CALL MEETING TO ORDER
Mayor Stead opened the regular meeting of the Federal Way City Council at the hour of 7:05
p.m., in Council Chambers, City Hall, Federal Way, Washington.
Councilmembers Present: Mayor Bob Stead, Deputy Mayor Joel Marks, Councilmembers Ray
Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest.
City Staff Present: City Manager J. Brent McFall, City Attorney Carolyn Lake, Recording
Clerk Rachael Schade.
II.
PLEDGE OF ALLEGIANCE
Miss Washington Pre-teen, Cody Kilpatrick, led the flag salute.
III.
CITIZEN COMMENT
John Metcalf, 319OS - 3rd Lane S.W. #M-203, expressed his concern regarding the necessity
for the City to adopt an organized emergency plan to address the needs of City and its residents
in the event of an earthquake.
M. C. Scheerer, 29300 - 11th Place South, addressed the Council regarding his concerns on
items which were part of the consent agenda. He specifically cited his concern regarding Item
4F as it relates to the reallocation of unvested retirement contributions among those who are still
employed by the City of Federal Way; he also spoke regarding his opposition to several new
land use and permit fees designated in Item 4H.
Robert T. Wood, 32514 - 36th S.W., expressed appreciation to the City Council and City
management staff on behalf of the Board of the Federal Way Historical Society for funds
allocated to them through the Arts Commission.
In response to citizen concerns, Mayor Stead explained that Assistant City Manager Kenneth
Nyberg has been coordinating City efforts in developing a disaster and emergency operating
plan, and that comments on items contained on the consent agenda would be considered at the
time of council discussion regarding same.

PUBLIC HEARING/PROPOSED 1993 BUDGET
a.
City Manager Overview
The City Manager provided an overview of the budget preparation process. He
outlined the stages of initial analysis by City staff, opportunity for citizens to
comment on concerns and give additional input to Council, Council review of
budget at retreat with prioritization and policy direction given to City staff, staff
preparation of the proposed budget, and presentation to the City Council.
Council previously reviewed the budgets of individual City departments and had
opportunity to ask questions of staff and make changes to the proposed budget.
Mr. McFall stated that the result of these efforts is the proposed 1993 budget
which, including all internal service funds, totals $3S,S15,500. Mr. McFall
further noted that opportunity for public comment to the Council on the proposed
1993 budget would be available following his presentation to Council.
b.
Citizen Comment
Andv Johnston, 32549 - 36th Avenue S.W., in a matter unrelated to the
proposed 1993 budget, spoke on behalf of the Twin Lakes community regarding
concern with surface water and flooding problems in their community. A
document detailing these problems was presented to each Council member.
Mayor Stead referred this matter to the Council Land Use Committee for review.
Bettv Huff, 29824 - 24th Avenue S.W., on behalf of the Federal Way Arts
Commission, expressed support for a performing arts center.
GarY Benton, 1411 S.W. Dash Point Road, on behalf of the Federal Way Youth
Services, expressed appreciation for the consideration given that agency by both
the Human Services Commission and the Council. He encouraged the Council
to consider continuing this support.
Pat Fullmer, 110S South 322nd Place, on behalf of the Federal Way Arts
Commission, expressed his desire for development of the arts both within the
programs of the Arts Commission and as part of the development of City Center
Park.
Cathv Peters, Post Office Box 398, Kent, representing Catholic Community
Services, expressed appreciation for emergency assistance funds allocated to that
organization. She further requested that Councilmembers give consideration to
further funding, if possible, to agencies that provide long-term family counseling
services.

Broce Blunt, 3943 S.W. 324th Street, echoed the earlier testimony of Mr. Andy
Johnston regarding flooding problems in the Twin Lakes Community. He
outlined the measures he has taken in the last three years in an attempt to prevent
damage to his property, and he asked that this problem be addressed by the
Council.
Geol'1!e E. Lee, 2101 South 324th #194, expressed his concern regarding the
operating tax base, and voiced his opposition to development of a park at the
Evergreen Airstrip site.
Jenna Lutie, 2302 S.W. 306th Place, a Federal Way High School student, is
currently involved with the Special Olympics and expressed an interest in having
the opportunity to participate in this program after reaching age 21.
Dorothy Elliott, 30853 - 14th Avenue South #7, expressed support for the
proposed Federal Way Community Center.
Bob Hall, 3001 South 288th Street #341, requested continued support of the
present Federal Way Senior Center.
Mildred Clarke, 32015 - 11th Place South #A3, requested continued support of
the present Federal Way Senior Center.
Leonard Peterzak, 30016 - 8th Avenue S.W., requested continued support of the
present Federal Way Senior Center.
Jesse Ballew, 2738 S.W. 314th Street, requested Council support of recreation
programs for special population groups.
Mac Gaither, lOllS Keeley Drive, Gig Harbor, on behalf of the current Federal
Way Senior Center, asked for Council consideration of an alternative schedule for
implementing the proposed plan to fund a new Federal Way Community Center.
He outlined this alternate schedule and asked that he be provided with information
on the City's plans to address the future needs of senior citizens.
Paul Trnex, 5621 South 350th Street, requested continued support of the present
Federal Way Senior Center.
Ruth McLaren, 1012 South 302nd Street, requested continued support of the
present Federal Way Senior Center.

