In an effort to provide concise and direct responses, we have copied the review comments below in italics and our responses are in bold. Public Works – Development Services Division Leonard Spadoni, 253-835-2732 1. This is a clear and grade permit only. Only existing and proposed topographical contours along with Temporary erosion and sedimentation measures to be shown. Remove all final features from plan. The final features have been removed from the plan set. 2. Add City of Federal Way file number, 22-100735-00-EN to all sheets. The file number has been added. 3. How are retained trees identified especially in the field? All retained trees are located in the Managed Forest Buffer and outside of the clearing limits, which are delineated with staking, flagging and orange filter fabric fence or native growth protection fence, as applicable and shown on the plan set. 4. The walls shown are structural in nature so there will be a commercial building permit required for each wall shown. Retaining wall construction is not a portion of a clear and grade permit. Mr. Leonard Spadoni April 14, 2022 Page 2 The retaining walls have been removed from the early clear and grade permit set. 5. The location of the temporary storm pond will require a retaining wall and will require a commercial building permit. Given the comments in No. 4 how is this pond viable? The proposed temporary sediment pond has been relocated and the grades have been adjusted to be able to retain onsite stormwater runoff without the retaining wall construction. 6. Show the BMP’s to prevent illicit discharge from leaving construction storm ponds discharging offsite. The clearing limits have been updated to exclude the secondary storm drainage outlet that will be constructed with the Building B construction plans. 7. A certified erosion and sediment control lead shall be identified. Rob Overton has been identified as the CESCL for the project in the updated SWPPP document. 8. A NPDES Permit, Section 402, is required for this project. The NPDES permit information has been included with this submittal. 9. SWPPP, 13 elements, to be submitted and remain onsite throughout construction. The revised SWPPP is included with this submittal. 10. Show that the water quality standards and implementation of total maximum daily loads meet section 303. As described in the SWPPP, there are no known impairments for 303(d) listed or Total Maximum Daily Load (TMDL) for the receiving waterbody. The East Branch Hylebos Creek is not a 303(d) listed water body. 11. A copy of the fill and grade permit, section 404, from U.S. Army Corps of Engineers must be submitted. The permit information has been included with this submittal. 12. A site log for monitoring and sampling of stormwater and BMP maintenance/installation to be maintained onsite by the CESCL, or their designate, for the duration of the project. Mr. Leonard Spadoni April 14, 2022 Page 3 The site log will be kept as required and a blank Construction Stormwater Site Inspection Form is included in the SWPPP for the CESCL to use and maintain onsite. 13. A Spill Control and Countermeasures Plan, SPECP, shall be developed and submitted. The SPECP has been included with this submittal. 14. A spill log shall be maintained onsite for the duration of the project. This comment has been noted and the contractor will maintain a spill log as required. 15. Please send an electronic copy of the revised plans and all documents through the Permit Center “Document Upload Link”. The documents will be uploaded as required.
