Council MIN 07-23-1991 Special city Council Meeting Special session July 23, 1991 I. CALL MEETING TO ORDER A Special Session of the Federal Way City council was called to order by Mayor Debra Ertel, at the hour of 7:30 p.m., on the 23rd day of July, 1991, in council Chambers, Federal Way city Hall, 33530 1st Way South, Federal Way, Washington, for the purpose of a public hearing on the proposed 6-Year Transportation Improvement Plan. Councilmembers present: Lynn Templeton, Deputy Mayor Mary Gates, Robert Stead and James Webster. Councilmembers with excused absence: Jim Handmacher and Joel Marks. Staff present: J. Brent McFall, city Manager; Sandra Driscoll, City Attorney, and Maureen Swaney, city Clerk. II. STAFF PRESENTATION Mr. McFall introduced Tim Miller, the city's traffic engineer who explained the 6-Year Transportation Improvement Plan which has been developed by city staff consistent with state law. He informed the Council that this plan is different than the one adopted last year; he continued to describe the elements of the plan, a copy of which had been a part of the council packet materials. Mr. Miller said the plan will be reviewed yearly and can be amended during this annual process; the plan will continue to receive fine-tuning. The council was urged to approve the plan and authorize beginning the design on (1) SW 336th st. - 25th Pl SW to 21st Ave SW and (2) Dash Point Rd at 11th PI S & Sacajawea this year so as to take advantage of the 1992 construction season. III. PUBLIC HEARING Jim Cron, 912 S. 296th, Federal Way, said the city had done a pretty fair job tackling such a monster project. He urged work be done on 21st Street and said he was surprised that it was not in the plan for at least a study. He asked why the 1st Ave S - S 320th st to S 316th st was on the list when it was previously a King County project; he suggested the city attempt to have King County take the responsibility. Dave Kaplan, 30420 27th Avenue S, Federal Way, commented on the proposed I-5 interchange study which he felt could impact other projects. John Hixson, 30415 28th Avenue S, Federal Way, asked for additional information on the S 304th st - 28th Ave S to Military Road. He told the council that the homeowners will be very upset if the widening increases traffic. Mr. Miller explained the improvement will alleviate gridlock and correct site distances. Mr. Hixson did ORIGINAL City Council Meeting July 23, 1991 Page 2 ******************** not agree with Mr. Miller's response, and said the project was not a good idea; residents on 304th do not want added traffic and suggested an on-site observation. steve Younger, 2907 SW 339th, Federal Way, asked why the city was spending all this money which only caters to traffic and said traffic is intruding on the residents. He urged the city undertake a human element study. Alma Reagan, 34436 8th Avenue SW, Federal Way, president of Campus Highlands Homeowners Association, said she was appreciative of the projects - they will be beneficial. Ms. Reagan asked why the SW 336th S - 25th Pl SW to 21st Ave SW only went to 25th Pl. Mr. Miller explained the improvement would only go through the business section and then taper off. Ms. Reagan commented on the project for Campus Drive SW - 7th Ave SW to 34500 block. She said this project will have an impact on Campus Highlands and expressed concern over property acquisition and removal of trees. She said she applauded the signalization proposal, but urged a faster installation. Rick Feutz, 2329 S 304th, Federal Way, commented on the S 304th st - SR 99 to 28th Ave S costs. Mr. Miller said that all computations include storm water study costs. Jim Chambers, 32810 42nd SW, Federal Way, asked questions relating to the 356th st project. He said it appears the project is segmented. Philip Keightley, Public Works Director, explained the two projects and said the first is designed by the state. Mr. Chambers said he continued to feel there would be better planning results if the funding was combined. Linda Sellers, 2021 S 304th, Federal Way, commented on the S 336th st - 20th Ave S to I-5 and S 304th st - SR 99 to 28th Ave S projects and said she was concerned with traffic and related information on recent accidents. She felt the improvements would encourage more accidents. She asked if there was information on how many speeding tickets have been issued on that road. David North, 3518 10th SW, Federal Way, commented on the WSDOT study and said 356th is already a hazard. He asked if sewer installation would occur during the construction period; he urged this be considered so as not to have separate construction times. Barbara J. Anderson, 2111 S 304th, Federal Way, said if improvements were made, as planned, to 304th, she urged installation of traffic signals in residential driveways. Councilmember Webster referred to a letter from Lorille A. Bird, 35654 12th Ave SW, Federal Way, and requested it be made a part of the record. This letter is attached hereto as Exhibit "A" and made a part of the minutes. with no further testimony, Mayor Ertel declared the public hearing was closed. IV. COUNCIL DISCUSSION Deputy Mayor Gates expressed concern on the Campus Highlands issue and urged consideration of a stop-gap measure immediately and suggested that the Campus Dr SW - 7th Ave SW to 34500 Block project be moved from number 15 to number 11 which is the S 304th st - 28th Ave S to Military Road project. councilmember Stead asked Mr. Miller if it was a correct assumption that the adoption of this 6-Year will assist the city in obtaining funding. Mr. Miller replied that is correct - for both state and federal monies. Discussion continued on what information a comprehensive transportation plan will provide to the city; councilmember Stead said he agreed with the 304th comments he had heard this evening. Mayor Ertel commented on other activities underway which could culminate in easing traffic congestion. This includes meetings with Metro on additional transit needs and alternate park and ride lots plus discussions with pierce County; these activities will be factored into our transportation planning. Mr. Miller added that rail transportation is also an option. councilmember Webster clarified, for the benefit of the audience, the adoption of this Plan only confirms the 1992 projects because the Plan is reviewed on a yearly basis. Mr. McFall commented on the necessity of a comprehensive traffic plan; the city should only construct projects that are needed and efforts will be made to propose do-able projects within certain timelines. He said that all construction projects will be coordinated with utilities, i.e. sewer installation. Deputy Mayor Gates moved to switch project numbers 11 and 15 and see an upcoming budget item for installation of a traffic control device for Campus Highlands; Second by Councilmember Webster with a friendly amendment to eliminate the language, "remove east/west stop signs at 28th Ave S" from project number 11. Mayor Ertel informed the audience of an upcoming council study session with Metro, to be held at Federal Way City Hall, on Monday, July 29, 1991, at 7:00 p.m. Councilmember Stead moved to approve Resolution No. amended by previous motion, and captioned: 91-67, as A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, ADOPTING AN EXTENDED AND REVISED SIX-YEAR TRANSPORTATION IMPROVEMENT PROGRAM AND DIRECTING THE SAME TO BE FILED WITH THE WASHINGTON STATE SECRETARY OF TRANSPORTATION AND THE TRANSPORTATION IMPROVEMENT BOARD Second by Councilmember Templeton.
