MINUTES
I.
CALL MEETING TO ORDER
Mayor Stead called the study session of the Federal Way City Council to order at the hour of
1:00 p.m., in Council Chambers, City Hall, Federal Way, Washington.
Council Present: Mayor Bob Stead, Deputy Mayor Joel Marks, Councilmembers Ray
Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest.
II.
INTRODUCTION
City Manager J. Brent McFall presented a brief introduction of the budgeting process.

BUDGET OVERVIEW
The budget overview was presented by Mr. McFall, Finance Director Deborah Larson and
Senior Financial Analyst John Caulfield.
IV.
DEPARTMENT REVIEWS
Mayor Stead called for review of the following City department proposed budgets: City
Council, City Manager, Personnel, Finance, Law, Hearing Examiner, Community Development,
Law Enforcement, ParkslRecreationlHuman Services, Street Fund (Public Works), Arterial
Street Fund, First 1/4% REET, Second 1/4% REET, Solid Waste/Recycling, Paths/Trails,
Surface Water Management, Debt Service Fund, Internal Service Funds for Risk Management,
Data ProcessinglTelecommunications, Support Services, Fleet/Equipment, Building/Furnishings,
PayrolUBenefits.
A mid-afternoon break was taken from 3:00-3:25 p.m., a dinner break from 6:15-6:45 p.m.,
and an evening break from 7:30-7:45 p.m..

Mayor Stead presented expenditure/revenue balancing information to Council.

ADJOURNMENT
There being no further business to come before the Council, Mayor Stead adjourned the study
