MINUTES
I.
CALL MEETING TO ORDER
Mayor Stead called the regular meeting of the Federal Way City Council to order at the hour
of 7:05 p.m., in Council Chambers, City Hall, Federal Way, Washington.
Council Present: Mayor Bob Stead, Councilmembers Ray Tomlinson, Mary Gates, Lynn
Templeton, Skip Priest. Excused Absences: Deputy Mayor Joel Marks, Councilmember Ron
Gintz.
City Staff Present: City Manager J. Brent McFall, Assistant City Attorney Londi Lindell, City
Clerk Maureen Swaney, Deputy City Clerk Chris Green.
II.
PLEDGE OF ALLEGIANCE
Scout Allen Marchant from Troop #329 led the flag salute.
III.
CITIZEN COMMENT
Grace Ollden, 32231-26th SW, Federal Way, requested neighborhood traffic safety measures
be implemented in the Twin Lakes area.
Willa Gaines, 32119-26th SW, Federal Way, concurred with Ms. Ogden.
MarUm Kent, 32l26-20th Lane SW #124, Federal Way, expressed appreciation to the
community for its support of the Special Olympics and announced their upcoming garage sale
scheduled for October 3rd.
GreIlO" Keeton, 32ll3-45th PI SW #H-6, Federal Way, expressed concern about speeders at
321st & 45th PI SW location.
Lerov Thome, 3032S-IOth Ave So, Federal Way, requested placement of a 4-way stop sign at
intersection of 304th and 10th Ave So.
Lucv Bench, 4203 SW 328th, Federal Way, reviewed recreational needs of disabled citizens.

M. C. Scheerer, 293OO-llth PI So, Federal Way, expressed appreciation to Council for their
dedication and hard work at a recent Council retreat; he encouraged a Japanese city exchange
program; and suggested the city center park be developed to create future jobs for youth.
Gerald Norton, 408 SW 327th PI, Federal Way, spoke in opposition to Council retreats being
conducted off City premises.
Alexandra Eframo, 106 SW 332nd St #1505, Federal Way, requested adoption of "just cause"
eviction standards for tenant/landlord laws.
Mayor Stead referred the following concerns to staff for review:

PUBLIC HEARING
Calvert Street Vacation
Mayor Stead opened the public hearing at 7:35 p.m., with Engineering Tech Karen Lancaster
presenting a brief review of the application and staff recommendations to Council.

Public Comment:
Conrad Tollefson, 1722 So 243rd St, Federal Way, spoke in favor of the vacation; he is the
owner of Lot #4 of Calvert Addition.
There being no additional citizen comment, Mayor Stead closed the public hearing at 7:45 p.m..
Motion by Councilmember Templeton to deny the requested vacation, in support of City Staff
recommendations; second by Mayor Stead.
Customer Service Engineer Pearl Kronstad responded to additional Council questions.
Councilmembers Templeton and Gates discussed the importance of protecting future road
systems within the City.

AMENDMENT TO CONSENT AGENDA APPROVAL:
Mayor Stead announced the Council must select and approve one of three alternatives presented
by Staff under consent agenda item #d - Park Facilities Improvement.
Motion by Councilmember Templeton to amend the consent agenda to reflect approval of
Alternative #1, as recommended by City Staff, awarded to Emerald Paving, Inc. of 2547 Rainier
Ave So, Seattle, in the amount of $48,052.70 for the construction of sports courts in Steel Lake
Park and SW 312th Street retention/detention basin; second by Councilmember Tomlinson.

VI.
CITY MANAGER REPORT
Mr. McFall announced the scheduling of a joint meeting between the City Council and School
District Board on August 31st at 7:00 p.m., in School District Offices, to discuss joint child care
and Jr High School Site #6.

He reported City Staff is currently preparing the 1993 budget proposal to reflect priorities
established by Council at their recent retreat.
Mr. McFall reminded Councilmembers of the executive session prior to adjournment, to discuss
real property acquisition, stating no action is anticipated.
VII.
CITY COUNCIL REPORTS
Mayor Stead requested Staff prepare a pro/con report on Federal Way Water/Sewer District
continuing as a separate entity vs. assumption by City.
Councilmember Priest reported on the recent Regional Affairs Committee meeting. The
Council's City Improvement Committee will meet August 27th at 8:00 a.m., to review SWM.
Councilmember Templeton reported the Land Use Committee will meet on Monday, August 24th
at 6:00 p.m., to interview five candidates for Planning Commission appointments; there will be
a second session to interview two additional candidates, but date and time hasn't been confIrmed.
Councilmember Gates reported she recently "cut the ribbon" for the grand opening of Papa
Luigi's, a new restaurant in Federal Way. She is involved with a Municipal League advisory
committee establishing a project at Thomas Jefferson High School to encourage young people
to vote. The Puget Sound Regional Policy Board is currently reviewing federal funding for
county-wide transportation and establishing the criteria process for administration of such funds.
Mayor Stead excused Deputy Mayor Marks and Councilmember Gintz from meeting attendance,
as both are out of town for the week. He reported he will be attending tommorrow's METRO
Summit meeting, at which time SCA members will review and consider dismissing their appeal
of Judge Dwyer's decision.
VIII.
EXECUTIVE SESSION
RCW 42.30.110(b) - Real Property Acquisition
Mayor Stead recessed the regular meeting at 8:05 p.m., announced a 30-minute executive
session to discuss property acquisition, and stated there would be no action taken.
Mayor Stead adjourned the executive session at 8:35 p.m., and reconvened the regular meeting.

IX.
ADJOURNMENT
There being no further business to come before the Council, Mayor Stead adjourned the regular
meeting of the Federal Way City Council at the hour of 8:35 p.m..
