MINUTES
CALL MEETING TO ORDER
Mayor Stead opened the regular meeting of the Federal Way City Council at the hour of 7:05
p.m., in Council Chambers, City Hall, Federal Way, Washington.
Councilmembers Present: Mayor Bob Stead, Deputy Mayor Joel Marks, Councilmembers Ray
Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest.
City Staff Present: City Manager J. Brent McFall, City Attorney Carolyn Lake, Deputy City
Clerk Chris Green.
II.
PLEDGE OF ALLEGIANCE
Councilmember Gates led the flag salute.
III.
PRESENTATION
SPIRIT Award for Month of December
City Manager McFall announced the December SPIRIT award winner is George (Jenks)
Holebrook, Part-time Parks Maintenance Worker, for excellence in providing caretaking duties
at City parks facilities this year.
IV.
CITIZEN COMMENT
VernAtwood, P.o. Box 667, Prineville, OR, representing Les Schwab Tire, requested a zoning
change for their local retail tire sales facility.
Terry O'Day, 3340S-35th SW, Federal Way, presented a letter and petition to Council
requesting improved traffic safety controls in the Brigadoon Elementary School area.
John Karl, 35620 Pacific Highway So, Federal Way, requested a zoning code change for his
motel property.

Mayor Stead referred Mr. O'Day to appropriate City Staff, and advised Mr. Atwood and Mr.
Karl their requests are scheduled for discussion during City Council Business.
Appointments to ParksIRecreation, Arts and Human Services Commissions
Deputy Mayor Marks requested the appointments to the Parks/Recreation, Arts and Human
Services Commissions be pulled from the Council Business section of the agenda and confirmed
at this time. He then introduced and welcomed those appointees present, and thanked the
members of the ad hoc selection committee for their diligent work.
Motion by Deputy Mayor Marks to appoint the following commissioners: ParkslRecreation
(James Baker); Arts (Joann Piquette, Pat Fullmer, Robert Ratcliff, Toska Rodriguez, Joan
Tabrum); Human Services (Dan Turlington, Rick Randall, Jay Khalid, Donna Manier); second
by Councilmember Gates. Motion passed as follows:

Provide for New Amended Council Committee Structure
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, AMENDING RESOLUTION NOS. 92-92, 92-98, 92-
110, 92-116; SETI'ING FORTH CITY COUNCIL PROCEDURES; AND
REPEALlNG RESOLUTION NO. 89-2; RELATING TO STANDING
COMMlTIEES OF THE CITY COUNCIL.
City Attorney Lake reminded Councilmembers of the necessity to adopt and approve one of the
proposed committee structures for attachment to the draft resolution.
Motion by Deputy Mayor Marks to approve Mayor Stead's proposed 1993 Council Committee

INTRODUCTION ORDINANCES
a.
Council Bill #35/Codification of City Ordinances
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, ADOPTING AND ENACTING A CITY CODE FOR
THE CITY OF FEDERAL WAY; PROVIDING FOR THE REPEAL OF
CERTAIN ORDINANCES NOT INCLUDED THEREIN; PROVIDING A
PENALTY FOR THE VIOLATION THEREOF; PROVIDING FOR THE
MANNER OF AMENDING SUCH CODE; AND PROVIDING WHEN SUCH
CODE AND THIS ORDINANCE SHALL BECOME EFFECTIVE.
Mayor Stead presented introduction reading of the proposed ordinance with enactment scheduled
for January 5, 1993. Ms. Lake briefed Councilmembers on the City Code.
b.
Council Bill #36/ Acceptance of Federal Funding for Public Works Project
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, AUTHORlZING AND DIRECTING EXECUTION OF
AN AGREEMENT TO ACCEPT FEDERAL FUNDS FROM THE
WASHINGTON STATE DEPARTMENT OF TRANSPORTATION FOR
ESTABLISHING A PROJECT WITHIN THE GRANT FUND; AMENDING
THE BUDGET FOR THIS GRANT FUND BY APPROPRlATING
UNANTICIPATED AND FUTURE REVENUES TO THAT FUND;
AUTHORlZING MATCHING FUNDS BY THE CITY; AND AUTHORlZING
EXPENDITURES OF SAID GRANT FUNDS.
Mayor Stead presented introduction reading of the proposed ordinance with enactment scheduled
for January 5, 1993. Public Works Director Philip Keightley provided information to Council.
VIII.
CITY COUNCIL BUSINESS
a.
Updates from Community Crime Prevention and Community Service Officers
Mr. McFall introduced Police Chief Bob Evans who, in turn, introduced Crime Prevention
Officer Charles Douglas and Community Service Officers Sonja Ericson and Eloise Kruger.

