CALL MEETING TO ORDER
Mayor Ertel called the special Meeting Council Meeting to
order at the hour of 7:05 p.m., on the 23rd day of April,
1991, in Council Chambers, City Hall, Federal Way,
Washington. Councilmembers present: Deputy Mayor Gates
and Councilmembers Templeton, Marks, Stead and Webster.
Councilmembers excused absence: Councilmember
Handmacher.
Staff present: J. Brent McFall, City Manager; Sandra
Driscoll, city Attorney; and, Maureen swaney, city Clerk.

RESOLUTION
Resolution No. 91-59
A RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF FEDERAL
WAY AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE FOR AN
OUTDOOR RECREATION PROJECT TO THE INTERAGENCY COMMITTEE
FOR OUTDOOR RECREATION AS PROVIDED BY THE MARINE
RECREATION LAND ACT
Steve Anderson, Assistant City Manager, introduced Acting
Parks and Recreation Director, Jennifer Schroder, who
told the Councilmembers that there were three
alternatives for park property acquisition. These
alternatives were presented to the council; the sites
included (1) Campus Park, (2) South Campus Park, and (3)
Laurelwood. Ms. Schroder said the Campus Park site was
first priority. It is owned by Quadrant corporation and
Polygon has a purchase option, subject to permits, on
said property at this time. The Council was told that
the property owners are, however, receptive to the City's
interest to purchase. Ms. Schroder reviewed the other
two sites for the councilmember's information.
Councilmember Webster moved to adopt Resolution No. 91-59
wi th an amendment which would strike the language in Item
No.3, as proposed, which said funding would be from the
City's General Fund; Second by Councilmember Marks.

councilmember Webster said he felt the local fundinq
share can be derived from the capital Fund, and if the
city qets IAC Funds for the Everqreen Airfield project,
this money can be placed into the capital Fund and used
as matchinq funds. He continued by saying his preference
for property acquisition is the South Campus Park
location because of it's proximity to the school property
site; this may be an opportunity for a joint development
effort between the City and the Federal Way School
District. ~
Mr. McFall explained to the Council that the other
locations were considered because the cost was less than
the South Campus Park location; it is hard to deny that
the South Campus Park location is not the best site even
thouqh it is more costly.
In response to a question relating to property fundinq
from Councilmember Stead, Councilmember Webster explained
that Everqreen Airfield fundinq was identified with
collection of the Excise Tax; if IAC Funding is received
for partial funding of Everqreen Airfield, the extra bond
sale funds will be available for this park project.
councilmember Stead said he preferred the South Campus
Park site because of qood visibility and use. Also, it
would preclude multi-family housinq to be constructed at
that location. He said he understood the expense
consideration.
Councilmember Templeton said the City has a good
relationship with the Federal Way School District and
this project fits in, and is consistent, with extension
of this relationship. He said he concurred with the
South Campus Park site.
Councilmember Gates said it makes more sense to purchase
property from one owner, and it would benefit the
citizens to move well and move quickly on this project;
property acquisition from multiple owners can create
delays.

Mayor Ertel adjourned the Special Meeting at the hour of
7:25 p.m. The Council continued meeting in Study
session.
