Council MIN 07-09-1991 Regular CITY OF FEDERAL WAY CITY COUNCILIPLANNING COMMISSION JOINT STUDY SESSION MINUTES July 9, 1991 - 7:00 p.m. Council Chambers - City Hall 33530 First Way South Federal Way, Washington 98003 Mayor Ertel opened the Federal Way City Council/Planning Commission Joint Study Session on July 9, 1991, at 7:20 p.m., in Council Chambers, city Hall. Present: Mayor Debra Ertel, Deputy Mayor Mary Gates and Councilmembers Jim Handmacher, Lynn Templeton, Joel Marks, Bob Stead, Jim Webster. Planning Commissioners Richard Burris, Duane Denny, Mark Freitas, Diana Noble-Gulliford, Jeff Paradee, Phil Watkins. Absent: Commissioners Richard Feutz, David Van Hoose. Long Range Planning Manager Larry springer presented a brief background of the Commission's subject studies this past year, as well as brief descriptions of future programs to be reviewed. To date the Commission has implemented five code revisions and met the September lst deadline for environmentally sensitive area studies. They have held 31 meetings to date. Future projects will include urban growth, city center, housing, capital improvements, water system plan, solid waste and recycling, city parks (i.e., Golfun and Evergreen Airstrip), school district priorities, code revisions (including sign code). Councillllembers stressed the importance of creating a future city center ad hoc advisory committee--not only with Chamber members, but also interested citizens--to allow for brainstorming and open process opportunities. Public Works Director Philip Keightley explained the city's transportation plan is just getting "off the ground", and Councilmembers expressed the importance of both city and county officials working toward equal ideals pertaining to transportation issues within the city. ORIGINAL FEDERAL WAY CITY COUNCILIPLANNING COMMISSION JOINT STUDY SESSION - July 9, 1991 - Page 2 The Commissioners feel they should have accomplished more, that the system is too structured--they need more creativity and would like to have lIIore joint meetings with the Council. They would also like to see the addition of city staff to aid with certain areas of concern, as well as sub-committees formed within the Commission. It was also suggested the Commissioners be allowed reimbursement for outside travel to appropriate meetings. Mayor Ertel reminded everyone about the accessibility of pertinent conference and seminar information dealing with specific issues for those interested in reviewing such materials. Mr. Springer expressed his gratitude to the Commissioners for their diligent work this past year; he feels they have far exceeded their deadline tasks, in comparison to those of surrounding cities. He would like to see citizen awareness of the Commission's dedication and accomplishments through local publications. He also suggested more information be included with the city's upcoming newsletters; the Council agreed. The Council also suggested including city staff articles in future city newsletter publications.