Officer Douglas presented an overview of neighborhood block watch programs, student and
personal safety programs and indicated there is a lack of informational programs available for
children ages six through ten; he also expressed a need for additional crime prevention officers
to serve the City of Federal Way and surrounding unincorporated areas.
With" Santa" appearing in Council Chambers, Mayor Stead announced a short recess at the hour
of 8:10 p.m., and reconvened the regular meeting at 8:25 p.m..
Mayor Stead welcomed two guests, Federal Way School Boardmember Gail Pierson and State
Legislator-Elect Tracey Bide, and thanked them for attending.
Community Service Officers Ericson and Kruger presented Council with an overview of
neighborhood and school safety programs, the Westway project, special projects and activities.
Their responsibilities may include assistance to commissioned police officers, crisis intervention,
child abuse and neglect, family problems, domestic violence and crime victims, missing and
found persons, mental health, property reports, and serving as department liaison to various
community organizations.

Appointments to Parks/Recreation, Arts and Human Services Commissions
(Approved during citizen comment portion of agenda)
c.
Referral of Code Revision Requests to Planning Commission
Assistant City Manager Ken Nyberg reviewed the code revision requests, explaining City Staff
anticipate a six to eight week time frame for processing.
Motion by Councilmember Templeton to deny the zoning code revision request of Carol Otto
for her home occupation business, Sunshine Generation; second by Councilmember Priest.

Second motion by Councilmember Templeton to approve referral of the zoning code revision
request of Les Schwab Tires to the Planning Commission; second by Councimember Gintz.
Mayor Stead offered a friendly amendment to include referral of the zoning code revision
requests of John Karl for motel zones and Robert McAdams for neighborhood business zones,
which was accepted by the maker and second of the main motion.

City Attorney Lake explained the Planning Commission will review the three requests and
present their recommendations to Council for a final decision.
Following additional discussion, Mayor Stead called for a vote. Motion to approve referral of
the zoning code revision requests of Les Schwab Tires, 10hn Karl and Robert McAdams to the
Planning Commission passed as follows:

CDBG Presentation
Helen Middlebrooks, Chair of the Human Services Commission, presented an overview of the
proposed 1993 CDBG funding recommendations.
Motion by Councilmember Templeton to approve the commission's recommendation for funding
of projects; second by Councilmember Gates.
Following a question and answer period, Councilmember Tomlinson moved to amend the main
motion to eliminate funding for the Westway Playground and the Seniors/Special Populations
Van; second by Council member Gintz. After additional discussion, Councilmember Tomlinson
offered a secondary amendment to again include the Westway funding item; Councilmember
Gintz did not concur, at which time Mayor Stead called for a vote on the amendment.
Councilmember Tomlinson's amendment to eliminate the Westway and van projects from the
1993 CDBG funding recommendation failed as follows:

Mayor Stead then called for a vote on the main motion. Motion to approve the Human Services

Campus Drive ParklJr Hi 1/6 Project Update
Mr. McFall reviewed the history of the proposed project and updated Council on background
cost information.
Motion by Councilmember Templeton to suspend rules to allow for extension of the 10:00 p.m.
regular meeting adjournment time; second by Councilmember Gates. Motion passed as follows:

City Manager McFall introduced Architect Rick McGovern and invited him to respond to
Councilmembers' inquiries on the joint project; Mr. McGovern also furnished a cost estimate
brochure to assist Council. Ms. Lake explained a Hearing Examiner Process ill public hearing
will be conducted at a later date. Mayor Stead explained no action is necessary at this time, and
that bids will be reviewed by Council prior to acceptance of the project.
f.
Interlocal with Federal Way Water & Sewer District
Re: Ice & Snow Removal
Mr. Keightley provided information to Council and responded to a variety of questions.
Motion by Councilmember Priest to approve the interlocal with Federal Way Water & Sewer
District for an ice and snow removal program; second by Council member Gintz. Motion passed

IX.
CITY MANAGER REPORT
Mr. McFall distributed district court filing fee recommendations to Council and said he will be
attending various meetings in January. He reported he has been working with A WC to review
the County's proposed fee increases, and invited direction from Council.
He reminded Councilmembers of the necessity for holding a brief executive session prior to
adjournment of the regular meeting.

X.
CITY COUNCIL REPORTS
Councilmember Gintz announced the Administration Committee will meet tomorrow morning.
XI.
EXECUTIVE SESSION
Mayor Stead recessed the regular meeting at 11:00 p.m., and announced a 3O-minute executive
session to discuss property acquisition pursuant to RCW 0..30. 11O(b), with no action
anticipated.
At 11:35 p.m., a continuation of the executive session was announced. At 11:45 p.m., an
additional continuation was announced. Mayor Stead adjourned the executive session at 11:50
p.m., and reconvened the regular meeting.
XII.
ADJOURNMENT
There being no further business to come before the Council, Mayor Stead adjourned the regular
meeting of the Federal Way City Council at the hour of 11:50 p.m..
