REGULAR MEETING MINUTES CALL MEETING TO ORDER Mayor Stead called the Federal Way City Council regular meeting to order at the hour of 7:03 p.m., in Council Chambers, City Hall, Federal Way, Washington. Council Present: Mayor Bob Stead, Deputy Mayor Joel Marks and Council- members Ray Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest. City Staff Present: City Manager J. Brent McFall, Acting City Attorney Carolyn Lake, City Clerk Maureen Swaney, Deputy City Clerk Chris Green. PLEDGE OF ALLEGIANCE Council member Tomlinson led the flag salute. PRESENTATIONS a. Federal Way Arts Commission/School District Art Show Winners Nancy Ise, Arts Commission Chair, and Mayor Stead presented award certificates to arts winners. b. Recognition of Illahee Jr Hi Students! Aid to Victims of LA Riots Mayor Stead presented certificates of recognition to students. CITIZEN COMMENT Rae Morrison, 26l3 So 300th St, Federal Way, requested relief from dangerously driven vehicles on So 3OOth Street, in the area of Wildwood Elementary; he suggested speed bumps might be one temporary solution while awaiting more permanent ones; he is extremely concerned about the safety of children. M. C. Scheerer, 29300-llth PI So, Federal Way, spoke in opposition to proposed heliport; he also said the City needs better planning to eliminate traffic snarls. John Woodworth, 1200 East D St, Tacoma, representing Woodworth & Co, spoke in opposition to existing truck route ordinance and requested a relaxation of the ordinance to allow for truck travel in certain areas. Councilmember Gates pulled item (e) from consent agenda. Motion by Councilmember Gintz to approve consent agenda, minus item (e); second by Councilmember Templeton. Motion to approve passed as follows: S tead Tomlinson Gintz Priest Marks Gates Templeton yes yes yes yes yes yes yes Councilmember Gates offered a friendly amendment to item (e) "Diversity Commission" , saying she feels applicants should be able to reside within Federal Way School District boundaries and not be limited to the City's boundaries; Council member Templeton concurred. Following discussion, Councilmember Templeton moved to amend the proposed ordinance to require no fewer than 7 of 9 commission members be residents of the City of Federal Way; second by Councilmember Gintz. VI. INTRODUCTION ORDINANCES a. Council Bill #17 - WSDOT Grant Funds for Heliport Master Plan AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, AUTHORIZING AND DIRECTING EXECUTION OF A GRANT AGREEMENT TO ACCEPT WASHINGTON STATE DEPARTMENT OF TRANSPORTATION GRANT FUNDS FOR ESTABUSHING A PROJECT WITHIN THE GRANT FUND; AMENDING THE BUDGET FOR THlS GRANT FUND BY APPROPRIATING UNANTICIPATED AND FUTURE REVENUES TO THAT FUND; AND AUTHORIZING EXPENDITURES OF SAID GRANT FUNDS. Mayor Stead presented first reading of the proposed ordinance and invited WSDOT representative Bill Hamilton to give a brief presentation and answer Council questions. b. Council Bill #18 - Building Code Amendment AN ORDINANCE OF THE CITY OF FEDERAL WAY, WASHINGTON, AMENDING ORDINANCE NO. 90-33, ADOPTING THE 1991 EDITIONS OF THE WASHINGTON STATE UNIFORM BUILDING CODE, UNIFORM PLUMBING CODE, UNIFORM MECHANICAL CODE, UNIFORM FIRE CODE, THE UNIFORM HOUSING CODE, UNIFORM SIGN CODE, UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDING, UNIFORM SWIMMING POOL, SPA AND HOT TUB CODE, AND ESTABUSHING AN EFFECTIVE DATE OF JULY 1,1992. Council Bill #19 - Tenant Improvement/Non-Conformance Zoning Code Revisions AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, AMENDING ORDINANCES NO. 90-43, NO. 91-113 AND NO. 92-135 BY AMENDING FEDERAL WAY ZONING CODE SECTIONS 165.35.5(b) AND 165.35.6 (c) TO DELETE TENANT IMPROVEMENT COSTS IN THE CALCULATIONS FOR DETERMINING CERTAIN NON-CONFORMANCE THRESHOLDS, AND BY AMENDING FEDERAL WAY ZONING CODE SECTION 175.10.2(b). Mayor Stead presented first reading of the proposed ordinance. Councilmember Templeton requested the proposed ordinance amendment be placed on next week's study session for additional information and discussion. VII. CITY MANAGER REPORT Mr. McFall reported he previously distributed information on options for Council committees, and would appreciate receiving Councilmember comments as soon as possible. In response to earlier citizen comments and Council requests, he confirmed South 300th Street traffic problems and the existing truck route ordinance will be added to next week's study session. Councilmembers advised the City Manager they wish to advertise openings for commission vacancies when terms expire. Mr. McFall requested an executive session to consider property acquisition and a personnel matter immediately following the regular meeting, and announced no action would be taken. VIII. CITY COUNCIL REPORTS Councilmember Priest reported on recent Federal Aid Urban System board meeting items; Federal Way will receive funds based on population. He advised Public Works Director Phillip Keightley is a member of several local, state and federal transportation committees, so Federal Way has excellent representation. Councilmember Templeton will attend the next Pierce County Mayors' Association meeting on Friday. Councilmember Gintz reported the Human Services Roundtable will focus on child abuse issues this year. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES June 2, 1992 - Page 5 Mayor Stead reported policy making decisions will be finalized at upcoming Growth Management Planning Council meetings, and reminded Councilmembers of the Chamber's Growth Management open house next Thursday. The Suburban Cities Association's annual meeting will be held at Longacres on June 10th. Councilmember Gates reported Metro's Procurement Panel water quality and transit projects have been narrowed to three proposals; these will now go to the Joint Regional Policy Committee for review. Mayor Stead explained if Council committees are reinstated, it may be possible to eliminate regular study sessions; he reminded Councilmembers to return their feedback suggestions on committee structuring as soon as possible. Councilmember Tomlinson would like to see agendas lengthened, so as to accommodate additional items or add study sessions following regular meetings, to create a more effective use of time. IX. EXECUTIVE SESSION a. b. To discuss property acquisition - RCW 42.3O.110(b) To discuss personnel matter - RCW 42.30. 14O(4)(a) Mayor Stead recessed the regular meeting at 8:30 p.m., announced a 30-minute executive session to discuss property acquisition and a personnel matter, and stated there would be no action taken following the session. Mayor Stead announced the executive session adjourned at 9:00 p.m., with no action taken, and reconvened the regular meeting. X. ADJOURNMENT There being no further business to come before the Council, Mayor Stead adjourned the regular meeting of the Federal Way City Council at the hour of 9:00 p.m.. ')~~. N.
