October 8, 1991
A study session city Council meeting was called to order by Mayor
Debra Ertel, on the 8th day of October, 1991, at the hour of 7:05
p.m., in Council Chambers, Federal Way city Hall, 33530 1st Way
South, Federal Way, Washington. Councilors present: Deputy Mayor
Mary Gates, Jim Handmacher, Joel Marks and Bob Stead. Councilors
absent: Lynn Templeton (excused) and Jim Webster (excused). Staff
present: J. Brent McFall, city Manager; Carolyn Lake, Assistant
city Attorney, and Maureen Swaney, city Clerk.
SEATTLE-KING COUNTY HEALTH DEPARTMENT
Introduction by Director, David Lurie. Elise Chayet explained
Community Health Indicators and Health Department services.
MEETING REMINDERS
The city Manager reminded the Council that the Administration
Committee would continue their meeting at 7:00 a.m. Wednesday,
October 9, 1991. Also, the Council was reminded of the October 10,
1991 joint meeting with Water/Sewer and Fire at the Golfun site and
relating to the Golfun property.
BUDGET PRESENTATIONS
John Moir, Finance Director, reviewed financial policies, revenue
assumptions (using a 4% inflation rate), service increases without
taxing increases, balanced budget formula and Moody I s Municipal
Credit Report.
J. Brent McFall presented the city Manager's Preliminary Budget
proposal.

Study Session prior to concluding the aforementioned presentation;
