STUDY SESSION
I.
CALL MEETING TO ORDER
A study session of the Federal Way City Council was called to order by Mayor Bob Stead, at
the hour of 7:00 p.m., June 9, 1992, in Council Chambers, Federal Way City Hall, 33530 First
Way South, Federal Way, Washington. Councilmembers present: Joel Marks, Deputy Mayor,
and Councilmembers Ray Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton and Skip Priest.
Staff present: J. Brent McFall, City Manager; Carolyn Lake, Acting City Attorney, and
Maureen Swaney, City Clerk.
II.
BUSINESS REGISTRATION PROGRAM
(City Staff Contact: Maureen Swaney)
Ms. Swaney reviewed the current status of the program. No further action was requested by
the Council.
III.
KC INTERLOCAL/TRAFFIC MITIGATION FEES
(City Staff Contact: Ken Miller)
Mr. Miller reviewed the agreement which will be on the June 16, 1992 City Council agenda for
approval.

IV.
1993 BUDGET PROCESS & CALENDAR
(City Staff Contact: Deborah Larson)
Ms. Larson and Mr. McFall reviewed the upcoming budget procedures and proposed calendar.
The Council did not object to this schedule.
V.
3OOTH STREET TRAFFIC
(City Staff Contact: Tim Miller)
Mr. Miller reviewed this traffic concern. He said he would bring alternatives to the Council at
their June 16, 1992 meeting.
VI.
DESIGNATED COMMERCIAL VEHICLE ROUTES
(City Staff Contact: Tim Miller)
Mr. Miller reviewed this issue in response to a concern expressed by a citizen. The Council did
not request further action relating to the issue.
VII.
TENANT IMPROVEMENT/NON-CONFORMANCE
(City Staff Contact: Larry Springer/Greg McCormick)
Mr. McCormick reviewed this agenda item and the Council requested that the ordinance remain
on the June 16, 1992 Consent Agenda.
VIII.
TEMPORARY SPEED LIMIT RESTRICTIONS
(City Staff Contact: Ken Miller/Tim Miller)
After an explanation of the proposed legislation, the Council agreed this should be on the June
16, 1992 meeting agenda with the possibility of changing Public Works Director to City
Manager, who in turn would delegate to the Public Works Director.
IX.
FIREWORKS AMENDMENT
(City Staff Contact: Ken Nyberg/Rick Nedrow)
The Council authorized this ordinance amendment, to allow use of fireworks only on July 4, be
on the June 16, 1992 agenda and that rules would be suspended in order to enact the legislation

at one meeting. Discussion of a total ban on fIreworks will be at a future meeting.
