CALL MEETING TO ORDER A regular session of the Federal Way City Council, was called to order by Mayor Robert Stead, at the hour of 7:05 p.m., on the 7th day of July, 1992, at the Korean Mission Church, 405 South 312th Avenue, Federal Way, Washington. Council members present: Ray Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton and Skip Priest. Council members absent: Joel Marks (Excused). Staff present: J. Brent McFall, City Manager; Carolyn Lake, Acting City Attorney, and Maureen Swaney, City Clerk. II. PLEDGE OF ALLEGIANCE Councilmember Priest led the flag salute. III. CITIZEN COMMENT No citizens addressed the council. ORIGINAL City Council Meeting July 7, 1992 - Page 2 IV. CONSENT AGENDA a. b. c. Minutes - June 16 & 23, 1992 Voucher - July 7, 1992 Accept/File Financial Report - May 1992 All items on the consent agenda were pulled for separate discussion. Councilmember Templeton asked that page two (2) of the minutes of June 16, 1992 reflect that John Hyry lives in Bellevue instead of Federal Way. Motion to approve the minutes of June 16 and 23, 1992 by Councilmember Gates; Second by Councilmember Gintz. Motion passed as follows: Tomlinson S tead Gintz Priest Yes Yes Yes Yes Gates Marks Templeton Yes Excused Absence Yes Councilmember Tomlinson asked questions on the voucher as follows: Page 2 - Retirement Contribution Refund, page 4 - Copy Rental Fees, page 10 - Health Assessment Presentation, page 12 - Pension Fund investment Book Purchase, page 13 - Benefit Review Cost, page 13 - Stress Reduction Workshop Attendance, and page 14 - City Hall Display Lighting. Mr. McFall informed the Council he will report back to them on the particulars of these expenditures. Motion to approve the voucher by Councilmember Templeton; Second by Councilmember Gintz. Motion passed as follows: Tomlinson Stead Gintz Priest Yes Yes Yes Yes Gates Marks Templeton Yes Excused Absence Yes Councilmember Priest said he asked for separate discussion on this report in order to call attention to the financial stability of the City. Dick Scott, Accounting Manager, reviewed the key points of the report. The Council asked certain clarification questions including why payment was delayed on King County's SWM collection. The Council decided this issue should be brought up at Suburban Cities as it may impact other cities. CITY MANAGER REPORT Mr. McFall informed the Council the Comprehensive Annual Financial Report (CAFR) had been completed and submitted to GFOA. Ms. Lake reported to the Council that the City of Federal Way had prevailed in the Forest Ridge land use issue; she circulated a memorandum relating to same. Mr. McFall reviewed the Building Permit Activity Status Report that he had circulated. Mr. McFall reviewed the status of the Council Goals; a memorandum had also been circulated. Mr. McFall reminded the Council they had copies of the 3O-day Council Meeting Preliminary Agenda; if the Council had any comments they were asked to contact the City Manager or the Mayor. Mr. McFall asked the Council whether they wished staff to proceed with the design and bid process for a basketball pad at Steel Lake Park. He said initial estimates are approximately $30,000 for construction of a full-size court. Council member Gintz suggested alternatives be explored, such as a volunteer project, to reduce the estimated cost. Councilmember Priest moved to go ahead with the design and cost estimates on this project; Second by Council member Templeton. Prior to voting, Mr. McFall indicated that since the bid will probably be over $20,000, the Council would have the final approval of whether or not to continue the project; and, when the design work is completed, staff will look at other available options. Councilmember Gates called for the question; Motion calling for the question passed as follows: Tomlinson Stead Gintz Priest No Yes Yes Yes Gates Marks Templeton Yes Excused Absence Yes City Council Meeting July 7, 1992 - Page 4 The motion on the floor at this time which was to move ahead with the basketball pad project passed as follows: Tomlinson S tead Gintz Priest No Yes Yes Yes Gates Marks Templeton Yes Excused Absence Yes Mr. McFall told the Council that applications had been received for the Ethics Board, Diversity Commission and Planning Commission; the Council needs to decide how to proceed with the appointments. The Council concurred with Mayor Stead's suggestion that each Councilmember contact the City Manager and let them know how they wish to proceed, i.e., committee interview, council meeting interview. VI. CITY COUNCIL REPORTS Councilmember Priest told the Council he had attended a South King County Transportation Committee meeting. Councilmember Priest reminded the Council that Gubernatorial candidate Lowry will be visiting City Hall on July 8, 1992. Councilmember Templeton invited everyone to the Little League tournament. Councilmember Gintz informed the Council about the Human Services Roundtable issues. Councilmember Gates told the Council about Metro's poetry buses. Mayor Stead updated the Council on the Forward Thrust Pool issues. Mayor Stead reviewed the Summit Conference meetings being held regarding the reorganization of Metro. Mayor Stead reminded the Council of the July 8, 1992 Suburban Cities meeting. Mayor Stead said he had been meeting with other mayors relating to annexation boundaries. Mayor Stead concluded his report by telling the Council that a new Metro Board Chair will be selected and that the Growth Management Policies will be going to cities for ratification; the Federal Way Planning Commission will hold a hearing on July 15, 1992. City Council Meeting July 7, 1992 - Page 5 Councilmember Priest suggested that staff place advertisements for the first budget hearing so that citizens are aware of the opportunity to comment to the Council; he said it was important to have this information from the community prior to the Council retreat. Councilmember Gintz asked if the City Manager had been successful in scheduling a joint meeting with the Federal Way School Board; Mr. McFall told the Council he was trying to set this meeting up with Dr. Harris. Councilmember Gates announced that there is a Puget Sound Regional Council meeting on July 9, 1992. Mayor Stead reminded everyone of the upcoming Family Fest event at Steel Lake Park this coming weekend. VII. EXECUTIVE SESSION a. b. City Manager Evaluation - Pursuant to RCW 42.30.110(g) Property Acquisition - Pursuant to RCW 42.30. 110(b) Mayor Stead said the City Manager evaluation has been postponed until next Tuesday night, July 14, 1992, so that Deputy Mayor Marks may attend. He said the property acquisition and a personnel matter would take about thirty (30) minutes, and no action would be taken following the executive session. The regular session recessed at the hour 8: 15; the council would reconvene at the hour of 8:45 p.m. VIII. ADJOURNMENT The meeting adjourned at the hour of 8:45 p.m.
