Council MIN 10-10-1991 Special Joint study Session Federal Way City council Fire District #39 Commission Federal Way Sewer/Water Commission October 10,1991 A joint study session with Federal Way city council, Fire District No. 39 and Federal Way Sewer/Water commission, was held at the Golfun property meeting facility, 31531 1st Avenue S, Federal Way, Washington, at the hour of 7:00 p.m., on the 10th day of October, 1991. City councilmembers present: Mayor Debbie Ertel, Deputy Mayor Mary Gates, Jim Handmacher and Bob Stead. Fire District Commissioners present: Jim Osborne, Jack Stanford, Bill Maynard, Dean Gullikson and Bill Martin. Sewer/Water Commissioners present: Bev Tweddle, Don Miller and Leonard Thompson. Ms. Tweddle chaired the joint meeting. Larry Springer, City of Federal Way Planning Manager, told the participants that a consensus on one of the alternatives was needed this evening so that the next phase of planning could commence. Concensus on an alternative means that the three jurisdictions agree on the mix of uses on the site, their relative size and location as described on the site plan graphic. consulting Planner and Project Director, Tom Beckwith, reviewed the options which included: Alternative 1: Alternative 2: Alternative 3A: Alternative 3B: Alternative 3C: Alternative 4: Meets most requirements to the year 2005; would provide a passive park of approximately 6.5 acres, a water treatment plant, a water/sewer administration building, an expanded shop facility, and additional fire department training and administration space. Sewer/Water offices would move off-site; the remainder would be the same as Alternative 1; would provide a passive and active park of approximately 8 acres. Sewer/Water shops would move off-site; well would be capped; park property would provide junior-sized fields; costly. Same as Alternative 3A except grass instead of junior fields. Same as Alternative recreation facility. with except 3A a Sewer/Water shops, Maintenance and Fire would move off-site; Sewer/Water offices remain; 2 regulation fields (i.e. softball, soccer); costly. ORIGINAL Joint study Session October 10,1991 Page Two ******************* Alternative 4B: Same as Alternative 4 except with recreational options; costly. Alternative 5A: Senior Center. Alternative 5B: Recreation facility; limited use and costly. Alternative 5C: Police and Court facility (2-story building). Alternative 5D: Performing Arts Center. Alternative 5E: City Hall facility. Mr. Beckwith told the officials that, in his opinion, Alternatives lor 2 would be the most appropriate as it met most of the needs of the parties. After discussion, each governing body concurred to meet individually with their full councils/boards/commissions, and then schedule another joint meeting, for follow-up, the first part of December, 1991. It was agreed that Mr. Beckwith will provide additional information on Alternatives 1 and 2 that will contain basic proposals which will address more specific needs and concerns. Mr. Springer said he would start the SEPA process on Alternatives 1 and 2. The officials felt, with this additional information forthcoming, they could make decisions in mid-December as to what alternative would be appropriate for the property. It was further agreed that general direction was needed and the particulars can be ironed out later. The meeting adjourned at the hour of 8:55 p.m.
