SUBJECT: Redondo Heights TOD – Public School Access
This memorandum summarizes public school access for the proposed Redondo Heights TOD development
at the existing Silver Shadows Apartments complex in Federal Way, WA. The subject property is served
by the Federal Way School District No 210. Within 1-mile walking distance of the site, the project is
served by Mark Twain Elementary School northeast of the site. This particular school area is served by S
Star Beach Road.
Walking distances to each of the neighborhood schools that serve the project site include:
Mark Twain Elementary School ă approximately 0.75 miles away
As this school is within 1.0 mile or less walking distance from the property, Washington State does not
provide local school districts funding for transportation to the Federal Way School District. Thus, primary
and secondary walk routes and the street crossing treatments were reviewed. It should be noted, that all
other school access trips are via school bus, which picks up students on the site frontage in the bus lane on
SR 99. This school bus stop area is planned to be upgraded by the project on-site as part of Site C. This
location and reconstructed area is shown in Attachment A.
School Access to Mark Twain Elementary
Only one primary main route exists between the project site and the Mark Twain Elementary School. The
primary route follows Pacific Highway (SR 99), S 272nd Street, and S Star Beach Road, to a
sidewalk/crossing treatment entering the Mark Twain Elementary School from the west. Detailed pedestrian
facilities and crossing treatments include:
The primary route begins on Pacific Highway (SR 99), which provides a continuous sidewalk to S
272nd Street via an 8-foot sidewalk. Along the south side of S 272nd Street, a continuous 6-foot
sidewalk is present to S Star Lake Road, with a signalized crossing. Sidewalk facilities are
provided on both sides of S Star Lake Road (both 6-feet in width) to the school entry with a
RRFB/crossing guard and a marked crosswalk of the school entrance.
As documented, both primary and secondary walk routes would be available to between the site and
vicinity public schools or neighborhood bus stops.
