Council MIN 10-09-1990 Special CITY OF FEDERAL City Council Minutes WAY City Council Chambers - City Hall 31132 28th Avenue South - Federal Way, Washington October 9, 1990 SPECIAL SESSION A special session City Council meeting was called to order by Mayor Debra G. Ertel, on the 9th day of October, 1990, at the hour of 5:45 p.m., in City Council Chambers, Federal Way City Hall, 31132 28th Avenue South, Federal Way, Washington, for the purpose of holding an executive session to evaluate the City Manager. Councilmembers present: Deputy Mayor Mary Gates, Jim Handmacher, Lynn Templeton, Joel Marks, Bob Stead and Jim Webster. Councilmembers absent: None. Staff present: J. Brent McFall, City Manager and Maureen Swaney, City Clerk. Media present: Leon Espinoza, Seattle Times. The executive session adjourned at the hour of 7:00 p.m. and the special session reconvened at the hour of 7: 10 p.m. Additional staff present: Sandra Driscoll, City Attorney; Steve Anderson, Assistant City Manager; Ken Nyberg, Assistant City Manager; John Moir, Finance Director, and John Marchione, Assistant to the City Manager. Mayor Ertel announced that during the review of the City Manager, he received high marks from the councilmembers. 1. ENACTMENT ORDINANCE - Next Ordinance No. 90-75 An Ordinance of the City of Federal Way, Washington, providing for the issuance and sale of limited tax general obligation bonds of the City in the principal sum of $1,710,000 for providing funds to finance the renovation and equipping of a City Hall and to purchase land for City purposes; providing the date, form, terms and maturities of said bonds; providing for the disposition of the proceeds of sale of such bonds; providing for the annual levy of taxes to pay the principal of and interest on said bonds; and providing for the sale thereof Mayor Ertel read the summary title of Ordinance No. 90-75. Motion for approval by Councilmember Stead; Second by Councilmember Webster. Councilmember Marks said he would be voting against this ordinance because of the $390,000 interest charges and the $40,000 bond counsel cost; he agreed the purchases were necessary but felt the City should use their cash to make said purchases. INTERLOCAL COOPERATIVE BIDDING AGREEMENT BETWEEN PIERCE COUNTY AND CITY OF FEDERAL WAY Mr. McFall told the Council that it had been anticipated King County would have done some asphalt overlay work in Federal Way; this did not happen and the City was faced with no pavement maintenance which was not acceptable. Public Works Director, Jim Shanks, contacted Pierce County and they are willing to enter into this agreement which would allow Federal Way overlay projects to be done at the Pierce County bid cost. Mr. McFall said that the Council will receive an outline of the program and the cost analysis at the next Council meeting. He urged the City Council to authorize that the City Manager enter into this interlocal agreement. Motion to authorize the City Manager to enter into the interlocal agreement with Pierce County by Councilmember Templeton; Second by Councilmember Stead. The Councilmembers were informed that the Pierce County contractor was a local company, Woodworth and Company. Mr. McFall assured the Council that the contractor will perform the work at no additional cost over the previously awarded bid amount. Councilmember Stead commended staff on this proposal which he felt was an extremely good deal. The special session meeting adjourned at the hour of 7:21 p.m. and the Council continued to meet in a study session.
