MINUTES
I.
CALL MEETING TO ORDER
Mayor Stead called the regular meeting of the Federal Way City Council to order at the hour
of 7:05 p.m., in the library of Twin Lakes Elementary School, Federal Way, Washington.
Councilmembers Present: Mayor Bob Stead, Deputy Mayor Joel Marks, Council members Ray
Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest.
City Staff Present: City Manager J. Brent McFall, City Attorney Carolyn Lake, Deputy City
Clerk Chris Green.
II.
PLEDGE OF ALLEGIANCE
Councilmember Priest led the flag salute.
III.
CITIZEN COMMENT
Debbie Lusebrink, 31906-36th Ave SW, Federal Way, expressed appreciation to the Council,
and especially Councilmember Priest, for their assistance in establishing a traffic safety program
and the projected installation of traffic warning signs, signals and cross walks in the Twin Lakes
neighborhood.

Council Bill #31/1993 City Budget
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, RELATING TO BUDGETS AND FINANCE,
ADOPTING THE 1993 BUDGET.
Motion by Councilmember Templeton to approve the proposed 1993 City budget ordinance;
second by Councilmember Gates.
Councilmember Tomlinson moved to amend the main motion to establish a revenue neutral
budget for 1993; second by Deputy Mayor Marks.
Following discussion between City Council and Staff, Mayor Stead called for the amendment
vote. Councilmember Tomlinson's amendment to the proposed 1993 budget ordinance failed
as follows:

Council Bill #32/1993 Property Tax
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, FIXING THE PROPERTY TAX AMOUNT FOR THE
YEAR 1993.
Motion by Councimember Templeton to approve the proposed 1993 property tax ordinance;
second by Deputy Mayor Marks. Motion to approve Ordinance No. 92-156 "Property Tax

INTRODUCTION ORDINANCES

Council Bill #33/Zoning Code Amendment/Recycling
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, AMENDING ORDINANCE NO. 90-43 BY
AMENDING FEDERAL WAY ZONING CODE SECTION 115.45, TO
REQUIRE THAT SOLID WASTE AND RECYCUNG STORAGE SPACE
REQUIREMENTS BE INCLUDED IN BUILDING PLANS FOR ALL NEW
MULTI-FAMILY AND COMMERCIAL DEVELOPMENTS.
Mayor Stead presented introduction reading on the ordinance and scheduled an enactment date
of December 15, 1992.
b.
Council Bill #34/Youth Commission Amendment
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, AMENDING ORDINANCE NO. 92-139TOPROVIDE
AN ELECTIVE AS OPPOSED TO A MANDATORY YOUTH COMMISSION
MEMBERSHIP NUMBER AND SCHOOL DISTRIBUTION AND
ESTABLISHING AN EFFECTIVE DATE.

Mayor Stead presented introduction reading on the ordinance; City Manager McFall explained
the amendment was drafted and presented to Council for approval because of a technical change.
Motion by Councilmember Templeton to suspend rules and place ordinance for enactment
reading; second by Councilmember Priest. Motion to suspend rules passed as follows:

Following Mayor Stead's second reading of the ordinance, Councilmember Gates moved to

Youth Commission Appointments
Councilmember Priest moved to approve acceptance of the ad hoc committee's recommendation
for the following Youth Commission appointments: Joelle E. Jordan, Chris K. Mosely, Riley
O'Brien, Liberty Walther, Gargi Bhattacharya, Tess Rossi, Carrie Scott, Bethany Knafler, Jerry
(Jay) R. Proudlock, Jenni L. Barrett, Luis A. Bernal, Amanda Wright, Trevor Carslay; second
by Councilmember Templeton. Motion to approve the committee's recommendation of youth
appointments passed as follows:

VIII.
CITY MANAGER REPORT
Mr. McFall reported the neighborhood traffic safety program is off and running, and that City
Staff are currently working with Federal Way School District Staff for assistance with
educational presentations and distribution of materials. Assistant City Manager Steve Anderson
is working with the Police and Public Works Departments to implement the program. Mr.
McFall introduced Assistant City Manager Nyberg who presented an overview of the materials
currently being distributed to the schools and service organizations in the Federal Way area.
Neighborhood safety meetings are also scheduled throughout the City.
Mr. McFall offered assistance to Mayor Stead to assist with restructure of the current Council
Committee Rules and Procedure, and distributed alternative scenarios for Council's information.
IX.
CITY COUNCIL REPORTS
Councilmember Priest said he would like to see a resolution of the new committee structure by
January 1, 1993. Mayor Stead advised he would consult with each Councilmember to determine
their preference and schedule the recommendation presentation for December 15, 1992.
Councilmember Tomlinson reported on his recent attendance at the National League of Cities
Convention held in New Orleans.
Councilmember Gates reported the Regional Affairs Committee will meet December 8th at 5:30
p.m.; the agenda will include health issues, annexation, ISTEA and legislative priorities.
Deputy Mayor Marks announced the vacancy appointments on the Arts, Human Services and
Parks/Recreation Commissions will be presented at the next regular meeting; he thanked the
members of his ad hoc committee for their time and assistance during the selection process.
Mayor Stead asked City Manager McFall to arrange a convenient time for the Council's next
retreat to discuss long-term goals.
Councilmember Gintz reported the next meeting of the Public Safety Committee is scheduled
for Thursday, December 3rd, at 8:00 a.moo
Councilmember Templeton reported the Land Use Committee will meet December 8th at 7:00
p.m.; Councilmember Priest requested a change of meeting time to 7:00 a.moo Following
additional discussion, it was decided a joint meeting of the Land Use and City Improvement
Committees would be advantageous to both groups. A joint meeting was confIrmed for

ADJOURNMENT
There being no further business to come before the Council, Mayor Stead adjourned the regular
meeting of the Federal Way City Council at the hour of 8:20 p.m..