Lowell Sandell, 206 S.W. 355th Place, requested continued support of the
present Federal Way Senior Center.
WaYne Fisher, 2218 South 308th Street, requested continued support of the
present Federal Way Senior Center.
Beverlv Starkovich, 1112 South 287th Place, on behalf of the King County
Sexual Assault Center, expressed appreciation for Council's funding support in
1992. She requested Council support of the 1993 funding recommendation made
by the Human Services Commission for the King County Sexual Assault Center.
Nancy Ise, 28910 - 12th Avenue South, as Chair of the Federal Way Arts
Commission, thanked Council members for their consideration of the budget for
the Arts Commission. She requested Council give attention to developing a City
ordinance designating two percent for the arts and to reaching a decision
regarding development of Celebration Park.
Aubrev Garniet, 31719 - 7th Place South, requested continued support of the
present Federal Way Senior Center.
Archie Odom, 30622 - 3rd Avenue South, requested continued support of the
present Federal Way Senior Center.
Bryan Davenoort, 5455 - 29th Avenue S.W., Seattle, WA 98126, Music
Director of the Federal Way Philharmonic, thanked the Council for its support
of the arts in the community. He stated that a city's art programs has a profound
effect on the reputation and the character of the community. As an example, he
cited the arrangements made by the Federal Way Philharmonic to have a group
of 50 professional singers visit from Russia to sing for Federal Way audiences
this December. He stated that inquiries regarding this visit have been received
from both Seattle and Tacoma newspapers, and it will impact the artistic
community of the county in general.
Carol Otto, 4232 S.W. 337th Place, supplied the Council with a letter, read into
the record by Mayor Stead. Her letter outlined support for a Federal Way
Community Center.
Joan Tabrnm, 32202 - 40th Place S.W., on behalf of the Arts Commission,
thanked the Council for its consideration of the budget for the arts. She requested
Council pursue a feasibility study for a performing arts center. She also echoed
the sentiments of earlier testimony given Council by Andy Johnson and Bruce
Blunt regarding surface water and flooding problems in the Twin Lakes area.

Joanne Piauette, 302 South 295th Place, on behalf of the Federal Way Coalition
of the Performing Arts, encouraged Council to proceed with a feasibility study
for a performing arts center as soon as possible. She further requested that the
Council maintain a provision whereby senior citizens can obtain lifetime animal
licenses.
H. David Kanlan, 30240 - 27th Avenue South, on behalf of the Parks and
Recreation Commission, requested continued Council support in the budget
process for a new Federal Way Community Center.
Dave Salzetti, 4739 S.W. 313th Place, thanked the Council for its consideration
in the budget process for programs developed for special population groups and
asked for continued support.
Harry Mills, 906 S.W. 298th Street, thanked the Council for its consideration in
the budget process for programs developed for special population groups and
asked for continued support.
Kori Fitznatrick, 1422 S.W. 305th Place, requested continued Council support
of special population programs.
Florence Bo¡:art, 31712 - 13th Avenue South, requested continued support of the
present Federal Way Senior Center.
Lvnn Roberts, 11219 S.E. 323rd, Auburn, King County Program Manager for
the Washington Women's Employment and Education, thanked the Council for
its support in 1992 and asked that Council endorse the funding recommendation
of the Human Services Commission for 1993.
M. C. Scheerer, 29300 - 11th Place South, thanked the Council for keeping the
mil levy down. He requested that restraint be shown in spending City tax dollars
in order to alleviate the burden on tax-paying citizens and property owners. He
further stated he believes the amount of funds allocated in the proposed budget
for street repairs is inadequate, and the funds allocated for cellular telephones and
accompanying service is exorbitant.
Bob Ratcliff, 2058 South 308th Street, commended the Council for its work on
the budget and requested further Council support of the City's recycling and arts
programs.

Maria Mal'l!:aris, 1706 South 373rd Place, as a Board member of the Domestic
Abuse Women's Network, thanked the Council for its support in 1992 and urged
the Council to fully fund the continuum of services in 1993. She provided a one-
page letter from DAWN for Council consideration.
Lucille Holder, 509 South 323 Place, requested Council support of either a new
Federal Way Senior Center or Community Center.
Ann Blevins, 1331 South 303rd Street, urged Council restraint in consideration
of the budget to assist in alleviating the tax burden of those on fixed incomes.
Carol Berlin, 700 South Marine Hills Way, thanked the Council for its support
of the arts and urged the Council to approve the 1993 budget as proposed.
Mayor announced a brief recess at 8:25 p.m., and reconvened the Council meeting at 8:40p.m..

Motion by Councilmember Mary Gates to approve staff recommendation to award signal bid to
Signal Electric; second by Councilmember Lynn Templeton. Councilmembers Gintz and
Tomlinson made inquiry regarding the necessity of installing the signal equipment, and Public
Works Director Philip Keightley provided a response. Motion to award bid to Signal Electric

VIII.
CITY MANAGER REPORT
The City Manager reported that as part of Council's outreach program, the next regular Council
meeting scheduled for December I will take place at Twin Lakes Elementary School. He
advised that staff will notify Twin Lakes community groups.
IX.
CITY COUNCIL REPORTS
Councilmember Templeton advised he will be out of town on December 7, which is the next
regularly scheduled meeting of the Land Use Committee. Committee members asked that the
meeting be rescheduled. The meeting was rescheduled to December 8 at 7:00 p.m.
Councilmember Gintz praised the form developed for citizens to comment regarding informal
police officer/citizen contacts.
Councilmember Gates provided reminders regarding the CityShape meeting scheduled for
November 19 at 7:00 p.m. at Sacajawea Jr. High School and the public hearing scheduled for
November 19 at 7:00 p.m. to give consideration to the draft transportation plan for the
Puget Sound region.
Councilmember Tomlinson provided a reminder regarding the Council Administration Committee
meeting scheduled for 8:00 a.m. on November 18.
Councilmember Priest advised that the Council will be conducting interviews on November 23
and 24 to fill vacancies on the Arts, Human Services and Youth Commissions. He also advised
that the Economic Development Board has a series of breakfast meetings scheduled from
December 1 through December 11 at 7:30 a.m., to be held at the Federal Way Executel.
