REGULAR MEETING MINUTES
I.
CALL MEETING TO ORDER
Mayor Stead called the Federal Way City Council regular meeting to order at the
hour of 7:04 p.m., in Council Chambers, City Hall, Federal Way, Washington.
Council Present: Mayor Bob Stead, Deputy Mayor Joel Marks and
Councilrnembers Ray Tomlinson, Ron Gintz, Lynn Templeton, Skip Priest.
Excused Absence: Councilmember Mary Gates.
City Staff Present: City Manager J. Brent McFall, Acting City Attorney Carolyn
Lake, City Clerk Maureen Swaney, Deputy City Clerk Chris Green.
II.
PLEDGE OF ALLEGIANCE
Council member Templeton led the flag salute.
III.
CITIZEN COMMENT
Ed Stickel, 1228 SW 296th St, Federal Way, supports fireworks ban, but feels
there is a need for a professional display; favors installation of speed bumps on
300th Street; supports establishment of a heliport.
H. David KaDlan, 3O240-27th Ave So, Federal Way, Parks & Recreation
Commission Chair, requested construction of a pedestrian underpass on 356th
Street and distributed a letter to Mayor and Council members asking for resolution
affirming City support for the project.
Chuck Holmes, 33006-33rd PI SW, Federal Way, representing youth baseball
groups, requested an improvement in parking restrictions adjacent to Decatur
High School baseball field. Mayor Stead referred him to Tim and Ken Miller of
the City's Public Works Department.

IV.
Bill Wood, 32918-19th PI So #0-104, Federal Way, supports consultant study and
establishment of Heliport.
Trov SchleDD. 3215-56th Ave NE, Tacoma, intended to request a set-back
variance for his property, however, Mayor Stead referred him to Acting City
Attorney Carolyn Lake to avoid any possible conflict.
John Hvrv, 14711-111th PI NE, Bellevue, spoke in favor of allowing fIreworks if
conditioned on establishing a reasonable safety program for sale and discharge.

Deputy Mayor Marks requested clarification of June 2, 1992 minutes, with
respect to the Diversity Commission vote--to reflect the three opposition votes
were due to amended membership area and not establishment of the commission
(correction made).

Council Bill #20 - Authority to Establish Temporary Speed Limits
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, GRANTING TO THE PUBLIC WORKS DIRECrOR
THE AUTHORITY TO ESTABLISH TEMPORARY REDUCTIONS TO SPEED
UMITS TO THE CITY'S STREETS AN HIGHWAYS (AMENDING
ORDINANCE NO. 90-29).
Acting City Attorney Lake requested a suspension of rules and immediate
adoption due to 356th Street road construction, which necessitated the ordinance.
Councilmember Templeton moved to suspend rules; second by Councilmember
Gintz. Motion to suspend rules passed as follows:

Council Bill #21 - Fireworks Amendment
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, AMENDING ORDINANCE NO. 90-54 OF THE CITY
OF FEDERAL WAY, TO REDUCE THE DATES AND TIMES THAT
COMMON FIREWORKS MAYBE DISCHARGED WITHIN THE CITY
LIMITS (AMENDS ORDINANCES NO. 90-54,90-60 AND 92-138).
Mayor Stead presented introduction reading of the proposed ordinance.
Deputy Mayor Marks recommended the Council adopt a separate ordinance
banning the sale and discharge of fireworks next year, however, he feels it is

important to allow for public comment on the issue. Mayor Stead recommended
a special session on June 23rd, and requested a total ban ordinance be drafted for
Council's review at that time.
Motion by Councilmember Tomlinson to suspend rules and place current
proposed ordinance to a vote; second by Councilmember Gintz.
Deputy Mayor Marks said he would like Counci1member Gates and Tomlinson
present to vote, but both will be absent at next week's meeting; he also wants to
invite citizen comment on the issue.

