CALL MEETING TO ORDER
Mayor Stead called the Federal Way City Council regular meeting to order at the hour of
7:00 p.m., in Council Chambers, City Hall, Federal Way, Washington.
Council Present: Mayor Bob Stead, Deputy Mayor Joel Marks, Councilmembers Ray
Tomlinson, Mary Gates, Ron Gintz, Lynn Templeton, Skip Priest.
City Staff Present: City Manager J. Brent McFall, Acting City Attorney Carolyn Lake, Acting
City Clerk Chris Green.
II.
PLEDGE OF ALLEGIANCE
Councilmember Gates led the flag salute.
III.
PRESENTATION
City Manager McFall presented July's SPIRIT Award to Debbie Murphy, Administrative
Assistant, for her outstanding contributions in the Purchasing Department.
IV.
CITIZEN COMMENT
Mayor Stead announced the public hearing on community priorities for 1993 budget would be
held immediately following citizen comments.
Gerald Norton, 4ü8 SW 327th PI, Federal Way, resident of Campus Woods, questioned the
consultant expenditures for a recent traffic study in his area; Mr. McFall offered an explanation
as requested by Mayor Stead. Council member Priest said the Council would take a look at
consultant vs. staff costs.

Rick Gardner, 309 SW 321st, Federal Way, commended City Staff for their assistance in
establishing a clean-up program for arterials and green belts in the West Campus area. As Vice-
President of the Federal Way Community Council, he requested City support in co-sponsoring
future July 4th celebrations with Family Fest. He favors budget support for senior and youth
centers.
Leroy Thome, 30325-IOth Ave So, Federal Way, expressed concern for the dangerous roadway
curve at So 3O4th and lOth Ave So; he requested a 4-way stop at the location.
Lee Harris, 938 So 3O4th St, Federal Way, concurred with Mr. Thome's concern and request.
Mayor Stead directed City Staff to follow-up on requests for the 4-way stop and a co-sponsored
4th of July City-Family Fest celebration.

PUBLIC HEARING
CITIZEN COMMENT/Community Priorities for 1993 Budget
Mayor Stead opened the public hearing and invited citizen comment at 7: 15 p.m..
H. Dayid Kaplan, 30240-27th Ave So, Federal Way, Parks/Recreation Commission Chair,
presented a brief overview of the Commission's draft IS-month study.
Randall Shelby, 2255 So 308th, Federal Way, a resident of the Steel Lake Park neighborhood;
requested protection from excessive noise of late night parties in park, involving alcohol and
drugs. He recommended parks safety and control methods be budgeted by the Parks
Department; he distributed a letter to Council.
Harry Mills, 906 SW 298th, Federal Way, representing Federal Way WINGS group, requested
increased funding for disabled citizens, and would like to see transportation and job opportunities
improved for the disabled; he directed an earlier letter to City Council.
Marianne Cool, 32813-200 Ave SW, Federal Way, resides in Campus Wood; she expressed an
urgent need for parks in their area.
Patty Fitzpatrick, 1422 SW 305th PI, Federal Way, has a handicapped daughter; she requested
more recreational programs for those with disabilities. She praised the services of DART, but
feels Van-Go transportation is inadequate. She commended RecreationlHuman Services Supt.
Cheri McCabe for her assistance with special programs.

Giesela Lindner, 2024 So 285th, Federal Way, as the mother of a disabled adult child, stressed
the importance of providing assistance for handicapped persons with respect to parks, recreation,
transportation and employment opportunities.
Maureen Chrldl"I1"oD" 3O813-2Oth Ave So, Federal Way, submitted a written statement for
Council review; she requested funding and increased employment opportunities for handicapped,
as well as increased service areas for DART transportation.
There being no additional citizen comment, Mayor Stead closed the public hearing at 7:42 p. m..

Councilmember Tomlinson requested voucher/item (b) be pulled for clarification of the following

Basketball League Officials, West Coast Awards and Aztec Storage.

INTRODUCTION ORDINANCE
Council Bill 1/23 - Zoning Code Revision! Auto Body Repair & Paint Shop
AN ORDINANCE OF THE CITY OF FEDERAL WAY, WASHINGTON,
AUTHORIZING VEHICLE REPAIR AND VEHICLE PAINTING RETAIL
F ACIUTIES WITHIN COMMUNITY BUSINESS (Be) ZONES AND
MANUFACTURING PARK (MP) ZONES BY ADDING NEW FEDERAL
WAY ZONING CODE SECTIONS 45.100 AND 65.60.
Mayor Stead introduced first reading of the ordinance, and Senior Planner Greg McCormick
presented staff report and answered Council questions. Following discussion, general consensus
of the Council was to refer the draft ordinance to the newly established City Council Land Use
Committee for additional review and recommendation to the full Council.

Motion by Councilmember Templeton to approve committee appointments and resolution
amending Council Rules of Procedure; second by Counci1member Gates.
Mayor Stead announced the following committee changes: Council member Priest appointed to
Regional Affairs in place of Counci1member Gintz, and Councilmember Gintz to Administration
Committee instead of Councilmember Priest. Council Committee appointments are as follows:

Mayor Stead and Deputy Mayor Marks are "ex officio" members of each committee.
Mayor Stead suggested a friendly amendment to the proposed resolution on page 2, sec 21.2:
"Committees shall establish regular meeting schedules; meetings shall be held during daytime
work hours unless established by Committees." Councilmembers Templeton and Gates
concurred.
Motion to approve City Council Committee appointments and Resolution No. 92-116 "City
Council Rules of Procedure Amendment", per friendly amendment, passed as follows:

IX.
CITY MANAGER REPORT
Mr. McFall reported Parks/Recreation/Human Services City Staff are presently working with
the Family Fest Committee to find a suitable location for a joint 4th of July celebration in the
City.
He announced the City Council's budget retreat will be held at Silverdale on the Bay on August
7th and 8th.

CITY COUNCIL REPORTS
Councilmember Priest reported Councilmembers recently met with gubernatorial candidate Mike
Lowry, and discussed various issues pertinent to the citizens of Federal Way.

Councilmember Templeton expressed his concern for disabled citizens of the community and
asked City Staff to keep the Council apprised of Human Services projects aiding special citizen
groups. RecreationlHuman Services Superintendent Cheri McCabe responded to Councilmember
Templeton's inquiries.
Mayor Stead announced there will be a Japanese delegation from Hachinohe, Aomori visiting
the City on July 28th.
Councilmember Gates reported Mayor Stead and she attended last week's Metro High Capacity
session, and extended an invitation for their finance personnel to make a presentation during a
Federal Way City Council meeting this Fall. She also responded to Patty Fitzpatrick's concerns
for special citizens, and said she would like to see a renewal of the Latchkey program through
community and corporate support.
Councilmember Tomlinson said he is sensitive to the concerns of disabled citizens; he is also
concerned about parking and alcohol abuse complaints from residents in the Steel Lake Park
area.
