• Introduction
o This Spill Control Plan (SCP) has been prepared as required by National Pollution Discharge Elimination
System (NPDES) Permits #WAR309990 & #WAR310972 for new construction of Buildings A & B at the
Woodbridge Corporate Park in Federal Way, WA.
o The purpose of this SCP is to establish procedures and best management practices (BMPs) that will be
implemented to prevent hazardous material discharges from occurring during site clearing and
construction. This SCP also presents the framework for responding to a spill or release of hazardous
materials during construction.
• Spill Control Plan Elements
o Potential Oil and Petroleum Products and Sources of Spills
Multiple construction-related petroleum products will likely be present on-site during the site clearing and
construction phases. These petroleum products include, but are not limited to, the following:
▪ Diesel fuel
▪ Gasoline
▪ Motor oil
▪ Hydraulic fluid
▪ Brake fluid
▪ Crankcase oil
▪ General lubricants
▪ Bond breaker
Mobile construction equipment and supporting vehicles are identified as the primary spill hazards associated
with site clearing and construction. Spill prevention, containment, and recovery BMPs are listed for each
identified hazard. Four primary sources of potential petroleum product spills were identified:
▪ Equipment leaks
▪ Storage container leaks
▪ Refueling spills
▪ Equipment failure
o Spill Prevention
BMPs will be designed and implemented to prevent spills or releases of petroleum products. The BMPs
proposed can be broken into four basic categories: (1) Training; (2) Staging Area Establishment; (3)
Inspections; and (4) Spill Response Kits.
▪ Employee Training and Oversight
• A complete copy of this SCP shall be maintained at Sierra’s jobsite office, and available
for on-site inspections during normal business hours.
• Prior to the commencement of land clearing and construction activities, Sierra will
provide a copy of this SCP to its employees and subcontractors.
• Sierra and/or its subcontractors shall train their employees on the requirements of this
SCP and proper implementation of BMPs including, but not limited to, daily inspection
protocols, fueling protocols, and spill detection & response protocols.
• Sierra will periodically inspect the site to ensure the BMPs are being fully implemented.
▪ Establishment of Temporary Staging Areas
• A temporary staging area shall be designated for the proper and safe storage of unused
equipment and storage of any hazardous materials.
• Off-site fueling will be utilized to the maximum extent practicable, but when necessary
on-site fueling will occur in a designated fueling area within the staging area.
• The on-site fueling area will be established on a level surface and isolated as practical to
prevent run-on, run-off, and also contain any spills.
• Spill response equipment and materials will be located in a highly visible location at the
on-site fueling station.
• The on-site fueling area will be no less than 150 feet from a waterbody or drainageway.
• Tracked equipment may be fueled outside of the designated fueling area, but only in a
location at least 150 feet away from any waterway.
• A spill kit must be on hand during all re-fueling activities.
• Maintenance and repair of heavy equipment and vehicles will occur off-site to the
maximum extent practicable.
• Drip pans shall be used for vehicular equipment kept at the staging area.
▪ Daily Inspections
• All equipment containing petroleum products will be visually inspected at the start and
conclusion of each day for signs of visible leaks or releases.
• Suspected or leaking equipment will be promptly repaired or replaced.
▪ Spill Kits
• Spill kits shall be highly visible and located at the staging area and fueling station. Spill
kits shall also be located in reasonable proximity to areas of the site under construction.
• At a minimum spill kits will include:
o Instructions on how to use the kit (including appropriate contacts for reporting
spill);
o Personal protective gear such as safety glasses, gloves, coveralls, and boot
covers.
o Spill pads and absorbent booms.
o Anti-static shovels.
o Garbage bags with ties.
o Plastic sheeting.
o Air horn.
o A copy of this plan.
o Spill Response
Spill response shall consist of containment, notification, and clean-up. The order of the response is
dependent upon the nature of the spill or release and the exercise of prudent judgment. Personal safety is
the primary goal of the spill response. A Spill Incident Report Form (attached to this Plan) will be completed
for each spill or release.
▪ Detection and Containment
• Upon detection of a spill or release the person detecting the spill shall immediately stop
work and formulate a response plan.
• The response plan shall be based upon the source of the spill, size of the spill, direction
and rate of travel, and potential containment/recovery locations prior to entering
water.
• Personal safety is the primary goal when developing a response plan.
• Notify the site CESCL Rob Overton (Sierra Construction) at 425.219.0997 as soon as
practicable and he will notify the appropriate authorities of the spill or release.
▪ Spill Clean-up
• Used oil-absorbent materials will be placed in a covered, labeled drum for proper
disposal.
• Contaminated soil will be collected and placed in a covered, labeled drum for proper
disposal. The impacted area will be carefully inspected to ensure that all contaminated
soil is removed.
▪ Reporting System
• Spill to Water
In the event of a spill or release to water (including ponds, ditches & seasonal streams),
Sierra will notify the following entities:
o National Response Center 1-800-424-8802
o Washington State Division of Emergency Management 1-800-258-5990
o Ecology, Central Regional Office (509) 575-2490
• Spill to Soil
In the event of a spill or release to soil (with no potential to reach water) Sierra will notify
the Ecology Central Regional Office at the number above.
▪ Recordkeeping
As noted in Section B.2.a above, this SCP shall be kept in Sierra’s jobsite office, and will be made
available to all employees, subcontractors, and inspectors during normal business hours. All forms
completed pursuant to this SCP, including any Spill Incident Report forms, shall be maintained by
Sierra for a minimum of three years.
