CALL MEETING TO ORDER
A special session of the Federal Way city council was called
to order by Mayor Debra Ertel, on the 23rd day of October, 1990, at
the hour of 7:01 p.m., 'in City Council Chambers, Federal Way City
Hall, 31132 28th Avenue South, Federal Way, Washington.
Councilmembers present: Jim Handmacher, Lynn Templeton, Deputy
Mayor Gates, Joel Marks, Bob Stead and Jim Webster. Councilmembers
absent: None. Staff present: J. Brent McFall, City Manager;
Sandra Driscoll, City Attorney; Ken Nyberg, Assistant city Manager;
Steve Anderson, Assistant City Manager; John Moir, Finance
Director; Jim Shanks, Public Works Director; John Marchione,
Management Assistant; and, Maureen Swaney, city Clerk. Media
present: Leon Espinoza, Seattle Times; Joe Turner, Tacoma News
Tribune, and Linda Elliott, Federal Way News.
II.
COUNCIL BUSINESS
1.
BOND SALE BID AWARD
Mr. McFall informed the council that the bond sale bids had
been opened this date and recommended the council approve
Resolution No. 90-42 to accept the proposal from Piper Jaffray &
Hopwood, Inc. for the purchase of the bonds at a true interest rate
of 6.252002.
Mr. Moir explained how the true interest rate (TCI) is
computed. He told the council that he had expected rates around
6.5%; the rate bid by Piper Jaffray & Hopwood reflects favorably on
the city; it is very significant.

RESOLUTION 90-42
A Resolution of the City Council of Federal Way, Washington,
approving an official statement and confirming acceptance of
a proposal for the purchase of bonds of the City in the
principal amount of $1,710,000, an~ fixing the interest rates
on such bonds
Motion for approval by Councilmember Stead; Second by
Councilmember Webster. Prior to voting, Councilmember Marks said
he would vote in opposition to this Resolution because he felt it
was too early for the city to have bonded indebtedness. Motion

AUDIENCE COMMENT
Rob Rueber, 1515 S. 350th, Federal Way, Washington, circulated
two letters from the Chamber of Commerce, which are attached hereto
as Exhibit "A-1" and "A-2" and made a part of the minutes.
Summarizing the letters, the Chamber Board took a position on the
issuance of business licenses and felt that a $10 charge was
adequate; the Chamber Board took a position on the use of Evergreen
Airfield and felt that it should be used for commercial and not
public use.
Bill Short, 4011 S.W. 321st, Federal Way, Washington, told the
council he was opposed to the Evergreen Airfield proposal.
Ron Gintz, 29825 24th Avenue S., Federal Way, Washington,
informed the council he was against a business license fee and was
against the city's proposed use of the Evergreen Airfield. He
commented that the bond sale went well only because the bonds were
short-term instruments.
Councilmember Templeton reminded the audience that the council
had not taken any position, as yet, on the business license fee and
program.
Byron Johnston, 2138 S.W. 17th Place, Federal Way, Washington,
commented on the Federal Way solid waste proposal; he said he
opposed the Evergreen Airfield proposal.

IV. ADJOURN SPECIAL SESSION
Mayor Ertel declared the special session meeting adjourned at
the hour of 7:27 p.m..
The council continued meeting in study session to discuss the
Solid Waste Advisory Committee Report, to hear citizen suggestions
for 1991 Budget, Fire District Presentation on Levy, September
Financial Report and receive an Update on Business Registration

RECOMMENDATION:
The Greater Federal Way Chamber of Commerce believes that businesses in Federal
Way should not be burdened with an excessive business license fee. The Chamber)
therefore opposes a $50.00 business license registration program.
BACKGROUND:
At the October Chamber of Commerce Membership Luncheon, ?D% of those survey op-
posed a business license for Federal Way. Small busineS9 face an array of
charges and taxes that makes survival in today's competitive market extremely
difficult. An additional $50.00 would add one more "straw on the camel's back".
Since several other community agencies (i.e. the Fire Department) have
thè information that would be provided through a business registration
utilizing this resource warrants further investigation.

If after all avenues of gathering necessary information about Federal Way busi-
neS9 is completed and justification for a business license has been adequately
documented, the Board of Directors recommends a flat rate fee of $10.00 per year.
Consideration should also be given towards a lesser charge on the renewal of a
business license. First time set up costs of a business license would not be
present on renewal, a two scaled rate structure should be implemented with re-
newal business licenses costing less.

RECOMMENDATION:
The Greater Federal Way Chamber of Commerce believes that ¡iven the level of
residential ¡rowth experienced in the City of Federpl Way, an increased property
tax base through commercial development is vital to provide an adequate level of
service to all it's citizens. The Chamber therefore supports the Campus Park De-
velopment known as the Evergreen Airstrip.
BACKGROUND:
The Board of Directors believes that additional parks and open space for Federal
Way is important. The efforts of the city to enlist the input of community
groups through the Park Task Force Committee to develop a 5 year plan on Parks,
Open Space and Recreation Services is to be applauded.
The purchase of the Evergreen Airstrip for a recreational/park/open space use at
this time is premature and would possibly undermine the efforts of the Park Task
Force Committee.
A. Loss of Jobs & Revenue
The Campus Park Development would create between 2 to 3 thousand jobs. (middle to
upper end job positions) At the Economic Summit held in January of 1989, these
types of jobs would considered a high priority.
The Campus Park Development would add over 1 million square feet
property to the City of Federal Way tax roles.
