wearing off at
4th South and 314th. Mr. McFall will have staff
investigate and respond.
Bob Stead, Chair of Facilities/Personnel Committee,
reported committee is reviewing city manager evaluation
process, coW1cil travel and ethics; staff is presently
working on presentation for committee structure as reported
earlier by city manager.
Councilmember Webster, Chair of Parks/Recreation/Cultural
Arts Committee, apologized for missing the finance meeting.
He reported the next committee meeting is tomorrow morning
at 7:30 a.m., at which time a representative from Federal
Way Baseball, Inc. will discuss the proposed stadium within
the city. Open space issues will also be discussed.
Mayor Ertel reported the next meeting of South King County
Mayors will be held October 10th, and will attempt to meet
on a regular basis to discuss mutual concerns affecting
their cities.

AUDIENCE COMMENT
H. David Kaplan, 30240-27th Avenue South, Federal Way,
suggested the city hall open house be combined with first
anniversary of the city. He pointed out he had expressed
concern about accepting the COW1ty parks in substandard
conditions at the previous week's parks/open space hearing
at Decatur High School.
Mayor Ertel announced she will be in Spokane Thursday and
Friday, to meet with citizens discussing incorporation for
the new city of Chief Joseph.
All those present sang "happy birthday" to Councilmember
Marks.