Second reading of the proposed ordinance will be scheduled for June 23rd
agenda, as well as presentation of a second draft ordinance calling for a total ban
of fIreworks in 1993.
Councilmembers discussed the importance of the City sponsoring a public
fIreworks display in the future.
VI.
COUNCIL BUSINESS
a.
Public Works Trust Fund Application for Two Surface Water Capital Projects
- Panther Lake & 336th Regional Storage Facility
Surface Water Manager Cary Roe explained project funding and answered various
questions directed to him by Councilmembers. Mayor Stead reminded Council-
members the issue before them is to approve the application.
Motion by Council member Templeton to approve application for the two projects;
second by Councilmember Gintz. Motion passed as follows:

3OOth Street Traffic Improvement
Traffic Engineer Tim Miller presented alternatives for 3OOth Street traffic
improvement, which includes an interim closing of 3OOth Street at east side of
26th with barricades; Mr. Miller explained it would be done with Type ill
barricades, wqich are extremely visible, as well as installation of flags, flashing
lights and rumble strips preceding the barricade. He explained the Fire
Department has approved the closure, however, it could reduce response times
in an emergency. Another alternative would be speed bumps, but that method is
considered unsafe by the State. A permanent solution will require extensive road
construction, will require relocation of buried cables and will possibly run into
a winter weather time frame, which could slow completion.
Councilmember Tomlinson asked for citizen comment. The following persons
came forward:
Rae Morrison, 2613 So 3OOth St, Federal Way, has lived in area for 12 years and
is extremely concerned about safety of school children; he is supportive of interim
solutions pending a permanent one.
Donn Fountain, Federal Way School District Assistant Superintendent, is
supportive of temporary closure, as long as school buses and vehicles are able to
easily access school property.
Mr. Miller said the temporary barricades could be in place in approximately one
to two weeks, if King County crew's are asked to respond on an emergency
basis.
Motion by Councilmember Templeton to direct City Staff to institute the proposed
interim measure of closure of 3OOth Street at the east side of 26th, as soon as
possible; second by Councilmember Gintz. Mayor Stead entertained a friendly
amendment "to go forward with a permanent solution by straightening out the
actual ski jump on 300th"; Councilmember Templeton concurred with the friendly
amendment, but it was rejected by Council member Gintz. Council member Gintz
is in favor of interim solution only at this time and wants to defer the permanent
solution to a later time.
Councilmember Priest suggested a delay of a permanent solution until
neighborhood traffic programs are reviewed at the July 14th study session.
Councilmember Gintz's call for the question failed due to lack of a second.

Councilmember Priest moved to amend the main motion to defer a permanent
solution of 3OOth Street improvement until traffic survey has been completed;
second by Deputy Mayor Marks. Motion to amend main motion passed as

School District InterlocallParks
Parks Director Joe Stevens outlined the proposed interlocal agreement, including
funding, and answered questions by Councilmembers. He explained the School
District hopes to open Junior High School 116 by Fall of 1994. Following
discussion, the vote was deferred to June 23rd special session for additional
information and review of proposed facility design and funding. (Note: City
Staff will furnish Council with information on school's proposed design and
history of School District financial history for last five years by end of week.)
VII.
CITY MANAGER REPORT
Mr. McFall reviewed upcoming agendas and reported on the upcoming AWC
conference. He recently met with City of Burien officials to discuss City
Manager/City Council form of government; they are interested in possible
alternative method services with Federal Way. He reminded Council of executive
session prior to adjournment, which should take approximately 30 minutes.
VIII.
CITY COUNCIL REPORTS
Deputy Mayor Marks would like to take a look at the ordinance dealing with
display of flags in right-of-ways. He also asked about enforcement of sign code

for businesses along Pacific Highway South. Mr. McFall said the City has not
taken an active issue yet, but will do so.
Mayor Stead reported the Council has and will be meeting with various
gubernatorial and congressional candidates.
Mayor Stead said Deputy Mayor Marks and Council member Templeton are
unable to attend A WC conference, so Council needs to select two replacement
voting delegates. Councilmember Priest and City Manager McFall were selected.
IX.
EXECUTIVE SESSION
a.
To Discuss Property Acquisition - RCW 42.30.1lO(b)
At 9:15 p.m., Mayor Stead announced a 5-minute recess prior to convening 30-
minute executive session to discuss property acquisition; he stated there would be
no action taken following the session.
Mayor Stead announced the executive session adjourned at 9:50 p.m., with no
action taken, and reconvened the regular meeting.
X.
ADJOURNMENT
There being no further business to come before the Council, Mayor Stead
adjourned the regular meeting of the Federal Way City Council at the hour of
9:50 p.rn..
