I.
CALL MEETING TO ORDER
Mayor Ertel called the Federal Way City Council regular
meeting to order at the hour of 7:01 p.m., on the 5th day
of November, 1991, in council Chambers, City Hall,
Federal Way, Washington.
II.
PLEDGE OF ALLEGIANCE
Cub Scout Pack 362, led by Cubmaster Bruce Honda, gave a
brief presentation followed by the flag salute.
III.
PROCLAMATION
Mayor Ertel read and presented the "Scouting for Food"
proclamation to Cub Scout Pack 362.
IV.
COUNCIL ROLL CALL
Council Present: Mayor Debra Ertel, Deputy Mayor Mary
Gates and Councilmembers Jim Handmacher, Lynn Templeton,
Joel Marks, Bob Stead and Jim Webster.
city Staff Present: city Manager J. Brent McFall, city
Attorney Sandra Driscoll, city Clerk Maureen Swaney and
Deputy City Clerk, Chris Green.
V.
PRESENTATION
City Manager McFall presented the November 1991 "SPIRIT"
Award to Gretchen Lusink, Administrative Secretary in the
Personnel Department. Gretchen was the city's first
administrative volunteer and has continued to produce the
same high quality work in her current position.

VI.
AUDIENCE COMMENT
Julie Lowerv, 308l5-8th Ave So, Federal Way, requested
1992 Human Service funding recommendations include the
"Fun on Wheels" program, which serves low-income youth
for recreation and lunch programs.
Joella Hartness, 185l-24th Ave E, Seattle, thanked the
Human Services commission for its recommendation for
financial support of the "DAWN" program.
Rick Gardner, 309 SW 321st, Federal Way, thanked city
Councilmembers Ertel, Stead, Handmacher and Templeton, as
well as Public Works City Staff for their support and
installation of stop signs in the 6th Ave SWarea.
H. David KaDlan, 30240-27th Ave So, Federal Way,
expressed his appreciation of the City Council and City
Parks Staff for their dedication in establishing new and
improved parks in the community, especially the new
Coronado Park.
Nancv Kraah, 28903-8th Ave So, Federal Way, requested
1992 Human Service recommendations include support for
the King County Sexual Assault Center.
Deanna Dicomes & Dick Loonev, 1200 So 336th, Federal Way,
on behalf of the Multi-service Center, thanked the Human
Services Commission for its financial support of the
Center's food and clothing bank.
Jack Suchv, 4134 SW 322nd, Federal Way, expressed his
concern regarding the City's denial of the "City Pride"
trails project permit approval.
Donna Lormor, Federal Way School District Health
Coordinating Teacher, requested the Human Services
commission reconsider funding assistance for the
district's sexual and physical abuse programs.
Mayor Ertel explained the Council is not making a
decision on any of the programs/projects at this time--it
is merely reviewing the Commission's recommendations.
Rick Randall, 2827 SW 300th, Federal Way, speaking on
behalf of the Boys & Girls Club, urged the Council to
take a second look at possible funding for their
organization.

VIII. ORDINANCE
A. Temporary Business License Amendment
AN ORDINANCE OF THE CITY OF FEDERAL WAY, WASHINGTON,
REQUIRING LICENSES FOR ENGAGING IN TEMPORARY BUSINESSES
WITHIN THE CITY, DEFINING TERMS, PROVIDING PROCEDURES FOR
ISSUING, SUSPENDING AND REVOKING SUCH LICENSES, SETTING
FORTH FEES, ESTABLISHING PENALTIES FOR VIOLATIONS,
AMENDING ORDINANCE NO. 90-62, AND ESTABLISHING AN
EFFECTIVE DATE.
Mayor Ertel presented the ordinance introduction reading.
Mr. McFall recommended rules be suspended and a final
vote on the proposed amendment taken at this time.
Deputy Mayor Gates reported the Administration Committee
previously reviewed and recommended passage of the
amendment, especially related to equitable fees for
Christmas tree vendors during the holiday season.
Councilmember Stead moved to suspend rules and place
ordinance for final reading; second by Deputy Mayor
Gates. Motion passed as follows:

Motion by Councilmember Templeton to approve proposed
Temporary Business License Fee Amendment; second by
Councilmember Stead.

City Clerk Maureen Swaney explained the high cost of
licensing Christmas tree lots has caused many vendors to
avoid such licensing. It is felt many more will comply
with the city Code if the fee is reasonable.
Motion to approve Ordinance No. 91-110 "Temporary
Business License Fee Amendment" passed as follows:

IX. COUNCIL BUSINESS
A. Human Services commission 1992 Recommendations
commission Chair Helen Middlebrooks provided written and
verbal information to council with the aid of the
overhead viewer. She thanked City Staff and Human
Services commissioners for their excellent response in
developing the 1992 recommendations for human services
and community development block grants.
Councilmembers had concerns regarding the monies being
allotted for the new Federal Way Community Health Center
facility. Jayne Leet, Director of Kinq County Health
Services, was introduced and responded to Council
inquiries. Recommendation was made for City Staff to
further investigate all possible fundinq for the new
health facility and furnish Council with such additional
information.

Panther Lake Improvement Contract
Surface Water Manager Cary Roe presented information to
the Council followed by a question and answer period.
Motion by Councilmember Templeton to authorize City
Manager McFall to enter into contract; second by Deputy
Mayor Gates. Motion passed as follows:

CITY MANAGER REPORT
City Manager McFall advised the public hearing for the
1992 proposed budget must be scheduled for November 26th.
Motion by Councilmember Templeton to set November 26th as
the date for the 1992 proposed budget hearing; second by
Councilmember Handmacher. Motion passed as follows:

Mr. McFall reported the housing agreement with HUD has
been approved and acquisition is now underway. He also
reported he has photographs of the new Coronado Park area
and will be sharing them with City Council and Staff.
XI.
COUNCIL REPORTS
Councilmember Webster reported the Parks/Recreation/Human
Services Committee will meet tomorrow at 7:30 a.m., to
review the interlocal agreement between the City and King
County for open space. He announced the next meeting
will be November 20th at 7:00 a.m., to discuss Human
Services and CDBG grant recommendations, at which time
applicants are invited to attend.
Deputy Mayor Gates announced the Administration Committee
will meet Friday at 7:30 a.m., to discuss the pay and
classification study, and an update on police services.
Councilmember Handmacher reported the next meeting of the
Planning/Transportation/Public Works Committee will be
November 13th at 7:00 p.m..
Councilmember Stead will attend tomorrow morning's Parks
Committee meeting in Councilmember Templeton's absence.
XII.
AUDIENCE COMMENT
H. David Kaplan, 30240-27th Ave So, Federal Way,
commented on Human Services recommendation for a language
minority funding--he questioned if it could be meshed
with current Police Department services. He also
suggested the city review the Harborview bond issue with
respect to the proposed health services center funding.

Rick Randall, 2827 SW 300th, Federal Way, offered to
provide additional information to council regarding his
requested funding for the Boys & Girls Club.
XIII.
ADJOURNMENT
There being no further business to come before the
Council, Mayor Ertel adjourned the regular meeting of the
Federal Way city council at the hour of 8:45 p.m..
